Registration of a foreign passport begins with the submission of the appropriate application, which can be either in writing or electronically.

One of the most common methods for obtaining an old-style international passport is to contact the nearest territorial branch of the Main Directorate for Migration and Migration. Before collecting the necessary documents for issuing a foreign passport of any type, you need to go to the website of the Main Directorate for Migration of the Ministry of Internal Affairs and familiarize yourself with the list that will be required in this case. Keep in mind that when filling out the application form, you will need to provide data on your work activity over the past 10 years . But it is not enough to simply indicate them; in addition, this information will need to be confirmed with management at the last place of work.
But even if the old document has not expired, it still needs to be submitted along with the application form. It will be canceled after a new passport is issued, even if its validity has not expired. Until this moment, it is considered valid and can be used to travel abroad.
The same person cannot have two identical passports.
The biometric passport will be additionally photographed at the GUVM office. The resulting images will appear on the microchip. There is no need to carry separate photos with you or additionally contact the services of photographers.

If you use intermediaries, the cost can increase significantly. But if the application is submitted through the portal of state and municipal services, the above prices are final.
Executing a document through the portal
In order to carry out the document registration procedure through the portal, you need to register on it, for which you must enter your personal TIN, as well as your pension certificate number. Make sure that registration is completed correctly by confirming your personal information.
Once registration has been confirmed, you should go to your personal account, where you will fill out an application for a foreign passport. The service will provide a questionnaire that you need to fill out, answering the questions posed in it. You must attach a photograph electronically to the application form.
After this, all that remains is to wait for an invitation from the GUVM to arrive at the specified e-mail. The invitation takes the form of a special coupon, which will indicate the exact date on which you need to schedule a visit to the GUVM department with all the necessary documents. The invitation will also indicate the exact time, so don’t be late.
It turns out that you will still have to go to the UVM to register. This is true, but using the portal you can avoid long lines and wasted time. Another important point! With this type of registration of an old-style document, you will have to go to the Department of Foreign Affairs only once: you immediately hand over the documents and pick up the completed international passport. When applying for a biometric passport, you will have to go to the institution twice, since the first visit involves taking photographs and submitting documents.

What in total do you need to present?
When submitting documents, the inspector of the Ministry of Internal Affairs must be notified that you do not have residence permit, registration, etc. If you want to receive a passport without registration, the complete package of documents must contain the following list:

Waiting time
The time it takes to obtain a passport depends on several factors. For example, if the registration is carried out by a Muscovite at his place of registration, then he will be able to receive a foreign passport in his hands no later than in a month.
But the fact is that a foreign passport can be issued not at the place of registration, but at the place of actual residence. For example, registration may be in Tver, but a citizen lives in Moscow, where he is not registered. A citizen will be able to get a foreign passport in Moscow without registration, but it will take more time – up to 4 months. Production time is counted from the moment all documents are submitted.
A special category consists of persons who, due to the nature of their activities, had access to information that is a state secret or data of particular importance. For this category of persons, registration may take up to 3 months.
There are exceptions to these rules. In situations where the applicant suffers from a serious illness and requires emergency medical care abroad, an urgent registration of a foreign passport can be ordered (this will take no more than 3 business days). The same is done in cases where the applicant’s close relative who lived abroad has died. In such emergency situations, it is necessary to provide documents confirming the illness, the need for treatment and death of a relative, and the degree of relationship.
What the law says
The Ministry of Foreign Affairs has issued special instructions regulating the process of issuing foreign passports. It states that any citizen can contact any branch of the Main Directorate for Migration Issues to obtain a foreign passport. Temporary or permanent place of residence does not matter.
The basis for submitting an application is an internal passport. With it you can go to any department of the Main Department of Migration of the Ministry of Internal Affairs of the Russian Federation. Refusal to accept documents due to lack of registration is a direct basis for going to court.
The only inconvenience that awaits you if you apply for a passport in a place other than where you are registered is an increase in the period for issuing the document. If in ordinary cases it is limited to one month, then in the absence of registration it can be done for up to four months.
Therefore, you need to fill out the document in advance, especially if you have clear vacation plans, or you assume that in the near future you will need to go abroad for work. You can order an urgent registration of a foreign passport, if there are reasons for this.
Registration of a passport without registration
As previously noted, every citizen of the Russian Federation can apply for a foreign passport, regardless of whether they have a Moscow residence permit. The following persons can obtain a foreign passport in Moscow without registration:
People who are subjects of the Russian Federation and have a passport of a citizen of the Russian Federation.
People who have a place of actual residence.
People who do not have access to classified information.
Persons who are not conscripts.
Persons who do not have administrative obligations.
The list of required documents is no different from the standard package of papers for obtaining a foreign passport. The only difference is the timing of document production. People without registration will receive a foreign passport no earlier than 4 months after submitting the papers.
If a person is able to prove that he has grounds for the expedited issuance of a document, then he will receive a passport within 3 days.
What may serve as grounds for refusal?
In addition to the lack of one of the papers, the Ministry of Internal Affairs may have other reasons for not issuing you a travel document for traveling outside the country.
According to the law, travel abroad is prohibited for some persons, therefore a foreign passport is not issued:
citizens currently under investigation;
persons guilty of serious crimes;
people who evade performing government duties: paying alimony, taxes, etc.;
military personnel or government officials with access to information classified as “secret”.
It makes no sense for such citizens to contact the GUVM. Concealing information will not lead to anything, since all information about the applicant is carefully checked.
Sometimes a person does not know that he has unfulfilled obligations, then the Internet can come to the rescue. Without leaving your home, you can find out about your debts and pay them.
In addition to refusal, if you give false information, you can get into more serious problems than not being able to travel abroad.
When can they refuse to accept documents for a passport?
There are situations when employees of the GUVM unit may refuse to accept papers for issuing a foreign passport:

Lack of necessary documents.
