Application status
To find out at what stage of development the passport is, you should pay attention to the status. If the previous step was not completed or it was rejected, then the client is asked to make corrections. The entire process can be tracked in your personal account.
Changing the status to “Invitation” indicates that the document is ready and can be picked up. The message informs the applicant where and at what time he will receive the passport.
After receiving the document, the case is considered completed. Therefore, the status changes to “Closed”. The process also stops when a citizen fails to submit papers on time. In this case, everything will have to be done again and the waiting period will extend.
Obtaining a foreign passport through government services - my positive experience
What are the deadlines for obtaining a new and old sample international passport through government services?
The next step will be to visit the migration department in person, where the applicant will have to submit original documents and have their photo taken. After completing these actions, the status in your personal account will change; it will be called “registration”.
As a rule, this period ranges from 15 to 30 days, after which you will receive your international passport by appearing at the FMS for the second time. When the applicant applies to the FMS at a location other than his or her registered address, this period can be extended to 4 months. You may be interested in the fact that when producing an old-style international passport through State Services, it takes less time, and one intermediate process is eliminated for its registration.
Namely, a personal visit to the FMS for the purpose of submitting original documents. Immediately after submitting the electronic application, before its consideration, the status will be “Sent”, and after its consideration by the migration service it will change to “Accepted”.
Process duration
A foreign passport can be obtained on average in 1–4 months. The duration depends on where the person applied for registration and whether he is registered in this region. The state portal reports that the document can be obtained within a month if you submit an application at your place of registration. In other situations you will have to wait four months.
To understand how much a passport is made through government services, you need to take into account the nuances that may affect this process:
- Application processing speed. The verification of a sample application can take from 30 minutes to several days. The countdown can begin when you receive a notification about downloading documentation.
- Presence of errors. If the information is incorrect and there are spelling errors, the system will not accept the application.
- Poor quality photo. It is important that the image is clear and unique in the picture.
If you submit an application not at your place of registration, you will have to wait longer because FMS employees need to check the citizen by sending a request about him to his place of registration.
Amounts of state duties
As previously noted, after submitting an application online, you should go to the regional branch of the Main Directorate for Migration and Migration to submit documents and pay the state fee. The amount of state duty directly depends on the following factors:
- Kind of like a foreign passport.
- Applicant's age.
A new passport will cost an adult 5,000 rubles. Let us remind you that this amount is paid by persons under fourteen years of age. Children under this age pay 2,500 rubles.
An old-style passport for a person who is over 14 years old at the time of filing the application will cost 2,000 rubles. For children under this age, this document will cost only one thousand rubles.
How to shorten the period
The state portal will not help in urgently obtaining a passport. An accelerated registration process is also impossible if the citizen independently contacts the relevant department, since this point is not specified in the legislation.
But there are emergency situations that give the right to expedited processing. In such cases, you can receive the document within 3 days. This is possible if:
- There is a dying relative in another country.
- The applicant urgently needs to visit a medical facility in another state.
- A close relative died abroad.
To quickly obtain a foreign passport, you must personally visit the Main Migration Department of the Ministry of Internal Affairs. If, for health reasons, a citizen cannot do this in person, he issues a power of attorney to a trusted person. To confirm the need for urgent identification, it is necessary to submit medical documents, doctor’s reports, and examination results. Evidence is attached to other documents during registration.
How long does it take to process an application for a foreign passport through government services?
State Services. Before planning a vacation, it is recommended to take care in advance about the necessary documents for trips and trips abroad. How many days it takes to make a foreign passport through the Internet portal “Government Services in 2021” depends on where it will be issued and the urgency of production.
- Production time via electronic application
- Registration of a foreign passport
- How to apply for an expedited form
- Advantages of registration through State Services
- What to do if there is a delay in registration
- Amount of state duty through State Services
- The procedure for issuing when accessing state secrets
- Contacting the portal support service
- Contacting intermediaries for registration
- Conclusion
Production time via electronic application When preparing an exit document, many citizens wonder about the production time.
You will be photographed, after which you can begin to count down the time frame for obtaining a foreign passport through State Services. First of all, they depend on the method of filing papers:
- at place of residence (registration) - 1 month;
- in other cases - 3 months.
The specified deadlines are observed quite strictly.
International passports for children are usually issued faster, when applying for registration - in 2-3 weeks instead of 1 month. If the processing time coincides with long holidays - New Year's or May - the production time may be delayed. They are also shifted if inaccuracies are detected in the application that require additional verification - if you submitted the application through State Services, in this case you will receive a suspension message in your Personal Account.
You can immediately send a request to the department about the reasons and timing of the suspension.
Advantages and disadvantages of electronic circulation
Submitting documents through the state portal is becoming increasingly popular. Thanks to this method, there is no need to go to government agencies, waste time and stand in line. There is also no need to spend money on printing documents or filling out a paper form. In addition, the cost of state duty when registering via the Internet is 30% lower. Submitting an electronic application is possible even for a child. The process is no different. An adult must complete and submit the form. You can even get a passport for a newborn, but after a while it will have to be changed, since the photograph on it will not correspond to reality.
But there are also several disadvantages to this method of filing documents. The government portal is not perfect, so problems may occur when submitting a photo. In addition, erroneous statuses are often displayed.
For example, after taking a photograph for a new type of passport, it is impossible to say exactly how long to wait for the “registration” status. The waiting period may last several weeks. Also, due to a glitch in the system, the application may be accidentally rejected.
Also, original documents cannot be submitted online. You will still have to visit government agencies.

