First of all, it must be said that yes, children can be included in the international passport of their parents or guardians and this can be done quite easily. But such an identity card for a child abroad has a number of limitations:

  1. The parent's foreign passport must be old and valid for 5 years. It is impossible to include a child in a new international passport, since it contains the owner’s individual biometric data.
  2. The child is no more than 14 years old . If the child is older, migration service employees have the right to refuse parents.
  3. Children will be able to travel abroad only if accompanied by the parent or guardian in whose passport they are included.

But there are also advantages:

  • The cost of the state fee for adding a child to a foreign passport is only 500 rubles, regardless of the number of children you want to include. While issuing a separate old-style international passport costs 1,000 rubles (700 rubles with a discount when paying through State Services), and a new one costs 2,500 rubles (1,750 with a discount);
  • The appearance of children changes quite rapidly. If a child has his own international passport of one of the samples with a photograph pasted into it, and over time his face has matured significantly and changed, then you can say goodbye to the passport. And if you decide to leave it anyway, you run a high risk of not going through passport control at the border.
  • The presence of a child is not necessary when applying for a service to the department or MFC.
  • The child can be entered both when applying for the parent’s international passport, and in a ready-made document.

Conditions under which this is possible

Conditions under which enrollment of children is possible:

  • The passport must be of an old type. Only those children who are included in the old-style documents have the right to leave and enter. Otherwise, you will have to make your own biometric passports.
  • Children must be citizens of the Russian Federation, which must be confirmed by presenting their birth certificates.

Important! Children who have their own foreign passports are also allowed to be included in the old-style international passport. This is done to confirm relationship. A record of a child is especially justified if the last names are different.

If you enter a child into your international passport, then he has the right to leave the country only with the representative in whose passport he is entered (we tell you here whether you should include a child in your international passport). There is no talk of a second parent. In addition, it is now allowed not to obtain consent from the second parent for the departure of children. Minors can only be entered into the passports of parents, guardians, and trustees. Grandparents, aunts, uncles and other relatives cannot include children in their documents.

The average time it takes for employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs to enter information about children into your international passport is from one week. MFC employees can tell you specific deadlines. If the child is included in the parents’ passport, then no additional documents are required for him when crossing borders. But such a procedure is not always justified and appropriate. Let's first look at the situations when it makes sense to include children in your foreign passports:

  • The child is under 14 years of age,
  • The child travels only with his parents.

In all other cases, it is advisable to issue a separate passport for the child to avoid any problems during passport control at the border.

IMPORTANT: It is possible to include a child in the parents’ passport only if they have an old-style passport; this is not possible in a new biometric passport.

Process

The procedure for adding a child to the parents’ foreign passport is quite simple. To do this, several conditions must be met:

  • The child is no more than 13.5 years old at the time of application,
  • Parents have old passports in their hands, which are valid at the current time,
  • The child is a citizen of the Russian Federation.

IMPORTANT: if one of the parents, for example the mother, includes information about the child in the passport, he will no longer be able to go abroad with the father.

Many parents wonder where they can complete the procedure for adding a child to a parent’s passport. Today this can be done at the branches of the Federal Migration Service, through the MFC or through the Public Services portal. That is, in the same place where, in principle, the international passports themselves are issued.

In practice, the second method is most often used. To implement your plan, you should adhere to the following algorithm of actions :

  3. Submit a package of documents to the department of the FSM or MFC with an application to draw up a new document or enter data into an existing document.

You can submit an application online on the State Services website:

  • When visiting the resource for the first time, you will need to register.
  • After receiving registration data, you must log into your personal account,

  • If urgent registration is necessary, you should take care to provide supporting documents,

The answer will come either to your personal account on the website or via the specified email. After a positive decision, you need to pay a state fee; this can be done on the portal itself, at a bank or through a post office.

After the state fee has been paid, all that remains is to wait for an invitation to the Federal Migration Service to formalize the document. The deadline for submitting documents is 6 days, after which the application will be canceled, and the paid state fee is not refundable.

  1. His full name.
  2. Date of Birth.
  3. Gender of the child.
  4. Information about the place of birth and place of actual residence at the time of submitting the application.

All information entered in the application must correspond to the information specified in the birth certificate. In addition, the application also reflects information about this document (series, number, information about who issued the certificate and when).

  2. The cost of obtaining a regular unchipped passport for a citizen of the same age is 1,000 rubles (if paid through the portal, the state fee is reduced to 700 rubles).
