Compared to the previous year, the procedure for obtaining a temporary residence permit for citizens of Ukraine in 2021 has not changed. A temporary residence permit is an analogue of a work permit, allowing every visiting Ukrainian migrant to legally find employment in the Russian Federation.

Why do you need a RVP?

Before we talk about the procedure for obtaining a temporary residence permit for citizens of Ukraine in 2021, we will understand what a temporary residence permit is and why you need to obtain it.

TRP (temporary residence permit) is considered a document preceding the receipt of a residence permit, which must be completed by every migrant arriving on the territory of the Russian Federation. A citizen must receive a temporary residence permit after registering for migration and completing temporary registration.

  • A migrant is not required to serve in the ranks of the Armed Forces of the Russian Federation;
  • Having a temporary residence permit, a migrant can obtain a tax identification number. Although it is considered optional, in some situations it is simply necessary;
  • Using a temporary residence permit, you can register as an individual entrepreneur or open a personal company;
  • Upon entering the territory of Russia, a migrant who has received a temporary residence permit is issued a multiple-entry visa valid for 3 years. He can cross the border an unlimited number of times, but he cannot stay outside the Russian Federation for more than 6 months, as this may affect the cancellation of the temporary residence permit.

When should a citizen of Ukraine receive a temporary residence permit?

To understand exactly when a citizen of Ukraine needs to start obtaining a temporary residence permit, we will analyze the procedure for obtaining the documents necessary for staying in Russia in order. So:

  • After arriving in Russia (a specific subject of the Russian Federation), the first thing a Ukrainian migrant must do is register, allowing him to legally stay on the territory of the Russian Federation for three months;

A citizen of Ukraine must complete registration within the first week after arrival.

During the working week, a citizen is also required to submit an application for registration at the place of residence to the relevant government agency. If it is not possible to register, it is recommended to register with the migration service.

To register, a foreign person must provide a standard application, a temporary residence permit, a document that confirms ownership of the property. If necessary, migration center employees may require other additional documents for registration. A state fee must be paid.

Thus, a citizen of Ukraine must provide the FMS with the following list of documents:

  • Identification document of the migrant (his passport);
  • Migrant Card;
  • A document indicating that the visiting migrant does not have serious diseases (that can be transmitted to others);
  • 4 photographs in color or black and white, 3.5 x 4.5 format;
  • A check confirming payment of the state duty;
  • Application for a temporary residence permit (completed in two copies);

Registration of a temporary residence permit consists of several stages:

  • drawing up an application for permission;
  • passing a comprehensive exam;
  • passing a medical examination;
  • filing a petition;
  • consideration of the application;
  • issuance of temporary residence permit, fingerprinting.

Drawing up an application

The applicant is determined by the type of application: quota, preferential. Relevant supporting documents are selected for a preferential application. An application for issuing a temporary residence permit is submitted in person to the territorial office of the Ministry of Internal Affairs/FMS, or remotely on the State Services portal.

Exams

The comprehensive exam includes a written paper and an oral interview. To successfully pass the test, the applicant must confirm knowledge of the language, history and legislation of the Russian Federation.

A ready-made package of documents for obtaining a temporary residence permit is submitted to the territorial department of the Ministry of Internal Affairs at the place of residence. Obtaining a temporary residence permit in a simplified manner (without a quota) does not differ in the number or place of submission of documents. The only difference between the simplified procedure is the speed of studying documents at the Federal Migration Service.

A temporary residence permit for citizens of Ukraine without quotas is possible if the Ukrainian migrant belongs to one of the following categories:

  • Adult Ukrainian citizens who are considered disabled;
  • Minor Ukrainians who arrived on the territory of the Russian Federation together with their adult guardians (parents);
  • Ukrainians who have a document confirming that they are former natives of the Soviet Union, the RSFSR or the Russian Federation;
  • Incapacitated citizens of Ukraine who have children in Russia who have Russian citizenship;
  • Working-age migrants who have parents with Russian citizenship on the territory of the Russian Federation;
  • Ukrainian citizens who have a spouse with Russian citizenship living in Russia;
  • Ukrainian military personnel whose arrival in Russia is related to their service;
  • Ukrainians who have children with Russian citizenship in Russia;
  • Ukrainians who are participants in the “Compatriots” program;

What is this program? Participants in this program can be Ukrainians who can prove their involvement in Russian culture, speak the national language of the Russian state at the proper level, were born on Russian territory or once had Russian citizenship.

The nuances of obtaining a temporary residence permit without a quota

The Ukrainians listed in the previous section can obtain a temporary residence permit in a simplified manner. When submitting the required list of documents without a quota, Ukrainian citizens must provide a document confirming the right to obtain a permit in a simplified manner. Such documents may be:

  • Birth certificate (in the Russian Federation);
  • Child's birth certificate;
  • Certificate indicating participation in the Compatriot program;
  • Documents confirming family ties with citizens of the Russian Federation;

The procedure for obtaining a temporary residence permit for citizens of Ukraine in a simplified manner is no different from obtaining a document in a simplified manner. The main thing is to provide a document that allows you to obtain a permit without a quota.

Features of registration of temporary residence permit for marriage

Getting married is the most popular reason for obtaining a temporary residence permit for citizens of Ukraine in 2021. Such a basis as the presence of a spouse with Russian citizenship allows you to obtain a temporary residence permit without quotas.

When applying to the Federal Migration Service, you must submit the following list of documents:

  • Marriage certificate;
  • A document confirming payment of the state fee;
  • Identity documents of both spouses (spouse’s passport with Russian citizenship and Ukrainian passport with a notarized copy in Russian);
  • Photos 3.5 by 4.5;
  • A document confirming the presence of permanent/temporary registration in the Russian Federation;

Attention

Obtaining a temporary residence permit without a quota for spouses of adjacent states is not possible in all constituent entities of the Russian Federation. What documents are needed for registration?

All documents are submitted to the official migration services of Russia.

Attention! You need to contact the FMS office of the city in which you plan to live in the future. By law, working in another region will be prohibited.

You will need to submit the following documents:

  1. Ukrainian passport.
  2. Migration card received and filled out at the border.
  3. Two photographs, 3x4 cm in size. The photographs must be color and clear.
  4. A certificate from a medical institution confirming the health of the migrant. The certificate can only be obtained in some Russian clinics that are included in the register. You can prepare a certificate no more than a month before submitting documents. It indicates the absence of drug addiction, HIV infection, and tuberculosis.
  5. To obtain a temporary residence permit, a citizen of Ukraine must also provide a receipt for payment of the state duty. The state duty in 2021 is 1,600 rubles.
