Registration of a new and old sample international passport at the MFC in Penza

Registration of a foreign passport is a rather troublesome and costly process. It is no coincidence that many Russians are wondering how much it costs to get a foreign passport in 2021. The cost of this service mainly depends on the size of the state contribution (state duty): the higher it is, the more expensive the registration. Moreover, this applies to both the independent preparation of a citizen’s identity document abroad and with the help of intermediaries. Let's try to figure out how much you will have to pay to get the main document of any traveler.

What types of international passports exist and how much does it cost to issue them?

Russian legislation provides for two main types of identification documents for traveling outside one’s home country:

  1. Old-style foreign passport. This is a familiar booklet that is valid for only 5 years. Now such passports are issued mainly for children, who grow and change quickly, so new documents are required to identify them. The cost of obtaining an old-style international passport for an adult citizen will be 2 thousand rubles.
  2. A new type of foreign passport. This is a well-known biometric document. It has a built-in electronic microchip that contains all the information about the owner of this document. Moreover, we are talking not only about personal data, but also about fingerprints, that is, biometric indicators that exclude the possibility of document forgery. In addition, this passport has a different validity period - it is valid for 10 years.

Registration of a biometric passport is a more labor-intensive process, which also involves a photographic procedure. Based on this, the state duty for a new type of international passport for 10 years will cost about 3.5 thousand rubles.

It should be borne in mind that if a biometric document is issued, a separate identity card will have to be obtained for the child, since it will not be possible to enter data about him in the new passport. And that’s another 1,500 rubles.

In addition, on June 19, 2021, the State Duma of the Russian Federation adopted a law that provides for an increase in prices for the production of a biometric document. In accordance with the law, from 19.07. In 2021, the fee for its registration is 5,000 rubles.

The cost of obtaining a passport depends on the following points:

  • the period for which the document is produced: the old type passport is issued for 5 years, and the new one - for 10 years;
  • the period during which the document is produced: the faster, the more expensive;
  • the authority to which the application for the issuance of the document is submitted. If you contact government agencies, you will have to pay the usual state fee, and if you turn to intermediaries, the price increases two or even three times.

However, intermediaries can complete the document much faster, and the customer does not have to take part in this process. However, you will still have to submit biometric data. In this case, registration will cost from 6 to 39 thousand rubles, whereas for an old-style passport you will pay from 4.5 to 29 thousand rubles.

State duty when preparing a document for a child

If you are going on a trip abroad with your child, he will also need documents for departure. Their design will not significantly affect the overall travel budget, while the procedure itself has some features. Since at the age of 14 a child already receives an internal passport, the preparation of a document for traveling abroad follows the same principle as for an adult. And yet, the price of a passport for a child under 14 years of age differs from the cost of this document for an adult:

  • An old-style passport costs one thousand rubles. It is usually issued for children, since the validity of this document is 5 years;
  • biometric passport - after the adoption of the new law, its cost increased by 1000 rubles, and today you need to pay 2500 rubles for its registration. If the child is over 14 years old, then the cost of the document will be 5,000 rubles.

How much does it cost to urgently issue a passport?

Sometimes circumstances develop in such a way that it is impossible to delay in obtaining a foreign passport - for example, you need to go to a funeral or to visit a seriously ill relative, and not only.
Of course, in such cases you have to urgently draw up documents. In such situations, government agencies will issue you a foreign passport at a standard cost. But this will only happen if you provide papers confirming the reason why you urgently need to receive this document.

If there is no urgent need, then the accelerated registration procedure will not only be more expensive, but it will also have to be carried out through third-party services.

The cost of processing a document in the old format is as follows:

  • 10 days – 10-15 thousand rubles;
  • 7 days – 16-19 thousand rubles;
  • 3 days – 26 thousand rubles.

In case of issuing a biometric passport, the following prices apply:

DeadlinesPrice
10 working days (Moscow and region)12-16 thousand rubles
10 working days (regions of the Russian Federation)14-20 thousand rubles
7 working days (Moscow and region)19-23 thousand rubles
7 working days (regions of the Russian Federation)21-27 thousand rubles
4 working days (Moscow and region)35 thousand rubles
4 working days (regions of the Russian Federation)39 thousand rubles

The indicated price includes all duties and fees, as well as intermediary services.

