The list of documents that must be collected to obtain a foreign passport is regulated by the following regulations:

At the same time , one of the documents required to obtain a foreign passport is a passport of a citizen of the Russian Federation. However, there are no requirements for the passport, namely the presence of a residence permit or registration mark in it, in these acts.

The internal passport is valid without these marks. Moreover, there are cases when it is not necessary to obtain a residence permit or registration. For example, within 90 days after arriving from another area, or if a person lives in Moscow but is registered in the Moscow region. Do I need a registration for a foreign passport and what is needed to obtain it?

If the future owner of the document changes his place of residence even before receiving a completed passport, he can write a free-form statement of his intention to obtain a foreign passport at his new place of residence.
