A situation where a citizen changes his residence on the territory of the Russian Federation, and his passport must first be marked with deregistration and then registered at a new address, is not grounds for replacing the document.
It is required to present a document not only when preparing any papers or making financial transactions, but in situations where it is necessary:
- purchase an alcoholic drink or tobacco product, sales are permitted by law only to persons over 18 years of age;
- buy a ticket for travel on a train, plane, intercity bus;
- provide identification at the request of a police officer or traffic police officer;
- get a job;

A citizen must understand that in order to change his name or patronymic, he will first have to contact the registry office. After the new birth certificate is issued, you can apply for a replacement passport. If the last name changes, the papers are immediately submitted to the FMS.
According to the Regulations on Passports of the Russian Federation (clause 16), you can apply for a passport for the first time, again for replacement, if the previous one has expired, for restoration, by:
- place of permanent residence;
- temporary stay;
- actual location.
Where a citizen submits an application will depend on how long it will take for him to receive a new document. In the first case it will be issued in 10 days, and in the other two in about 2 months.

It is mandatory to change the passport at the age of 20 and 45 due, as the legislator believes, to a change in appearance. Therefore, photography will be an important component of the new document. It will not be possible to submit documents in advance, before the specified date.

- homes for the elderly or disabled;
- boarding school;
- homeless shelter;
- administration (chairman, head of the house) of the housing cooperative, part of the housing stock of Russia;
- medical institution;
- another organization.

In a situation where the passport has been stolen, the applicant must present a notification ticket from the police stating that they are aware of the incident. In this case, the validity period must be terminated forcibly by the FMS.

In accordance with the “Regulations on the Passport of a Citizen of the Russian Federation,” a passport is the main document in the Russian Federation that identifies a citizen.