Decoration for a child

Children can travel abroad using their own passport or using the data entered in the parent’s foreign passport. Entering information about children is only possible if the parent has an old sample document. If you want to issue your own foreign passport for a minor, his legal representatives should understand how much the state fee for a child’s international passport costs. The document is cheaper for children under 14 years of age. The old sample will cost 1,000 rubles, and the biometric version will cost 1,500 rubles. If the applicant registers the application form and pays the state fee through State Services, he has the right to take advantage of a 30% discount.

What benefits are provided when obtaining a passport?

Some citizens of the Russian Federation can count on benefits when receiving a foreign passport. This applies to residents of certain regions of the country, in particular Crimea, Sevastopol and the Kaliningrad region. Citizens living in these regions can obtain documents completely free of charge. Moreover, it does not matter what kind of international passport a person needs - both the old and the new type of document are issued free of charge.

Having a foreign passport for residents of Crimea and the Kaliningrad region is a necessity. And all because they have to cross the border several times, even when traveling around Russia. This is especially true for residents of the Kaliningrad region: to get, for example, to Moscow, they have to cross the border of several European countries. In this regard, a foreign passport from the category of additional documents acquires the status of extremely necessary for them.

Crimeans can receive a document at their place of residence under the following conditions:

  • if you have Russian citizenship;
  • if you have a current Ukrainian passport;
  • This is the first application for obtaining a document in the Russian Federation.

Applicants who do not meet the listed requirements undergo the standard procedure for obtaining a document to travel abroad.

Where and how to pay the state fee

To obtain a foreign passport, you must pay a state fee. It is quite simple to receive a receipt for payment of the state duty and then transfer the money to the state treasury, but you need to know how to do it correctly:

  1. Select the method by which you will pay the required amount. This can be done by using a payment terminal, online banking services, or by paying the amount indicated on the receipt at a payment desk. Although there are other options, which we will consider below.
  2. Once you have decided on the payment method, you should obtain the details, without which payment cannot be made. As a rule, enrollment is carried out according to the details of the Main Directorate for Migration and Migration (FMS), which differ depending on the territorial location of the department where the application was submitted.
  3. Fill out the receipt. This can be done manually or virtually (as you prefer).
  4. Pay all payments using the chosen method and attach the payment receipt to the package of documents for your passport.

If you want to save money, use the State Services website. In this case, the savings will be about 30%.

How to fill out a receipt

The receipt can be filled out online or in the usual way - on a form. Let's consider both options, and start with the standard filling method.

First of all, the applicant will need to clarify the list of data that will be needed when filling out the receipt. This can be done at your local GUVM office. There you should also take a receipt form and details for paying the fee.

Next, you need to fill in the appropriate fields on the receipt. In particular, you must indicate:

  • details of the Main Directorate for Migration and Migration (FMS) for paying the state fee for an old-style or new passport in the territorial division;

  • what kind of passport do you need - old or new (biometric);
  • payer data: full name, address, identification number, personal account;
  • the amount of state duty;
  • date of completion and signature of the applicant.

The advantage of this method is that the receipt already contains all the necessary details, except for the applicant’s personal data, which will avoid mistakes.

If you download a receipt form from the website, you should choose the form for your region, since the details are different everywhere, and if you use the wrong form, you will not be issued a passport.

You can also fill out the receipt online. To do this you need to follow this link. The next procedure is as follows:

  1. Select your region - districts and settlements will appear in the drop-down list, from which you need to select yours.
  2. The OKTMO code is filled in automatically, so you do not need to enter these details to pay for a new or old international passport.
  3. Select the type of state duty you need. For example, to issue a biometric passport, select the item “State fee for issuing a passport identifying a citizen of the Russian Federation outside the territory of the Russian Federation, containing an electronic storage medium (new generation passports).” There are also options for obtaining an old-style passport and for children under 14 years of age.

  4. Provide information about yourself: full name, tax identification number, and your postal address. At the bottom there will be a captcha (a picture with symbols) - you will need to enter it (the symbols).

