Recording children in a foreign passport: pros and cons
First of all, it must be said that yes, children can be included in the international passport of their parents or guardians and this can be done quite easily. But such an identity card for a child abroad has a number of limitations:
- The parent's foreign passport must be old and valid for 5 years. It is impossible to include a child in a new international passport, since it contains the owner’s individual biometric data.
- The child is no more than 14 years old . If the child is older, migration service employees have the right to refuse parents.
- Children will be able to travel abroad only if accompanied by the parent or guardian in whose passport they are included.
But there are also advantages:
- The cost of the state fee for adding a child to a foreign passport is only 500 rubles, regardless of the number of children you want to include. While issuing a separate old-style international passport costs 1,000 rubles (700 rubles with a discount when paying through State Services), and a new one costs 2,500 rubles (1,750 with a discount);
- The appearance of children changes quite rapidly. If a child has his own international passport of one of the samples with a photograph pasted into it, and over time his face has matured significantly and changed, then you can say goodbye to the passport. And if you decide to leave it anyway, you run a high risk of not going through passport control at the border.
- The presence of a child is not necessary when applying for a service to the department or MFC.
- The child can be entered both when applying for the parent’s international passport, and in a ready-made document.
Conditions under which this is possible
Conditions under which enrollment of children is possible:
- The passport must be of an old type. Only those children who are included in the old-style documents have the right to leave and enter. Otherwise, you will have to make your own biometric passports.
- Children must be citizens of the Russian Federation, which must be confirmed by presenting their birth certificates.
- The age should not reach 14 years (how to enter a child under 14 years of age into a foreign passport and whether it is possible to do this in a new document is described here).
Important! Children who have their own foreign passports are also allowed to be included in the old-style international passport. This is done to confirm relationship. A record of a child is especially justified if the last names are different.
If you enter a child into your international passport, then he has the right to leave the country only with the representative in whose passport he is entered (we tell you here whether you should include a child in your international passport). There is no talk of a second parent. In addition, it is now allowed not to obtain consent from the second parent for the departure of children. Minors can only be entered into the passports of parents, guardians, and trustees. Grandparents, aunts, uncles and other relatives cannot include children in their documents.
The conditions under which a child can be included in the parents’ international passport are described in detail in a separate article.
Service provision period
The average time it takes for employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs to enter information about children into your international passport is from one week. MFC employees can tell you specific deadlines. Also, on the document accepting the application that you will be given, there may be a telephone number by which you can contact the MFC and clarify information about the readiness of the document.
In addition, you can independently monitor information about readiness on the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs using the link. To check, you must select the region where the service was received, the date of birth and the applicant’s passport number.
General information
Situations
If the child is included in the parents’ passport, then no additional documents are required for him when crossing borders. But such a procedure is not always justified and appropriate. Let's first look at the situations when it makes sense to include children in your foreign passports:
- The child is under 14 years of age,
- The child travels only with his parents.
In all other cases, it is advisable to issue a separate passport for the child to avoid any problems during passport control at the border.
IMPORTANT: It is possible to include a child in the parents’ passport only if they have an old-style passport; this is not possible in a new biometric passport.
Process
The procedure for adding a child to the parents’ foreign passport is quite simple. To do this, several conditions must be met:
- The child is no more than 13.5 years old at the time of application,
- Parents have old passports in their hands, which are valid at the current time,
- The child is a citizen of the Russian Federation.
IMPORTANT: if one of the parents, for example the mother, includes information about the child in the passport, he will no longer be able to go abroad with the father.
Methods
Many parents wonder where they can complete the procedure for adding a child to a parent’s passport. Today this can be done at the branches of the Federal Migration Service, through the MFC or through the Public Services portal. That is, in the same place where, in principle, the international passports themselves are issued.
to register a child in an old-style foreign document:
- When applying for a new passport, immediately enter information about existing children,
- Make changes to an existing document.
In practice, the second method is most often used. To implement your plan, you should adhere to the following algorithm of actions :
- Prepare the required package of documents. Its content will depend on the chosen method of processing information about children in the international passport.
- Pay the state fee for the selected procedure.
- Submit a package of documents to the department of the FSM or MFC with an application to draw up a new document or enter data into an existing document.
- Wait for the document to be ready and then receive it in your hands. The deadline for issuing a document varies when applying to different departments and institutions.
You can submit an application online on the State Services website:
- When visiting the resource for the first time, you will need to register.
- After receiving registration data, you must log into your personal account,
- Fill out an application to enter information about the child in a foreign passport, for this you will need to enter information from the child’s birth certificate and the details of the parent’s passport,
- If urgent registration is necessary, you should take care to provide supporting documents,
- Attach a photo of the established sample,
- All required documents must be scanned and attached to the application file,
- Submit your application and wait for a response.
The answer will come either to your personal account on the website or via the specified email. After a positive decision, you need to pay a state fee; this can be done on the portal itself, at a bank or through a post office.
After the state fee has been paid, all that remains is to wait for an invitation to the Federal Migration Service to formalize the document. The deadline for submitting documents is 6 days, after which the application will be canceled, and the paid state fee is not refundable.

