Types of passports
“There are two types of foreign passports – biometric and old-style, which have the same legal force,” and, of course, they have differences:
- A biometric passport has a microchip containing all the information about its owner.
- The new model has a service life of 10 years, while the old one is half as long - only 5 years. If there is a sudden change in appearance (surgeries, significant changes in figure, etc.), the passport will have to be replaced before its expiration date.
- When a biometric passport is issued, the owner of the document must be present to take photographs.
- A biometric passport is more expensive than its predecessor.
Parents have the right to choose what kind of document they will give to their child, but since... Children grow quickly and change in appearance; your passport will have to be changed much earlier than the end of its service life. Required documents

How to obtain a foreign passport for 5 years for a child
- Questionnaire.
We fill out (1 copy for the child) the application form for a foreign passport. There is no need to notarize it. You won’t need to spend much time, because the child does not have a work record or privacy, compared to an adult working person.

The next step is to take 3 photographs for the application form and for the passport. They can be either color or black and white (3.5 by 4.5).
- Receipt.
Details for paying the fee for obtaining an old type international passport, which is 300 rubles, can be collected from your FMS. You may also need the following documents in order to obtain a foreign passport for a child:

Passport production time
Registration of a passport for a child under one year of age is much faster than registration of the same document for an adult. The passport may be ready not in thirty days, but in ten due to the absence of the need to check the baby by “adult” authorities. Application form
Questionnaire - application is required for any of the two types of passports. It contains the passport data of one of the parents, data from the child’s birth certificate. A very important detail of the questionnaire is the reason why the parents decided to apply for a foreign passport.
Registration of a foreign passport for a newborn via the Internet (GosServi website)
Complete the registration procedure on the website www.gosuslugi.ru. You must receive an activation code for your “personal account”. Carefully ensure that all fields are filled out correctly! After recording your personal address, the site will provide you with the Federal Migration Service authorities with addresses where you can obtain a foreign passport.
Plan for “moving” around the site:
- Select “FMS”, then – obtain a foreign passport.
- Select the option of obtaining a passport for a child under 14 years of age.
- Read the rules for receiving and processing and go to the “Get a service” field.
- Enter the required data of the child and your own;
- Attach an electronic photo of the newborn.
- Submit your application and wait for a response. You will receive the address of the Federal Migration Service, where you will need to go to pick up the completed documents.

The second option is through the Federal Migration Service
The legal representative must bring all the necessary papers to the Federal Migration Service office in the area of registration. If you need to complete all the paperwork urgently, then there is a service for emergency production of passports and other documents.
To obtain a new type of passport, the future owner must undergo a dactyloscopy procedure (fingerprinting). But this document collection point is only necessary for citizens who have reached the age of twelve.
There is no signature in the newborn's international passport, because... Only people who have a civil passport, that is, who have reached the age of 14, have the right to leave it.

Where to apply for a passport
A foreign passport for a newborn is issued by the same authorized bodies that adult citizens apply to:
- authorized divisions of the State Ministry of Internal Affairs;
- multifunctional centers (MFC);
- Russian consulates abroad (if the child was born abroad).
Obtaining a foreign passport at the MFC is more practical. The centers have a convenient work schedule, there is an electronic registration in the queue, there are photocopying services and payment of state fees.
The method of obtaining a foreign passport through the EPGU is preferable for parents involved in child care and work. But receiving the document will require their personal presence even with this application option.