Reference. By law, citizens are not required to provide a receipt for the paid fee (Federal Law “On the organization of the provision of state and municipal services” Chapter 2, Article 7, Clause 1, Clause 2).
But in practice, it turns out that it is better to provide a receipt so as not to delay the process of obtaining a foreign passport due to suspension until payment information is received.
In the photo you can see what a completed receipt for payment of the state fee for issuing a foreign passport looks like:

- upon receipt of a biometric passport - at any age.

Why do delays happen?
After issuing a foreign passport through State Services, delays usually do not arise, but a problem may still arise in the summer, when many employees go on vacation or if there is a shortage of forms.
If you plan to visit another country in the summer, then it is better to get your ID card in advance, because even a delay of one day will significantly fray your nerves.
After submitting an application through State Services, the countdown begins when the application is accepted for consideration. A citizen can easily find out about this, as a message will be sent by email and mobile phone.
Possible delays in registration are explained by migration officials for the following reasons:
- Large influx of clients. Sometimes the number of people wishing to obtain a foreign passport is so large that department employees cannot process all applications at once.
- We've run out of forms. If Gosznak does not provide samples in a timely manner. You will have to wait a long time for the next batch, and without them it is impossible to issue a passport.
If the passport is not produced on time, the citizen may demand a written explanation about the violation of the deadline for producing the document. This paper is submitted to the judicial authorities or the prosecutor's office.
If employees refuse to provide an explanation, they will be subject to severe punishment. Therefore, after a request to provide an explanation, a passport can be issued within a few days. The delay may also be due to the applicant's own fault. If a citizen makes mistakes when drawing up an application or provides false information, then the whole process will have to start all over again.
Attention! If failures in registration deadlines occurred due to the fault of department employees, then they are obliged to submit the finished document as soon as possible.
Filling out an application for a child’s foreign passport
If you need to submit an application online to obtain a child’s foreign passport, the package of required documents changes. To apply online you will need:

Passport application form for a child
It is worth remembering that despite the fact that all the data is entered into the application and sent, you will still need to visit the regional department of the GUVM and personally bring the documents. If a foreign passport is issued for a child, then the child must also be personally present at this organization.
It is worth remembering that you must visit the regional department of the UVM no later than two weeks from the date of receipt of the notification. Otherwise, the online application for a foreign passport will be considered invalid.
Help from intermediary companies
Intermediary firms have become a relatively new way to send documents and receive a passport ahead of time. But their work cannot be called legal. Such offices offer intermediary services in issuing identity cards. In fact, such companies have connections with representatives of the Federal Migration Service and other services that take part in the coordination of data when issuing an identity card. They enter into an illegal conspiracy. In practice, such offices deceive clients. In the advertisement, they indicate too short a time frame within which it will not be possible to complete the document. The actions of these companies are regarded as fraudulent.
Representatives of the offices demand payment for the service, which is provided within standard terms. Ultimately, the citizen will receive a foreign passport during the normal period, but will spend much more money on it than with the usual registration.
Significance of steps and required actions
- Status "Sent" . As soon as you have filled out and sent the application form for a foreign passport, the system begins a general automatic verification of your data
.

- Return status. The profile will receive this status if the automatic checks fail. In what case can this happen:
- You have submitted a duplicate application
- You filled out the form incorrectly. Example: An application form for a foreigner for an adult was returned due to the fact that all the required details were not filled out, in particular, in work activities it was necessary to indicate the legal form of the organization (LLC, individual entrepreneur, closed joint stock company, public joint stock company, etc.).
- "Accepted". The profile receives this status in 5-7 days
.
It means that the case has been accepted by the authorities of the Main Directorate for Migration Affairs of the Russian Federation
.

