Any trip from Russia to foreign countries, be it a business visit or a vacation, requires a foreign passport. The registration and issuance of this document is carried out by the regional branches of the migration service of the internal affairs bodies; the procedure for obtaining a foreign passport is regulated by the Administrative Code of the Russian Federation and the internal regulations of the migration service.
Today, residents of Russia have a unique opportunity to obtain a foreign passport through the government services portal by submitting an application in their personal account and, within a certain period of time, appearing at the FMS for the finished document. Also, an application with a package of documents can be submitted in person to the Federal Migration Service, MFC.
Documents for obtaining a passport at the place of registration include:
- original and copy of internal passport;
- application form in the prescribed form;
- 4 photographs of a certain size;
- a copy of the work book (if available);
- receipt of payment of state duty;
- an invalid passport (provided in case of re-issuance due to expiration);
- pension certificate (provided by citizens who have reached retirement age).
Important! If a citizen wishing to obtain a foreign passport previously had a criminal record or was under investigation, he must provide additional certificates of completion of his sentence and the absence of prosecution by law enforcement agencies.
The state fee for obtaining a foreign passport is:
- 2000 rubles – to obtain an old-style international passport;
- 5,000 rubles - to obtain a new type of international passport (biometric).
- 500 rubles – to make any changes to the current passport (for example, information about children).
Important! In accordance with the requirements of Art. 333.17 of the Tax Code of the Russian Federation, the payer of the state duty is the person to whom the public service will be directly provided. Payment must be made personally by the recipient of the service.
If a foreign passport is issued for a child who has not reached the age of majority, the payer column indicates the child’s last name, first name, and patronymic. For children under 14 years of age, payment on their behalf can be made by their legal representatives (parents, guardians, trustees).
The validity period of the receipt for payment of the state duty for obtaining a foreign passport is 3 calendar years (Article 333.40 of the Tax Code of the Russian Federation). In addition to the necessary details and information about the payer, the receipt must have a bank stamp confirming payment. If the application for a foreign passport is delayed for a longer period, the amount of the state duty may be increased, the payer will have to pay the missing amount, taking into account the previously paid.
In accordance with Article 333.40 of the Tax Code of the Russian Federation, the amount paid as state duty is returned to the payer partially or in full in the following cases:
- if the amount paid turned out to be more than established by law;
- if the territorial migration service authority made a decision to refuse to issue a foreign passport.
To return the amount paid, you must contact the head of the territorial migration service with a written application drawn up in any form. The application must be accompanied by a receipt for payment of the state fee:
- original – if the amount is refundable in full;
- copy – if the amount is partially refundable.
The Migration Service Department may refuse to issue a passport in the following cases:
- If the applicant, due to the nature of his work, has access to important information and information containing state secrets.
- If the applicant is suspected of committing a crime.
- If the applicant is convicted of a crime.
- The applicant provided false information.
- If the fact of evasion by the applicant from fulfilling the obligations determined by the court decision has been established.
- If the applicant is undergoing military service or is a security officer on the territory of the Russian Federation.
Important! The refusal to issue a foreign passport by the regional department of the migration service to persons with temporary registration on the territory of the Russian Federation, in accordance with current legislation, is unlawful and is subject to appeal to higher government structures, including in court.
The period for consideration of the application and registration of a foreign passport in the presence of permanent registration at the place of residence is 1 month.
How to get a passport in another city without registration
Today, it is not uncommon to apply for a foreign passport in another city. In order not to be refused a document to travel abroad, you must also follow a certain procedure.
There are two ways to obtain a passport without a residence permit:
- Submit an application with scanned documents attached online, through the State Services portal.
- Submit an application with a package of documents in person to the migration service office at your place of residence.
Important! Submitting an online application and documents to obtain a new international passport requires a lower amount of state duty to be paid than when applying in person. In accordance with clause 100 of the Administrative Regulations, approved by Order of the Ministry of Internal Affairs of Russia No. 864 of November 16, 2017, every person with Russian citizenship has the right to obtain a foreign passport in any region and city at the place of actual residence, regardless of where they have permanent registration.
The period for obtaining a new international passport in another city without registration, according to the requirements of the Administrative Regulations, is 4 months. In exceptional cases, when a document is urgently needed to travel abroad (for example, to undergo treatment), the procedure for issuing a foreign passport can be expedited by providing the necessary documents.
The package of documents for obtaining a foreign passport in another city is similar to that provided when submitting an application at your place of permanent residence.
How to make a foreign passport if there is no permanent registration or at the place of stay?
The list of documents that must be collected to obtain a foreign passport is regulated by the following regulations:
- paragraph 37 of the Appendix to the Order of the Ministry of Internal Affairs of the Russian Federation No. 889 - for issuing a biometric international passport;
- paragraph 17 of Order of the Ministry of Foreign Affairs of the Russian Federation No. 4270 - to obtain a new passport;
- paragraph 37 of the Appendix to the Order of the Ministry of Internal Affairs of the Russian Federation No. 864 - for issuing a regular international passport;
- paragraph 17 of Order of the Russian Ministry of Foreign Affairs No. 4271 - to obtain an old-style international passport.
Reference. The lists of documents presented in these regulatory legal acts are complete. Accordingly, it is not permitted to require additional information other than that specified in the orders of the Ministry of Internal Affairs of Russia.
At the same time , one of the documents required to obtain a foreign passport is a passport of a citizen of the Russian Federation. However, there are no requirements for the passport, namely the presence of a residence permit or registration mark in it, in these acts.
The internal passport is valid without these marks. Moreover, there are cases when it is not necessary to obtain a residence permit or registration. For example, within 90 days after arriving from another area, or if a person lives in Moscow but is registered in the Moscow region. At the same time, in accordance with clauses 27.1 and 27.3, documents can be submitted both to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs (or MFC) at the place of residence and at the place of stay.
In addition, the Orders of the Ministry of Internal Affairs of the Russian Federation and the Ministry of Foreign Affairs of Russia listed above contain exhaustive lists of reasons why an official has the right to refuse to accept documents, issue or issue a foreign passport. Reasons such as lack of residence permit or registration are not specified there.

