Every migrant who arrived on the territory of the Russian Federation with long-term plans for living and working must first of all know what a temporary residence permit is and how to obtain it. At the legislative level, a regulated procedure for obtaining the status of a foreign citizen has been developed. The first stage is a temporary residence permit, which will subsequently be the basis for obtaining a residence permit in the Russian Federation. We tried to talk about all the intricacies of RVP, knowledge of which will protect you from unpleasant surprises, in this article.
Temporary residence permit in the Russian Federation
Foreigners who come to Russia for the first time for the purpose of a long stay in the country do not always know how RVP stands for. This abbreviation term is used in migration legislation; the full version of this word means “temporary residence permit.” This is the initial stage of obtaining a Russian passport.
The migrant’s new status is evidenced by the temporary residence permit stamp on his identity card. Stateless persons are issued a state-issued document. The permit is valid for 3 years and cannot be renewed. If you intend to continue to stay in Russia, you will need to obtain a residence permit (residence permit). It is issued for a period of 5 years and can be extended many times.

Registration of temporary residence. Issuing a permit
The permit is issued in the form of a mark on the foreigner’s identity paper, or in the form of a separate document issued in relation to a stateless person.
The permit is valid for 3 years. The law does not provide for the possibility of extending the temporary residence permit.

Appendix No. 1 to Order 214 contains the form of the mark that is placed on the identity document:
- Foreigner.
- Stateless person.
A mark confirming a person’s right to temporary residence in the territory of the Russian Federation contains the following information:
- Full name, which is recorded in Russian, as well as using Latin letters.
- Date of birth of the person.
- Gender of the applicant who applied for temporary residence permit.
- The name of the citizenship of the person wishing to reside in the Russian Federation.
- Number and date of the decision to issue the permit.
- Validity period of the permit mark.
- Name of the government agency that made the mark.

In Appendix No. 2 to Order 214 you can find a standard form for a permit document issued by the migration authorities for a stateless person. The cover of the document contains its full name.
On the spread they record:
- Full name of the stateless person in Russian and Latin letters.
- Information about the person's birth.
- Name of gender.
- Permit number and date of the decision to issue it.
- The name of the authority that issued the document.
- Signature and surname of the official who issued the document.
- Stamp of the seal of the FMS department where the person was given the document.
- Date of issue of paper.
- The expiration date of the RVP.
- Photo of the permit holder.
- Full address of the permit holder's place of temporary residence.
- Information about re-registration of a person.
- Signature of the owner of the temporary residence permit.
New requirements for temporary residence permits from 2017
On June 7, 2021, the Law “On Amendments to the Federal Law “On the Procedure for Exiting and Entering the Russian Federation” and Article 6 of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” No. 111-FZ was adopted. The innovations affect the procedure for entry and exit of persons with a temporary residence permit.
From now on, when crossing the border of the Russian Federation, a migrant must present an identity card with a visa for temporary stay in the Russian Federation.
According to the new 2021 law on temporary residence permits in Russia, when applying for a temporary residence permit, a visa is issued for the entire period of its validity.
Rights of foreign citizens with temporary residence permit
The rights and obligations of a foreign citizen with a temporary residence permit are regulated by the Law “On the Legal Status of Foreign Citizens in the Russian Federation” dated July 25, 2002 No. 115-FZ.
Having received the status of a temporary resident in the country, a migrant gains the following benefits:
- residence in the Russian Federation for 3 years, for the same period you can apply for temporary registration (not to be confused with registration!);
- getting a job without patents or permits, the ability to enter into an employment agreement or civil contract;
- the compulsory health insurance policy (CHI) gives the right to visit the clinic at the place of registration and receive free medical care;
- the opportunity to open your own company or obtain the status of an individual entrepreneur (IP);
- the ability to make an INN (individual tax number);
- lack of military obligations;
- after a year it becomes possible to obtain a residence permit.
It is important to know what a temporary residence permit provides in order to fully enjoy your rights, but you should not forget about your responsibilities.
Currently, the following rules apply to RVP owners:
- It is necessary to annually inform the migration service authorities at the place of registration about the fact of residence in the Russian Federation. Since absence from Russia for more than 6 months may result in the cancellation of the visa and permit;
- employment is possible only in the constituent entity of the Russian Federation where the migrant received a temporary residence permit;
- if the issuance of a temporary residence permit was refused or it was cancelled, you can apply again no earlier than a year later;
- ban on visiting closed administrative-territorial entities;
- ban on participation in elections, prohibition on holding positions related to ensuring state security of the state.
Distribution of quotas for temporary residence permits
A temporary residence permit in the Russian Federation is issued within the established quotas. They are approved taking into account the distribution between the subjects of the Federation and federal districts. In 2021, 110,880 permits were issued to migrants, which is 12% less than in 2016. The number of quotas depended on the willingness of a particular region to accept a certain number of foreign citizens.

Since 2014, due to the difficult military-political situation in the south-east of Ukraine, simplified rules for card renewal have been provided for citizens of this country.
To renew a migration card, it is enough to contact the territorial body of the FMS at your place of residence (location) with an application to extend the validity of the migration card.