. You sent a new one - it was returned.
What needs to be done? You will be asked to correct the draft application form for a foreign passport through State Services, while the entered passport and other data will be saved in it. You can quickly fix it and send it right away
.
If incorrect data was entered, which is classified as knowingly false information, then you will be able to resend the form only after a month in accordance with clause 6 114 of the Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation.”
. You can register on the website guvm.mvd.rf.
Features of registration if a citizen owns state secrets
Usually, when receiving a foreigner through government services, the processing time is about a month. But if a citizen carries out labor activities related to state secrets, then the registration process will last longer, but not more than three months.
According to the law, if all the rules for submitting an application are followed, you can receive a completed international passport within a month.
But there are restrictions for people admitted to state secrets. They go through more checks, so they won’t be able to apply in a month, but will have to wait up to three months.
How long a citizen will have to wait for a passport depends on various factors. If a person submitted a request for a document not in the region where he is registered, but at his place of residence, then the waiting period can last up to four months.
But, in serious cases, if the health status of the citizen himself or close relatives requires an immediate visit to another country, a passport will be issued within 3 days. But the urgency of the situation needs to be confirmed by documents. This may be a medical history or other evidence.
Application Form
In order to create and submit an application online, you need to go to your account and select the “Main Directorate for Migration Issues” tab, then “registration and issuance of passports...”.
To fill out an application for a foreign passport through Gosuslugi, you will need a package of documents consisting of:
- Internal passport of the Russian Federation.
- An old foreign passport (if you have one).
- Insurance payer code.
- Work book.
- Photo.
If a person is studying at one of the educational institutions, then he must additionally have a certificate from the educational institution.
Initially, before filling out the application, a regional unit of the GUVM is selected. It is worth considering that if the regional division of this organization belongs to the place of registration of a person, then he will have to wait no more than one month for a passport. If a person does not have a permanent place of residence and registration, then it will take more than 3–4 months to obtain the document.
- Step-by-step instructions for choosing a regional unit:
- Initially, a city and region are selected.
- Then the department itself is selected directly.
Filling out the application begins with entering personal data. It is worth immediately noting that filling out an application online is very convenient, because at any time the application can be saved and continued to be filled out at a time convenient for the person.
If a person fills out an application for a foreign passport for the first time, then in the “type of registration” column you need to indicate “primary”. If the old document is being replaced or restored, then you need to indicate the details of the old foreign passport.
On page 5 of the online application, information about the applicant regarding his military service obligations and criminal records is indicated. Also in this column it is worth indicating whether the person has access to information that is classified as “secret”.
When filling out the application, you should pay special attention to the column about work activity. In this paragraph you need to indicate all places of employment and training in chronological order over the last 10 years. You cannot enter it “by eye”. All information entered must be accurate up to a month. All data regarding work activity is entered inclusive of the month and year when the application is filled out.
Tracking the status of your application.
That is, if, for example, an application is submitted in May 2021, then it is necessary to indicate all places of work and training since 2008. It is necessary to indicate in detail the addresses, positions and addresses of residence during this period.
After filling in all fields, you can use the verification function to avoid errors. The system will check if all required fields are filled in.
After verification, you must upload a photo and select a notification method.
Which method to choose is each person’s preference. But as experience shows, it is better to stick to SMS notifications. Next, you need to send the application for consideration to the Main Department of Migration of the Ministry of Internal Affairs.
It is worth paying special attention to the passport photograph.
There are also special requirements for photos:
- The image size cannot be less than 200 kilobytes. In this case, the photo cannot be more than 500 kilobytes.
- The background should be plain. You can send both color and black and white photographs.
- Photo size: 35 by 45 mm.
To correct the image, the Gosuslugi portal has a built-in photo editor that will help you correct the image if necessary.
After filling in all the data, all the information entered by the person is displayed on the monitor for preliminary verification. After verification, you can submit your application online.
A few days (usually from 2 to 5 days) after the application has been submitted, the person receives a notification that he must appear at the regional branch of the GUVM in order to take a photo. After this, the person will need to pay a state fee and submit documents.
How time frames are set
When planning a trip abroad, you should take into account not only the passport production time, but also the approval period for the application. When wondering how long it takes to process an application for a foreign passport through State Services, you should take into account the maximum waiting period - 1 month.
When submitting an application at the place of permanent registration, the maximum time to receive a passport will be 2 months. The period consists of an estimated 30 days of waiting for approval of the application and a month for issuing a foreign passport.
When submitting an application at the place of temporary registration, the maximum period for production of an identity card will be 5 months (1 month for approval of the application and 4 months for production of the passport).
Theoretically, the application can be approved on the day of submitting the documents or a little later, but in order not to miss your flight on vacation, it is recommended to obtain a foreign ID card in advance. For example, if a vacation is planned for June, then at the end of January it makes sense to start processing documents for a foreign passport through the State Services website.
Nuances and tips
- When registering on the State Services portal, please indicate your current email and phone number, otherwise you will not be able to quickly find out about status changes.
- It is most convenient to start by filling out the data in your personal account, then when filling out the application, many of the data will be entered automatically. This will help avoid accidental errors and “Return” status.
- When filling out the “Activities over the last 10 years” block, use your work book; the exact address of the organization can be found on the Internet. In practice, filling out this particular section with errors becomes the reason for receiving the “Return” status.
- Filling out the birth certificate series raises many questions. Write the first Roman numeral, then two Russian letters, without a space or a hyphen, for example, VIIМУ
. In practice, this feature, as a rule, does not lead to a refund; the migration service employee independently corrects it when submitting the original documents. - If you submit documents for several foreigners at the same time: for example, for yourself and children, the status of the cases may change on different days. As a rule, children's documents acquire the “Invitation” status earlier
. In this case, it is not necessary to go only for the children’s passports; you can wait until all the documents are ready.