And given that employees of government agencies do not have the right to demand additional information not specified in official documents, then it is unlawful to request temporary registration.

Replacement of a passport in another city
The issuance of a new international passport at the place of actual residence requires a mandatory visit to the territorial office of the migration service. At the same time, the re-issue of a document for departure can be issued in any city and region, regardless of where you have a permanent residence permit.
According to the requirements of the Administrative Regulations, an application for reissue of a foreign passport can be submitted 3-6 months before the expiration of the old passport. The document will be valid until its expiration date and then upon receipt of a new passport must be submitted to the migration service.
In order to obtain a foreign passport in another city without registration, the amount of the state fee does not change.

- students who study in another city;
- persons who move from one locality to another.

The answer is clear: Russians can obtain a travel document at any branch of the Federal Migration Service throughout the country.
The main advantages of this feature are:

- there is no need to take time away from work or study, because the application can be submitted in the evening after work or in the afternoon after the end of the educational process.
Let us note that not all FMS bodies comply with this provision of the law and refuse to accept documents from citizens.
It is important to understand that such a refusal is illegal, and the only logical motivation for such actions by FMS employees is the reluctance to do a large amount of work.

How to get a passport for a child?
When going on vacation with the whole family, many parents first of all think about the question: does their child need a foreign passport?
According to the current migration legislation, in order to travel abroad, children aged 14 to 18 years must have their own passport. Minor children under the age of 14 can travel outside the Russian Federation using their own international passport or the international passport of their parents or legal representative (guardian, trustee), which must be indicated in the travel document (full name and date of birth of the child, photograph).
It is noteworthy that information about children is allowed only in an old-style international passport. The presence of such information in a biometric foreign passport is only confirmation of the fact of a family relationship, and does not guarantee unimpeded crossing of the border with the child.
Also, it is worth taking into account that the trip of a minor child without parents, accompanied by a third party, requires each person leaving the borders of the Russian Federation to have their own foreign passport.
The procedure for obtaining a foreign passport for a child and the list of documents required to provide depends directly on what type of foreign passport will be issued (an old type for 5 years or a biometric one for 10 years). 1. Biometric passport.
Issued for a period of 10 years, it has a main feature - the mandatory presence of a microchip containing information about the owner of the document, encrypted in digital electronic form.
The advantages of this type of passport are:
- more pages (46 in total);
- extended validity period;
- increased protection against counterfeiting, provided by the presence of a microchip;
- maximum reliability of information about the owner of the passport.
A number of disadvantages of a biometric passport are worth noting:
- the mandatory presence of a child at any age when submitting documents (the applicant is digitally photographed);
- long period for obtaining a foreign passport, which cannot be shortened
- increased state duty: for a child under 14 years old – 2500 rubles.
Important! From January 1, 2015, another condition for obtaining a biometric passport is scanning the owner’s index fingers; this also applies to children over 12 years of age. When issuing a document at the migration service office, confirmation of the signature will be carried out by re-taking fingerprints and comparing them with those previously scanned and stored in the microchip.
2. Old-style international passport.