  5. Click on “Finish”.

Next, the program will automatically process all the necessary information and redirect it to a page where you will see the completed form. You must either save it by downloading it from the website to your computer, or, if necessary, send it to your email address.

Adult applicants, as well as children who are over 14 years old and already have an internal passport, can apply for a document through State Services. If you are preparing documents for children who have not reached the age of fourteen, this must be indicated.

What are the most common mistakes made when filling out receipts?

The most common mistakes when filling out receipts are the following:

  • typos/misprints in the personal data column. Remember that one wrong letter in your first or last name reduces your chances of receiving a document;
  • The future owner of the passport should always be indicated as the payer, even if the service is paid for by another person. This is the main mistake of parents who prepare documents for their minor children;
  • incorrect indication of payment in the application and in the receipt (for different samples of documents - old/new). This is important because the payment details for these documents are different;
  • Incorrectly specified details for payment of state duty. They are individual for each region, and may also change. In this regard, you should always carefully monitor the relevance of the specified data.

How to make international passports for a child in Penza

When a document is received by a minor, in addition to the standard list of documents you will need to provide:

  • child’s passport, if available;
  • the original document confirming that the minor has Russian citizenship (a stamp on the back of the birth certificate can serve as evidence);
  • passport of the legal representative (without it it is not possible to obtain a foreign passport through the MFC);
  • a paper that confirms changes in the parent’s full name when the information in the certificate does not match the passport data;
  • act on appointment of guardianship (if any);
  • birth certificate (to obtain a foreign passport at the MFC, you will need its original).

When a foreign passport is issued for a child, its details must be indicated in the receipt for payment of the state fee. If a parent pays for a government service using his or her details, this document will not be accepted.

Where can I pay?

Before transferring money, you need to find out where you can get a receipt for paying the state fee for a foreign passport.

You can obtain relevant information on this issue for your region:

  1. In the structural unit for migration issues of the Ministry of Internal Affairs of the Russian Federation. This information must be indicated on the stand, although it can be clarified with the service staff.
  2. On the website of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation.

After you have taken the details and filled out the receipt, payment can be made as follows:

  1. At the nearest bank branch.
  2. Using virtual banking (in this case you do not need to go anywhere).
  3. Through a self-service terminal.
  4. Through the State Services service.

The last option is the most attractive, since it allows you to pay for a foreign passport with a 30% discount.

Let's look at each of these methods in more detail.

At a bank branch

This is a classic option that is not much different from any other type of payment. All the applicant needs to do is to select a suitable bank that makes such payment. Then everything is simple:

  • take a receipt containing the correct payment details, go to the cashier and give this document to the bank employee;
  • make the payment. If you are a customer of this bank, a bank employee may withdraw money from your card or account. Otherwise, you can pay the state fee in cash;
  • pay a fee for banking services. Keep in mind that the amount may differ significantly, as it depends on the bank’s pricing policy.

After this, the bank will issue a document stating that the state duty has been paid. Everything is very simple and takes no more than 10 minutes. Of course, if there is no queue at the bank.

Via self-service terminal

This is one of the most convenient ways to resolve financial issues. The terminal has a user-friendly interface, so understanding it will not be difficult. But even if you don’t know what to do, there are employees at the bank who will help and show you how to work with the machine.

The operating algorithm is standard:

  • go to the payment form;
  • Several fields will appear where you need to enter the necessary data. In particular, this applies to the details used to make the payment and its amount;
  • insert money into the special hole;
  • take the receipt.

This type of payment is especially convenient if you urgently need to prepare documents for traveling abroad.

Terminals are located in all shopping centers, not to mention banks. Their commission is low - depending on the type of terminal, it will range from 20 to 50 rubles.

Internet banking

It is very convenient to pay state fees through virtual systems, especially since almost every major bank in the Russian Federation has them. As an example, let's consider payment through the most famous bank in the country - Sberbank. The client in our case will be an adult Russian citizen who lives in Moscow and submits documents to replace his international passport. He wants to get a biometric passport (of a new type).

