Why does a child need a passport?

  • originals and copies of passports of the newborn’s legal representatives;
  • 2 biometric photographs of the child measuring 3.5x4.5 cm;
  • application from legal representatives to provide the newborn with a foreign passport;
  • document confirming payment of the state duty.

The time frame for issuing a foreign passport for newborn children is often shorter than for adult citizens. Problems can only arise if the child does not live at the place of initial registration.

How to make a document for a child from 1 to 7 years old?

Most parents ask themselves the difficult question of the need to obtain a foreign passport for their child at an early age.

The procedure is simple and does not require a lot of money and time. But this is only possible in cases where official representatives have an old-style international passport. In this case, you must contact the Ministry of Internal Affairs at your place of registration and write a corresponding application.

In a situation where the father and mother have biometric passports, this procedure becomes impossible, and the preparation of the relevant document may take a longer time.

International passport for a child from 7 to 14 years old

In this age group, minor citizens can already leave their country in organized groups, but obtaining a document allowing them to do this legally is mandatory.

If the legal representatives have an old-style document, then one of the parents can enter the child in their passport. Only the presence of this official representative becomes mandatory for the child to cross the border.

If a minor citizen leaves the country with another accompanying person, then a power of attorney for this person, drawn up in a notary office, will be required.

How to make a document for a teenager from 14 to 18 years old?

The preparation of this document at this age has its own characteristics:

Who has the right to submit documents

Do I need a passport for a small child?

After a decree adopted by the Government of the Russian Federation in January 2010, children from birth until the age of 14 have the right to receive their own document, according to which they will be able to travel outside the Russian Federation. Which passport is best for a child under 2 years old?

Two types of foreign passports are issued for Russian citizens: regular and biometric.

The validity of a regular foreign passport is 5 years, and a biometric one, which contains a special chip with encoded information, is issued for 10 years.

If you are going to make a document for a child who has not yet reached 2 years of age, we advise you to issue a regular passport.   1. The most convenient way is to obtain a passport for a child under one year old through government services.

This is a federal portal that provides various legal services to citizens in a simplified manner: you no longer need to stand in long lines and waste time on your first visit to the competent government agency. You can submit an application at any time – the State Services website is open 24 hours a day!

After authorization, you should select in the catalog, and in it - the item “Foreign passport”. Next, you should choose one of the 2 allowed passport options. After filling out the electronic application within 2 days, an invitation will appear in your personal account to the department of the Federal Migration Service of Russia at your place of residence to submit a package of documents (you will first need to pay a state fee). You will be able to receive your passport within a month from the date of submitting your documents.

  1. The second option is registration directly at the territorial department of the Federal Migration Service. When choosing this method, you should first clarify the working hours with citizens and show up at the specified time for an appointment immediately with a set of documents (their list can be found below) and a receipt for payment of the state duty. The period for processing the document is the same as in the previous version – 1 month.

Note! Many departments of the migration service operate an electronic queue system, which provides for pre-registration of appointments at a time convenient for applicants.

  1. The third way is to use the services of the Multifunctional Center (MFC). The procedure in this case is similar to that described above and differs only in the place where the application is submitted. To obtain a passport in any of the described options, you should go to the appropriate FMS office.

As for the processing time, a standard one-month period is provided for citizens who apply to the MFC at their place of registration. But when applying to the department of the Multifunctional Center at your actual place of residence, the period may be delayed up to 4 months.

The advantage of this method is the ability to make free photocopies of the required documents and pay the fee through the terminal right on the spot.

Do I need to get a separate passport for my child?

Let's start with the fact that a foreign passport (general civil foreign passport, OPP) is not a citizen’s identity document, but a confirmation of a legitimate stay outside of Russia. Not all countries require a travel visa - you can visit, say, Belarus or Kazakhstan with a Russian passport. It’s another matter if the family plans to vacation in European countries whose authorities require foreign passports.

Do I need a separate passport for a one-year-old child? The law does not have a clear answer to this question. But if you turn to the Administrative Regulations of the FMS dated October 15, 2012 No. 320, you will notice that at passport control when crossing the border they require identification not only from adults, but also from children. In this case, parents can present an “old” passport with entered information about their children.

How much does it cost to get a child's health insurance?

The production of a foreign passport is considered a public service and is paid according to tariffs. Cost of the procedure for 2021:

  • biometric passport for a child under 14 years old – 1,500 rubles;
  • old-style passports – 1000 rubles.

When paying the state fee, the question may arise: who should I issue a receipt to when receiving a foreign passport for a child? According to the rules, the surname and initials of the newborn, and not the responsible parent, are entered in the “Payer” field.

Some spouses prefer not to apply for a new passport for the child, but to use the one issued for an adult.