Due to the constantly changing appearance of a child, in most cases, migration service specialists recommend that parents of children under 12 years old apply for an old-style international passport.
The main advantages of this type of document are:
- The passport is valid for 5 years;
- simplified application procedure, the presence of the child is not required (if his age is under 14 years);
- fast production time - from 10 to 30 days;
- The state fee for obtaining a new old-style international passport is significantly less: for children under 14 years old - 1000 rubles.
Who can apply for a child’s passport?
In accordance with the current migration legislation, the necessary package of documents and an application form to obtain a foreign passport for a minor child can be submitted by his legal representatives, whose right to represent the interests of the child is documented.
Important! Submitting documents for an international passport to a child under a notarized power of attorney on behalf of the legal representative is not permitted by law.
Documents can be submitted in person to the territorial migration service office, through the MFC at the place of residence.
Important! The legal representative present when submitting documents to obtain a child’s international passport must also be present at the time of receiving the completed document.
If there is no registration at all
A person who, for whatever reason, lives in another city or region is considered a non-resident. If there is a need to obtain a foreign passport not at your place of registration, it is recommended that you familiarize yourself with the norms of the current legislation. The regulations provide specific instructions regarding the implementation of the procedure.
Administrative regulations allow actions to be taken even if there is no registration at all. Typically, officials respond more quickly to citizens' requests and act in accordance with the law. As a result, the person receives a passport within the established time frame. The period remains the same. The document will be prepared within 4 months.
List of documents required to obtain a passport for a child
The list of documents for the old and new passports has some differences.
Thus, to obtain a biometric passport, a child under 14 years of age must provide:
- application form;
- child’s birth certificate (issued before 2002 must additionally have an insert or stamp indicating Russian citizenship);
- passport of the legal representative;
- documents confirming the right of the legal representative to represent the interests of the child;
- confirmation of citizenship of another country, if one of the parents is not a citizen of the Russian Federation or the child was born in another country;
- photograph of the child of the established standard;
- the child’s current passport (if available);
- receipt of payment of state duty.
To obtain a biometric passport for a child aged 14 to 18 years, the list of documents is similar. Additionally, you only need the child's passport.
To obtain an old-style international passport for a child under 18 years of age, the list of documents is the same as for a biometric one. Additionally, 3 photographs measuring 35x45 mm are required.
Important! Documents issued abroad, in a foreign language, must be prepared for submission for registration of a foreign passport in the appropriate way - translated into Russian and legalized in the manner prescribed by law.
International passport for a child: application form
Filling out an application form for a child to obtain a new passport is practically no different from the application form for an adult applicant. The main requirements are:
- Fill out in block letters (on a computer or by hand using blue or black ink).
- Corrections and the use of correction agents are not permitted.
- The application must be printed on one sheet of paper with text on both sides.
- Points 1-9 are filled in with information about the minor child, while point 9 is filled in only if you have a valid international passport. Points 10-18 (on the back of the form) contain information about the child’s legal representative.
- A child aged 14 to 18 years puts his signature on the front side of the application, and the parent or legal representative signs on the back side. If a foreign passport is received for a child under 14 years of age, no signature is placed on the front side.