Registration through MFC
Unlike the FMS, the MFC has more offices and longer working hours, which makes it easier to get services here. You can sign up for the queue through the online service on the website. The applicant receives an electronic ticket with the number and date of visit.
Through the State Services portal
To submit documents, you need to register on the website, indicating your email, full name and mobile phone number. After registration, find the required service on the portal and indicate that the passport is intended for a minor citizen.
All necessary data from the parent’s birth certificate and passport is entered electronically; at the end of the registration procedure, digital versions of the documents and an application form are attached.
Required documents
The following documents are provided for a child from birth to 14 years of age:
- Birth certificate. The procedure for obtaining a foreign passport begins only after receiving a birth certificate - this is the only way to identify a baby. It must be accompanied by a certificate of citizenship.
- Russian passport of the person submitting the application (one of the parents or legal guardian).
- Completed application form - 1 pc.
- Photo 35 by 45 mm.
- Receipt for payment of state duty.
Important! For all documents except photographs, photocopies must be provided. For the passport, copies of all pages are made.
To apply for an old-style passport, the list of documents is the same. The only differences are in the way the applicant fills out the application form and the amount of the state fee.
Filling out the applicant form
The application can be completed in the office or at home. The template is posted on the official website of the Federal Migration Service and is available for downloading and editing. The questionnaire can be filled out via computer or manually, in block letters using black ink.
Important. For a biometric passport, filling in by hand is not allowed.
There should be no blots or corrections. When printing the questionnaire, set the scale to 100%, 1 A4 sheet is printed on both sides. The questionnaire does not require certification.
From 1 to 9, fill in information about the child. From 10 to 19, the applicant’s details are indicated. More details:
- FULL NAME.
- O or "feminine".
- Date of Birth.
- The place of birth is indicated exactly as on the certificate.
- If your full name has not changed, write “did not change.” If there have been changes, completely different names and the city of their shift are indicated.
- Place of residence according to registration (region, locality, street, house, building, apartment, registration date).
- If documents are submitted at the place of residence, then the address of actual residence must be indicated.
- Please provide your birth certificate details.
- Information about previously received passports; in the absence of such, this item is not filled out.
- The full last name, first name and patronymic of the representative are indicated.
- The gender of the representative is marked with a cross in the appropriate field.
- Day, month and year of birth of the representative.
- The place of birth is written exactly the same as in the passport.
- The place of permanent residence (registration) of the legal representative and the date of registration are indicated in detail.
- The address of actual residence is indicated (for residents of regions).
- Contact number.
- Email address (optional).
- Passport details of the applicant, including by whom and when issued.
- Signature.
How to take a photo of a child for a passport
In the case of issuing a biometric passport, there is no question of making a photograph. As for the photograph for a five-year passport, there are a number of requirements:
- Size 35 by 45 mm.
- Suitable for both color and black and white.
- The photograph must be taken from the front, with the mouth closed and eyes open.
- The headdress must be removed.
- The picture is taken on a white background; there should be no foreign objects (hands, toys, etc.) on it.
- The image occupies 70−80% of the image area;
- The photograph is printed on matte paper.

The requirements for a passport photograph are specified in the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the issuance (replacement) of passports of Russian citizens (Order of the Ministry of Internal Affairs No. 851 of November 13, 2017). Therefore, a photo of a baby for a foreign passport is taken in accordance with the general approach to image quality:
- black and white or color images must be in focus;
- the child's face is strictly frontal;
- the child’s eyes in the picture are open and clearly visible;
- the image occupies 70−80% of the image area;
- background - white without spots, stripes, foreign objects;
- The photograph is printed on matte paper.

State duty
The receipt for payment of the state duty indicates:
- Details of the territorial unit of the Main Directorate for Migration Affairs to which the application is being submitted. (Each city has its own organ; you can find the necessary details on their official website).
- Type of service, in this case, issuing a foreign passport.
- Payer details (address, identification code, personal account number).
- Amount of duty.
- Date and signature of the payer.
A receipt for payment with your data can be generated through the website of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. You can pay the required amount at a Sberbank branch, using a terminal or personal account of the same bank.
Attention! On August 3, 2021, the Federal Law of July 3, 2018 No. 180-FZ “On Amendments to Articles 333−28 and 333−33 of Part Two of the Tax Code of the Russian Federation” on increasing the state duty for issuing a foreign passport with an electronic medium officially came into force.
Duty amount:
- For a new passport - 2500 rubles.
- Old model - 1000 rubles.
A receipt for payment of the state fee is attached to the application.
Registration deadlines
Processing times depend on the place where the application is submitted. If you provide papers at your place of registration, the registration will take no more than 30 days. If you submit documents at any other MFC in Russia, the processing time may increase from 1 month to 4 months.
Important! A foreign passport is issued urgently (up to 3 days) if one of the parents is undergoing urgent treatment abroad, or the death or serious illness of a relative abroad.
Who has the right to submit documents
Parents just need to collect the specified package of documents. If one of them is traveling with the child, confirmation is required that the other does not object to his leaving the country. To do this, a notarized power of attorney (consent) is issued for such a trip for the child.
If there is no power of attorney, an official justification for its absence is prepared: the death of the father or mother, deprivation of parental rights or other reasons.
The guardian additionally presents documents confirming the adoption of the child. When children leave the country with other accompanying persons, written permission from both parents is required.
Production time
It has already been described above that infants receive a passport faster than adults, so at the beginning of the procedure it is worth asking how long it may take. Officially, production takes 10 working days, therefore about 2 weeks.
The process of issuing a document may take longer if the baby’s current place of residence does not coincide with the place of registration (production can take up to four months). The readiness of a foreigner can be checked on the website of the United State. services.
The parent who appeared in the application as an applicant will give and receive the papers. You must have identification documents with you, as well as (if necessary) guardianship papers. The presence of parents is mandatory; a stranger cannot take the passport.