Migration card for residents of Crimea
Since the spring of 2014, due to the fact that Crimea became part of the Russian Federation, there is no longer a need for citizens of the peninsula to obtain a migration card.
Lost card
If a migration card is lost, the law provides for the possibility of its restoration. To do this, you need to contact the nearest migration service authority with the original identification document with which you entered the territory of the state - respectively, an internal passport of the state of which you are a citizen or a foreign passport.
Unlike obtaining a migration card, when certain people offer to purchase it for a certain amount, which is fraud, if you lose this document, you should seek help from lawyers or special organizations offering assistance in document recovery. The activities of such organizations are legal.
However, you should remember that if you decide to restore your migration card yourself, this procedure will be free for you, although it may be costly in time and effort.
Range of applicants
The following persons have the right to submit an application for issuance of a temporary residence permit:
- A foreigner (or a stateless person) who has reached 18 years of age, who resides on the territory of Russia legally, who has applied to the territorial body of the Main Directorate of Migration Affairs of the Ministry of Internal Affairs at his intended place of residence.
- A foreigner who has reached the age of 18, living outside of Russia, who personally submitted an application to the diplomatic mission or Consulate of the Russian Federation in his country.
- A Russian or a foreigner residing in the Russian Federation who, on the basis of his own temporary residence permit or residence permit, has applied for a permit to a person under 18 years of age or recognized as incompetent, in respect of whom he is a parent, adoptive parent, guardian or trustee.
The following categories of migrants can submit an application under a simplified procedure and bypass the established quotas:
- born in Russia or the RSFSR and had USSR citizenship;
- spouse of a Russian citizen registered with permanent residence in Russia;
- a foreigner whose one or both parents are citizens of Russia and are disabled;
- a foreigner who has a child - a citizen of the Russian Federation, under 18 years of age or an adult, but declared incompetent;
- a foreigner is an incompetent parent who has capable children who are citizens of the Russian Federation;
- a foreigner who entered military service in Russia;
- a foreigner who meets the conditions for participation in the State program to facilitate the resettlement of former compatriots back to Russia;
- a child under 18 years of age or an adult who is incompetent, subject to filing an application together with one of the parents;
- a child under 18 years of age or an adult who is incompetent, if at least one of the parents is a citizen of Russia;
- a resident of Latvia or Turkmenistan who has received permission to move from his country to the Russian Federation.

A temporary residence permit is issued for a period of 3 years; extension of the temporary residence permit is not provided for by the legislation of the Russian Federation. After the temporary residence permit, you can obtain a residence permit or apply again.
Grounds for obtaining a temporary residence permit
- A temporary residence permit can be issued to a foreign citizen within the quota, the validity period is three years
- The quota is approved annually by the Government of the Russian Federation
- Without a quota, the following are entitled to receive a temporary residence permit:
- A minor child by a parent (adoptive parent, guardian, trustee) who has a temporary residence permit, for the period of his temporary temporary residence permit
- A minor child together with a parent (adoptive parent, guardian, trustee)

- who has made investments in the Russian Federation in the amount established by the Government of the Russian Federation. The size of the investment is actually not stated anywhere.
- entered military service - for the duration of his military service
- who is a participant in the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, and members of his family moving with him to the Russian Federation;
- who is a citizen of a state that was part of the USSR and has received professional education in a state educational organization of higher education, a state professional educational organization or a state scientific organization located on the territory of the Russian Federation , according to educational programs that have state accreditation;
- citizen of Ukraine or stateless persons permanently residing on the territory of Ukraine, recognized refugees or received temporary asylum on the territory of the Russian Federation;
- relocating to the Russian Federation for permanent residence in accordance with international treaties of the Russian Federation on regulating the resettlement process and protecting the rights of migrants.
Checking the readiness of the RVP
On the website of the Ministry of Internal Affairs you can check the readiness of the temporary residence permit online. You must indicate where you submitted your documents, your date of birth and passport number. Exactly the number, no numbers!
Cancellation of temporary residence permit
If a foreign citizen’s temporary residence permit was refused/cancelled , he can apply again no earlier than after 1 year .
Annual notice of RVP
Within 2 months from the date of expiration of a year from the date of receipt of the temporary residence permit, you must provide proof of your residence in the Russian Federation. If there are good reasons, this notification may be submitted by a foreign citizen at a later date. No later than six months from the date of expiration of the next year from the date of receipt of the temporary residence permit
Procedure for obtaining a temporary residence permit
The entire registration process can take from 2 to 6 months, provided that you have prepared for it in advance.
Main stages:
- decide in advance on the place of future residence and submit an application to the local unit of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs;
- collection and preparation of a package of documents, applications;
- payment of state duty;
- obtaining temporary residence permit and visa to cross the border;
- registration at place of residence.

- Marriage certificate. A translation certified by a notary, as well as a copy of the spouse’s passport, if the application is submitted on the basis of marriage with a citizen of the Russian Federation;
- Migration card (filled out when crossing the border) and confirmation of migration registration received after entering the country.
- Receipt for payment of duty.
State duty amount
According to Article 333.28 of the Tax Code of the Russian Federation, the state service for issuing a temporary residence permit to a migrant must be paid in the amount of 1,600 rubles.
