detailed instructions
The best time to replace your passport is the off-season. In spring and autumn, the fewest applications are received, so there is a chance to complete the documents a little faster. The standard replacement period is 30 days from the date of submission of all documents, regardless of whether it is a replacement or a new one. During the holiday season, everyone begins to rush to obtain permission to travel, and during this period the processing time is delayed due to the large amount of work for passport officers. Those who decide to apply at a location other than their place of residence will have to wait longer.
You can first sign up for the queue and then start collecting documents. Registration times depend on the workload of the staff. During the hot season the line is always longer. It will take a maximum of 3 days to collect documents. There are few of them:
- The application form can be filled out manually using black ink. You need to write clearly and accurately, in block letters, correctly copying information from the source. Or the form can be printed on a computer.
- Copies of all completed pages of the passport of a citizen of the Russian Federation.
- Receipt for payment of state duty. According to the law, you don’t have to bring it; employees must make a request for your payment themselves, but with a receipt the registration process will go faster. You can pay the receipt through the State Services Portal.
- An old generation passport will require 3 photographs 3.5 × 4.5 cm, black and white or color. Only matte paper is suitable for printing. For a biometric passport, the photo is taken at the Department of Foreign Affairs. Only 2 photos are required for the application form.
- Employment history. If she is currently employed, get a copy of the employment information pages for the last 10 years.
- According to the law, a military ID or a certificate from the military registration and enlistment office is no longer required. But in many departments they continue to demand it. If possible, it is better to submit the desired document.
- If your old passport has not yet expired, you must bring it; if it has expired, it is not needed.
You must come to the UVM at the appointed time to receive a new passport. To obtain it, you only need a citizen’s passport, but men are recommended to take a document confirming military service. Upon receipt of a new passport, the biometric data taken earlier will be additionally verified.
The new questionnaire is available only in PDF format, editing is performed by Adobe Reader, and can only be filled out on a computer. The completed application is printed on one sheet of paper on both sides. Additional forms are printed each separately.

Old style international passport - advantages
Such a document has several advantages. Firstly, it costs less. Secondly, its processing takes a short time, in special situations only three days. You can get it urgently in a situation where a person needs immediate treatment abroad or in the event of a serious illness or death of a loved one located in another state.
An old-style foreign passport is beneficial for people who do not need a document with a long validity period. The validity period of a new international passport is 10 years. For example, if a person rarely leaves the country or plans to change his last name. In this case, there is no point in overpaying. A 5-year passport will be much more convenient.
Also, in the old-style international passport, it is possible to continue to enter the presence of children, confirming the family connection with them. A biometric document does not have such capabilities.
What does an old-style international passport look like? The cover of the old passport is burgundy, with inscriptions with the name of the state and “passport”. How many pages are there in a passport? It contains 36 paper pages, the last one containing a photograph covered with a protective film. The new international passport consists of 46 pages, one of which is plastic.
Special cases for expedited consideration of an application
An application for a foreign passport can be processed by the migration service urgently; the procedure usually takes no more than four working days. The basis for a quick review is the provision of one of these documents:
- A certified telegraphic message received from abroad, which contains reliable information about the death of a relative or about the presence of a serious illness.
- A letter sent by a foreign medical institution stating that the applicant requires emergency treatment. It is also necessary to provide a conclusion from a local medical organization confirming the critical condition of the patient.
- Permission from the military commander to travel outside the country.
- A document from the health authorities, according to which the applicant must travel outside of Russia to carry out the necessary treatment abroad.
The application for quick review should be completed in accordance with the established form. In addition, a list of circumstances, if any, is indicated under which a citizen cannot leave the territory of his native country in accordance with the paragraphs of the Russian Federal Law.
The signature is affixed in the strictly designated place. A minor citizen is required to sign at the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the time of submitting a package of documents.
Replacement after expiration
On the page with personal data in any passport you can see two dates - the issuance of the document and the expiration date of its validity. But this does not mean that they will be able to be used from the first to the last day. Of course, the passport must be replaced after its expiration date. However, in practice, the document often turns out to be invalid before the designated date.
In particular, consular services will not issue visas if there is too little time left before the passport expires. Many of them require that the document be valid for at least 3 months after returning home from a trip abroad.
It should be borne in mind that a passport can be exchanged 6 months before its expiration date. And although with a temporary reserve of six months you can freely use the document, if travel is not planned in the foreseeable future, the passport can be canceled and exchanged for a new one, as if it were expired.
What to do if your passport has expired? You must contact the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at your place of registration or residence to issue a new document. There are no penalties for late exchanged documents. Possession of a foreign passport is the right of citizens of the Russian Federation, but not their obligation. Therefore, they can exchange or issue this document at any time convenient for them.
How and where to change an expired passport is up to a person to decide at his own discretion. It’s faster and more convenient to do this at your place of registration. But if it is not possible to visit just such a branch of the migration service, you can contact any other one at your place of stay, including in another city.

You can also apply for a new passport outside of Russia by contacting the consular service at the Russian Embassy.
Sometimes people are interested: if their passport has expired, how can it be renewed? Unfortunately, the document extension function is not provided. Extension in this case means obtaining a new passport.
Information about state duty for 2021
Payment of the state fee by the applicant for an old-style international passport is made at a strictly established rate. Parents (legal representatives) of children who do not have an internal Russian passport are required to pay 1 thousand rubles; for minor citizens over 14 years of age, the fee is 2 thousand, as well as for those over 18 years old.
If you need to make amendments to a document that is valid for a certain period of time, you need to pay 500 rubles. This is required when information about a child is added to the passport.
Bank details are different for all regions, and they also differ in the type of services provided. A paid receipt is considered valid for three years from the date of payment.
The most common way to carry out the procedure is to pay through a Sberbank terminal or at a cash desk through an operator.
You can also contact any other bank branch, through which it is more convenient to receive a check. Many people prefer to pay online using a remote payment management service. This is possible if you have a card from the corresponding financial institution. In many regions of the country, payment is available through the State Services Portal.
Payment details can always be found at the nearest regional migration service office or at Sberbank. It is possible to print a receipt in which the necessary regional details have already been entered. The applicant is only required to enter the time of payment, residential address and last name, first name, patronymic. You should definitely pay attention to the codes of the desired municipal institution (territorial administration), especially OKTMO (introduced 2 years ago instead of OKATO). It is recommended that you check this information as details change frequently.
Photo requirements
One of the main requirements to begin consideration of the applicant’s application is a high-quality photograph taken in accordance with all the rules for an old-style international passport. It should be made on matte paper, with a blurred oval at the bottom measuring 3.5 by 4.5 cm. The photo is taken from the front. After receiving the photograph, there is no need to paste anything; the approved photographs will be used by migration service employees.
There are certain requirements for the photograph, failure to comply with which will result in the full package of documents being sent back to the applicant for redoing. It is not recommended to wear white or brightly colored clothes. Only people who adhere to certain religious rules can be photographed wearing a headdress ( the only condition is an open oval face ). You cannot tilt your head or take pictures in uniform or glasses whose frames cover your eyes.
A common mistake is that the glass is heavily tinted or dirty. Lighting should clearly highlight facial features; No foreign objects are allowed in the photograph.
