Instructions for filling

In essence, the application looks like a questionnaire. All items must be filled out in capital letters. If you decide to fill out a document using a computer, for convenience, just turn on the “Caps Lock” key. The questionnaire is presented as follows:

  1. FULL NAME. Here the data must be identical to the information in the passport. Inducements are strictly prohibited.
  2. Floor. This column has two cells on the form. Mark the one you need with a cross.
  3. Date of Birth. The date, month and year are written in numbers.
  4. Place of Birth. To fill out this line, copy the data from your Russian passport.
  5. This column is intended for those persons who changed their first name, last name or patronymic. A check mark is placed in the appropriate box. If there were any changes in this data, please indicate the full name that was there before. You should also put the date the data was modified here. If nothing has changed, simply check the appropriate box.
  6. Residence address. Indicate your registration address as in your passport.
  7. Actual address. The column is intended for those people who do not live in the place of their passport registration. This column is not filled out if you live at your place of registration.
  8. Contact number. It is necessary so that you can be contacted to clarify any details.
  9. Email. It is not necessary to indicate it. However, if they cannot reach you, a notification will be sent by email.
  10. Passport number and series, other data.
  11. If you do not have access to state secrets, put “No” in your security clearance. If you have such permission, you must indicate “Yes”. In this case, it is necessary to clarify when and by whom this permit was issued.
  12. If there are contracts on the basis of which you are prohibited from leaving the country for a certain time, these must also be indicated.
  13. Enter the details of the international passport that you received previously.
  14. Enter information about what kind of work activity you have been involved in over the past ten years. Not only places of work are indicated here, but also military service, study, etc. If there are long (more than 1 month) breaks in work, you must indicate that you were temporarily not working.

Remember, you need to provide only reliable information. Incorrectly specified data may not only raise additional questions from the relevant authorities, but also cause a refusal to issue this document.

How to get an old-style passport

The first and most important thing to do is fill out an application for an old-style international passport. In 2021, a standard form is proposed, which can be downloaded on the official website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.
You can also find a sample form on the Internet and use it to avoid making mistakes. This is very important, since even the most minor blots and deviations from the norm can become grounds for the Ministry of Internal Affairs to return documents. This will be a waste of time for you. The application for a foreign passport is located on two pages of one sheet. Two types of filling are allowed: manually or electronically.

A document with blots or corrections will not be accepted for consideration.

Manual filling should be done in block letters only. Black or blue ink should be used. The finished document will contain:

  • personal data;
  • passport details;
  • information about children;
  • information about work.

Where to apply for a passport

A person must personally submit the completed application and other documents to the Main Migration Department of the Ministry of Internal Affairs of Russia or another authorized organization. An application form for a foreign passport is an application that must be filled out by anyone who wants to obtain a foreign passport of any type.
Its form is freely available, since it is published as Appendix No. 1 (for adults) and No. 2 (for persons under 18 years of age) to the Administrative Regulations, approved by Order of the Ministry of Internal Affairs of Russia dated November 27, 2017 N 889 (as amended on January 16, 2019 ). In practice, when filling out this questionnaire, applicants have many questions. Below you will find answers to the most common ones.

Deadline for issuing a new passport

Today, every citizen has the opportunity to choose the most suitable type of passport:

  • an ordinary passport, valid for five years;
  • a biometric passport is equipped with a built-in chip with complete information about the person. The validity period of such a document is ten years.

Since a passport with electronic media is valid for much longer, it is preferable to order it. The law provides for certain deadlines for the production of such a passport. As a rule, the period for issuing a biometric passport is 20 working days. However, in some situations this period may be changed:

  • By ordering urgent delivery, you will be able to receive this document within a week;
  • when a minor travels for permanent residence outside the Russian Federation, in the event of his adoption by foreign citizens, the document is issued within ten days;
  • when you need to go to another state for permanent residence, the period for obtaining the document can take up to three months;
  • If you need to urgently obtain a foreign passport, for example, to travel due to the illness or death of relatives, for your own emergency treatment, it will take three days to prepare the document. However, for urgent registration, a citizen must confirm his valid reason with official documents.