Let's take a closer look at the sequence of actions:

  1. Log in to the banking website and open the “Transfers and Payments” section. Next, select “Ministry of Internal Affairs”.

  2. Go to “GU on Migration Issues” by selecting your regional unit. If you are paying for an old-style passport, you need to select “State fees for passports MFC Moscow”.

  3. A drop-down list will appear in which you need to select “Issuing a foreign passport/making changes.” Choose it if you are applying for documents to replace your international passport.

  4. Next you need to indicate what exactly you will pay. For example, “Issue of a new generation passport.”

  5. Enter all the necessary data: full name, address, type of document (usually a passport of a citizen of the Russian Federation, but it can also be a military ID or any other identification document).

  6. If you chose a passport, enter its details. Enter the details of your internal Russian passport, and also select your city district from the list (this will be required for Moscow residents).

  7. Select your area. After this, the OKTMO code will be displayed automatically.

  8. Make sure everything is correct and click on the “Continue” button. The amount will be entered automatically and all you have to do is confirm the payment.

Payment through the State Services portal

If you pay the state fee for a foreign passport through State Services online, you can get a substantial discount of 30%. The discount is valid from January 1, 2021 to January 1, 2021.

To take advantage of this preference, you need to do the following:

  1. Go to the State Services portal.
  2. Apply.
  3. Receive an invoice for payment.
  4. Go to the payment procedure for this invoice.

  5. Pay the bill. Payment can be made exclusively in non-cash form using MasterCard/Visa/Mir cards, using the WebMoney payment system or from a mobile phone.

In order to receive a discount, three main conditions must be met:

  • you must have a confirmed account in the Unified Information and Logistics System of State Services;
  • an application for a foreign passport must be submitted through the State Services website;
  • The state duty must be paid in cashless form.

RVP - where to apply for it in Penza in 2021

Validity period of the paid state duty for a foreign passport

If you have paid the state fee, you can apply for documents for quite a long time, since the state fee for a foreign passport is valid for three years.
After this time, the receipt becomes invalid. If you apply to your home territorial unit, the registration process takes a month. This is the standard period, regardless of what document you are drawing up. However, you can speed up the receipt of documents by using the services of intermediary companies, which, for an additional fee, can issue a foreign passport in just a few days.

If you contact a territorial division in a region in which you are not registered, the processing time will be delayed - you will have to wait up to four months. It is in such cases that intermediaries come to the rescue.

Payment - size

How much is the state duty for a foreign passport? The question is important and the answer depends on the type of ID:

  • Biometric passport – 3500 rubles, if the candidate is under 14 years old, then the amount is 1500 rubles.
  • Regular – 2000, up to 14 years – 1000 rubles.
  • When making changes you will have to pay 200 rubles.

There are no payment benefits for war veterans or disabled people. But it is free:

  • Issuance of foreign passports to residents of the Kaliningrad region;
  • Correcting mistakes made by FMS employees.

How to return the state duty

If for some reason you were denied the document, it is possible to return the money for the state fee for the international passport. True, they are not always returned. In order to return the money paid, there must be a serious reason, including the following:

  • the amount paid is more than what is required - for example, during a bank transfer you incorrectly indicated the amount by making a mistake by entering an extra zero;
  • the money went to the wrong account - for example, you incorrectly indicated the territorial division or simply made a mistake in the recipient's account number. In this case, the money was written off and was not credited to the correct account;
  • if the need to obtain a foreign passport is no longer relevant and the applicant himself refuses it;
  • if the applicant is denied a passport due to incorrectly specified data.

There are other situations that allow you to return the paid fee, but only if the documents (passport/employment, application) have been submitted but have not yet been completed.

To get your money back you need to:

  1. Go to the territorial division of the Main Department of Migration Affairs of the Ministry of Internal Affairs (where the documents were submitted).
  2. Write an application for a refund of the state duty, indicating the reason.
  3. Attach documents to the application: copies of pages of the national passport and its original, as well as a receipt for the payment made.

Processing a refund takes about 30 days, and the money is transferred to the account specified by the applicant. But only if the account belongs to the applicant. A complete list of circumstances and nuances of return is indicated in Chapter 12 of the Tax Code of the Russian Federation.
