Citizens of Ukraine do not have additional advantages when obtaining a permit. Like all foreigners, they first need to submit an application for a quota for a temporary residence permit.

- Birth and residence in the RSFSR or USSR.
- The presence of elderly or incapacitated mother or father of Russian citizens.
- Family union with a Russian.
- Participation in the “Compatriot” program.

When submitting the application form, remember that you cannot leave fields blank. The application form for the temporary residence permit is filled out in two copies in Russian. Let's look at the most difficult points of the questionnaire.
- The motive that prompted you to come for permanent residence in Russia can be specified: reunification with family, obtaining Russian citizenship, permanent residence in Russia.
- Last name, first name, patronymic are entered in Russian and duplicated in Latin. If, before filling out the questionnaire, a foreign citizen changed his name given at birth, he must indicate the reason and date of the change and his old full name.
- Nationality and religion are entered voluntarily. If a foreigner does not want to voice this information, then he should write “I do not want to indicate” in the column.
- If the migrant answers questions 9 to 11 positively, then he must indicate the reasons for such an answer in the column. If these items do not apply to a foreign citizen, then you must enter either “no”, or “I do not have”, or “I am not”.
- Paragraph 15 records information about the foreign citizen’s direct relatives: father, mother, brother, sister, wife/husband (official marriage), children.
- In paragraph 16, information is entered about the migrant’s official places of work for the last five years from the very first. Information about the organization where the foreigner worked is indicated without abbreviations.

If the migrant is the spouse of a citizen of the Russian Federation, then this fact must be reflected when filling out the application. The motive for coming and living in Russia can be stated as “reunion with family. I am the spouse of a citizen of the Russian Federation.” In the header of the application, cross out the phrase “within the quota established ...”, since marriage with a Russian automatically simplifies the receipt of a temporary residence permit for a foreigner.
The remaining information is entered in the same order as in the standard version.

It is no secret that many foreign citizens do not know the Russian language well, and writing correctly, taking into account grammar, is generally a difficult task for them. Asking friends to fill out the form is not always correct, since ignorance of some nuances can affect the successful submission of documents.
You can clearly see the sample at the bottom of this page or by downloading it from the link above.
In order to fill out the form correctly, you need to know which category a particular person belongs to, since there are some, sometimes seemingly insignificant differences in the rules for filling out the form for different groups of citizens. However, all of them are important when registering a temporary residence permit and none of them should be overlooked.
The form for an adult migrant contains 21 questions that must be answered without fail; under no circumstances should the fields be left blank. If a foreigner leaves at least one empty field, then his request will not be granted.
Here are some of the most important points that cause difficulties for foreigners:
- number of copies. There should be two of them;
- motive. There is no need to invent any intricate reasons and motives, you can simply choose from the following options: obtaining citizenship, permanent residence in the Russian Federation, reunification with family;
- The foreigner’s details, such as last name, first name, patronymic, are written in Russian, and they must also be duplicated in the Latin alphabet. And indicate the reason, date of change and old data if the person changed his data;
- You don’t have to indicate your nationality or affiliation with any religion. But then you need to write in this column “I do not want to indicate”;
- If the answers to the questions in paragraphs 9-11 are positive, you must write down the reasons for this. If the items do not relate to a migrant, you need to enter: “I don’t have”, “no”, “I’m not”;
- paragraph 15 includes information about direct relatives, who are parents, spouse, children, brothers and sisters;
- in paragraph 16 you need to write data on official places of work for the last 5 years, in order from the very first. Information about the organizations where the person worked must be indicated without abbreviations;
- photos. You must attach a photo in which 60% of the space should be occupied by the foreigner’s face. You cannot be photographed wearing glasses or hats. And it’s best to use matte photographs; they have less streaks and glare. Citizens attach 2 photographs, and stateless persons - 3 photographs;
- At the end of the application form, you must enter all documents attached to the application, separated by commas.
The form for a minor must be completed by his legal representatives. By and large, the application form for a minor looks almost the same, but on the back of the application form the legal representative must also enter his or her details.