Everything is not so clear here. The timing will depend on the method of entering information and where the documents were submitted for registration. Let's take a closer look.
The time frame for preparing a new passport with information about children depends on the place of submission of documents. So, if you submit it to the offices at your place of registration, you can receive a new passport within up to 30 days, but submitting documents at your place of residence can take up to 4 months. But as for the timing of entering information into a ready-made document, there are no clear regulations established by law. The time it takes to prepare the document depends on the workload of the department that is issuing it. As a rule, this is several days.

New sample international passport.
In the window that opens on the website, the system offers you to choose one of two available types of foreign passports that are available for receipt at the moment:
- A biometric passport is issued for a period of 10 years and is distinguished by the presence of an electronic chip that allows authorized representatives of government agencies to quickly read information.
- A regular passport does not have a microchip and is valid for 5 years.
In addition, when issuing a foreign passport, the age of the child is also taken into account:
- Until the age of fourteen.
- From the age of 14 to adulthood.
Further, when the user has made his choice on the type of document and other nuances of the service provided, he can receive brief information about the main stages of obtaining a passport.
Sample selection
It is necessary to indicate whether the document will be issued for a minor under 14 years of age or older
On the next page, a detailed description of the service will be presented.
Attention! A distinctive feature of an unchipped foreign passport is the ability to include a child in it. In this case, the parent will not have to issue an additional document for him. In a situation where a citizen has a new passport, a separate document will have to be issued for the minor.
Entering personal data
When drawing up a document for a child under fourteen years of age, it must be indicated that the user is a person capable of representing the legal interests of the minor. In the drop-down list you need to select the type of representation:
- The child's father.
- His mother.
- Guardian.
- Guardian of a minor.
All personal information about the representative is filled in automatically, since the system takes this information from the user’s profile. If a citizen finds inconsistencies when checking the entered data, he can correct them in his personal profile settings. Place of residence information is entered manually.
The first block is filled in with information about the applicant
The next block is to fill in information about the child
Depending on the selected address, the document production time will change
The next step is to enter information about the child, in particular:
- His full name.
- Date of Birth.
- Gender of the child.
- Information about the place of birth and place of actual residence at the time of submitting the application.
All information entered in the application must correspond to the information specified in the birth certificate. In addition, the application also reflects information about this document (series, number, information about who issued the certificate and when).
After this, the user uploads a photo of the person who is the recipient of the service (child). There are certain requirements for the photo: the person’s head, shoulders and eyes must be at a certain level, the photo format must be 3.5 * 4.5, and the total size of the attached file must not be more than 500 KB.
Next you need to upload a photo of the child
The last item to select is a specific department.
On a note! An application that is completed in compliance with all necessary requirements is equivalent to a written application.
Submitting documents to the Federal Migration Service, paying state fees
It is worth remembering that all documentation on the basis of which the parent enters information into the application must later be transferred to the migration service officer. If within six months a person does not confirm the information specified in the application using original documents, then the procedure for obtaining a foreign passport is stopped.
After submitting the original documents to the government agency, the user must proceed to the next stage - paying the state fee. This can be done at a bank branch or online, directly on the State Services portal.
When choosing an electronic payment method, a citizen can save significantly thanks to a discount when paying state fees through the State Services website:
- The amount that will have to be paid for issuing a chipped foreign passport for a child under 14 years of age is 1,500 rubles (when paying the state fee through the portal, the cost is reduced to 1,050 rubles).
- The cost of obtaining a regular unchipped passport for a citizen of the same age is 1,000 rubles (if paid through the portal, the state fee is reduced to 700 rubles).
How to include a child in an old-style international passport?
You can enroll children in two cases: when a parent/adoptive parent receives a new certificate or when applying to enter data into an existing document. Let's consider each case in detail.
The parent/adoptive parent wishes to receive an old-style passport with information
This service is provided free of charge. To complete an application, you must submit to the government agency:
- attachment to application No. 26 with information about the son/daughter;
- two photos 3?4 (color, black and white);
- birth certificate.
If there are several of your junior wards, the listed documents are provided for each of them.

A parent/adoptive parent wants to make changes to an existing ID card
To do this, you will need the above documents, as well as:
- questionnaire;
- receipt of payment of state duty (200 rubles);
- the passport itself.
The cost of the service is finite and does not depend on the number of entries. The list of documentation listed is exhaustive: representatives of the FMS have no right to demand any more papers from you.
