The passport must be of an old type. Only those children who are included in the old-style documents have the right to leave and enter. Otherwise, you will have to make your own biometric passports.

There is no talk of a second parent. In addition, it is now allowed not to obtain consent from the second parent for the departure of children. Minors can only be entered into the passports of parents, guardians, and trustees. Grandparents, aunts, uncles and other relatives cannot include children in their documents.

Process