It is worth noting that the indicated deadlines refer only to the production and design itself. The time for its delivery and issue is not taken into account here. Usually, another 1-3 days can be added to the specified time frame. Don’t forget that processing begins not at the time of submitting the application, but the next day.

All parents have the opportunity to issue a document for their children immediately after their birth. However, the document will only be valid for 4 years. From the age of 16, the validity of a biometric passport is 10 years.

State duty for a new Russian passport

The law of the Russian Federation provides for the payment of state duty. These funds are credited to the treasury account of the entity in whose territory the document will be issued. There should not be any difficulties in obtaining bank details that can be used to make payments. They are provided by the organization to which you will apply. Information can also be found on the Internet by visiting the official website of the relevant authorities.

When issuing a passport to a minor, the fee is paid by his official representatives. In this case, the receipt must contain information about the child for whom the international passport will be issued. The amount of mandatory state duty depends on several factors:

  • a new generation passport for an adult will cost 5,000 rubles;
  • for a document with a chip up to 14 years old, the fee is 2,500 rubles;
  • a regular international passport for 5 years for an adult will cost 2,000 rubles;
  • For a regular passport for minors, you will need to pay 1,000 rubles.

Payment of the fee must be made before the document is issued. If the relevant authorities have found legal grounds to refuse to issue a foreign passport, the state fee paid earlier is returned to the citizen. Residents of the Kaliningrad region have the opportunity to obtain foreign passports without paying state duty.

Questionnaire for a child under 14 years old: features

According to the legislation of the Russian Federation, parents have the right to enter their children into old-style passports. If parents have already completed a biometric document, where their children do not fit, or they simply want to make a separate document for their child, then they will have to go through all the stages of paperwork, just like for adults. In this case, the questionnaire is one of the main documents that should be prepared. The principle of filling out the items remains the same as for adult citizens. However, the form itself is different, which is also available for download on the official website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (UFMS).

To fill out, you will need a birth certificate or - to confirm the rights of the legal representative of adopted children - an act on the appointment of a guardian (trustee) from the guardianship authorities. You will also need a document confirming the identity of the parent or guardian.

The first page contains information from the child’s document. On the reverse side, information is entered about the data of the parent or other legal representative who will receive the child’s passport along with him. The application does not contain columns about education/work. When submitting documents to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (FMS), an adult signs the application form instead of a child.

What photos are needed for a Russian passport?

Refusal to receive this document can be obtained for many reasons. Among them is the provision of incorrect photographs. There are certain requirements for them:

  1. The photo size should be 35x45 mm.
  2. Pay attention to the location of the face in the photo. It should look strictly straight so that the nose is on the center line of the photo. The height of the face should be between 29-34 mm. The eyes should be at the same height, i.e. the head should not be tilted.
  3. The person must not wear a hat or other head coverings. Dark glasses and other accessories are not allowed on the head. An exception is the situation when a citizen does not have the right to remove his headdress for religious reasons. However, the oval of the face should still be open and easily recognizable.
  4. You can leave the glasses on if you wear them regularly. In this case, the glass must be transparent. Make sure the frames do not cover your eyes or distort your face. Make sure that the lenses do not cause glare in the photo.
  5. Photography in any form is not permitted.
  6. There should be no unnecessary objects or people in the photo.
  7. The background must be one color. A light gray or blue background is considered more acceptable.
  8. Try to relax your face. The eyebrows should not be too raised or drawn together. Naturally, the eyes should be open, but not too wide. When taking photos, close your mouth and look strictly at the camera. Try to keep your facial expression as neutral as possible.
  9. Retouching or computer processing of photographs is strictly prohibited.

If you are going to draw up a document using the State Services Internet portal, the photo must be provided in electronic form. There are also certain requirements for such photographs:

  1. Please provide your photo in JPEG format.
  2. Minimum resolution 450 dpi.
  3. 300 KB – maximum allowed file size.
  4. For color photos, use a 24-bit color space. Black and white requires 8-bit monochrome space.
