You can issue a passport for a child from the moment of his birth. When choosing the type of passport, you should take into account the significant change in the baby's appearance. When photographing a newborn, photography requirements must be met. In case of receiving a biometric passport, the baby, regardless of the method of document execution, must appear at the Main Department of Migration Affairs of the Ministry of Internal Affairs for digital photography.

The law allows obtaining a foreign passport from the moment of birth of a citizen of the Russian Federation. It is up to the parents themselves to decide whether a newborn needs an international passport.

What type of passport to choose

According to Article 8 of Law No. 114-FZ of August 15, 1996, a citizen of the Russian Federation is issued a foreign passport from the day of his birth upon a written application from his legal representative.

In this case, a foreign passport can be issued either in the old form or with an electronic medium.

Before deciding what type of international passport to issue for your baby, you should know the advantages and disadvantages of each type of document.

A passport with electronic media is issued for a period of 10 years, and an old-style passport is issued for 5 years.

How to obtain a passport for a newborn

Where to contact

The state service for issuing a foreign passport is carried out by the Ministry of Internal Affairs.

To obtain a passport, an infant must contact:

  • to the territorial unit of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of registration;
  • online through the state portal of public services;
  • to the nearest branch of the MFC (with which an agreement on the provision of services has been concluded).

Important! You can submit an application for a foreign passport for a baby only at the place of registration of the parent!

Filling out an application

When applying in person to the department of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, an application in the established form must be downloaded from the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs and fill it out in accordance with the requirements of the administrative regulations.

Note! A single application form for the issuance of a foreign passport has been established, regardless of its type!

You can fill out the application electronically in a program that works with PDF format, or by printing it.

The application must be filled out in block letters, legibly, without blots or corrections.

The application must be printed on one sheet of paper on both sides.

On the first sheet fill out information about the baby:

  1. Paragraphs 1-4 indicate the child’s personal data (last name, first name and patronymic, gender, date and place of birth).
  2. Point 5 is filled out only if the child’s last name, first name or patronymic changed within a year after birth.
  3. To indicate the registration address, fill out paragraph 6.
  4. The main document for a newborn is his birth certificate. All details of the document must be indicated in paragraph 8.
  5. Paragraph 9 indicates the purpose of obtaining a foreign passport.
  6. If the baby has a document valid outside the Russian Federation, it must be indicated in paragraph 10.

On the back of the application, fill out information about the baby’s legal representative:

  1. In paragraphs 11 to 14, the applicant’s personal data (full name, gender, date and place of birth) is indicated.
  2. In clause 15, you must indicate the address of the place of registration; if you are at a different address, sections of clause 16 are filled in.
  3. If desired, in paragraph 17 you can indicate your mobile phone number.
  4. Paragraph 18 must contain the correct passport details of the applicant.
  5. In paragraph 20, the parent indicates the details of the birth certificate, from which the relationship to the child follows, and another legal representative (adoptive parent, trustee) indicates a document confirming the representation of the interests of the infant.

When to take photos

Photos for a foreign passport are required for both adult citizens and children. If a minor requires his own document, he will be photographed. The old version of a foreign passport provides for pasting photographs of the owner’s children. A biometric passport does not provide this opportunity. Old style international passport

Biometric

Before taking a photo of your child for a passport, it is important to find out the entire list of requirements. Many migration offices do not require photographs to be included in the biometric passport. They have equipment with which the required photographs are taken on site.

You are allowed to bring a separate photo for the application form. If the photograph is taken at the department, it is printed for the application form. If documents for a child’s passport are submitted online, it is important to submit photographs in advance for the application form. The requirements are indicated on the State Services portal.

A photograph for a biometric document must meet generally accepted European standards. This is an additional way to check for accuracy. In each image, the distance between the pupils is read. To obtain a passport

For the child it is necessary to submit:

  • civil passport of the applicant (parent, adoptive parent or guardian) with copies of all pages attached;
  • child's birth certificate (original and copy);
  • a document confirming citizenship (insert, issued upon registration of the baby at the place of residence);
  • 3 photographs for an old-style passport;
  • receipt of payment of state duty;
  • application in the prescribed form.

What is unacceptable in a photograph

  • Headgear, toys, foreign objects in the mouth. Ruffles and frills on clothing are allowed in small quantities;
  • Dark glasses (possibly transparent, glare-free glasses or contact lenses);
  • Closed or squinted eyes, open mouth, grimaces;
  • Tilt or turn of the head (the face is depicted only from the front);

Reasons for refusal

The result of the government service for obtaining a foreign passport is its issuance or refusal to issue the document.

The main reasons for refusal to register for public services are:

  • incorrect or illegible filling out of the application form;
  • failure to confirm the child’s Russian citizenship (the insert is not presented or there is no stamp on the birth certificate);
  • submission of knowingly false information;
  • disagreement of the second parent to the baby’s departure outside the Russian Federation.

A notification is issued about the refusal, which informs about the grounds for refusal to issue a passport.

After eliminating the violations or upon expiration of the period specified in the notification, you can again apply for the service.

State duty

Despite your young age, you must pay a state fee, the amount of which is established by Art. 333.28 Tax Code of the Russian Federation.

To obtain an old sample document, the state fee will be 1,000 rubles.

When submitting an application for a new generation international passport with electronic media, you must pay a state fee in the amount of 1,500 rubles.

From August 4, 2021, the state fee for obtaining a biometric passport increases to 2,500 rubles.

  • sufficient sharpness of the image;
  • plain clothes on a light background;
  • for those who constantly wear glasses: the frames do not cover the eyes, the glasses are transparent, there is no glare;
  • natural skin color;
  • “Red eyes” are unacceptable, the iris must be clear and clear;
  • the face occupies 70-80% of the photo;
  • the use of filters and photo editors is not permitted.

  3. The dimensions of the sides of each photograph are 3.5x4.5 cm.
