When applying for a temporary residence permit outside the quota, the migrant, in addition to the standard package of documents, provides papers that confirm the legitimacy of the basis.

List of required documents

The main list of documents is the same for all foreign citizens applying for a temporary residence permit.

It includes:

  • passport (or equivalent document);
  • 2 photos;
  • certificate of no criminal record;
  • certificates of absence of HIV, drug addiction, leprosy, tuberculosis and syphilis;
  • certificate of proficiency in Russian language.

However, if a permit is issued by representatives of preferential categories, the standard list changes slightly. If a foreign citizen has a child with Russian citizenship:

If a foreign citizen has at least one disabled parent who has Russian citizenship:

  • documents confirming the parent's incapacity for work.

If the foreigner’s spouse is a citizen of the Russian Federation:

  • Marriage certificate; spouse's passport.

If an investment is made:

  • a confirmation letter from the head of the company that attracted investments, indicating their size.

If a foreign citizen entered the service: contract.

If there is an adult incapacitated/partially capable child - a citizen of the Russian Federation:

  • birth certificate and passport of the child; a copy of the court decision, from which it follows that the person has been declared incompetent / partially capable.

On what basis is it issued?

Distribution of quotas for temporary residence permits is carried out as applications are received. There is no competitive selection. As long as there are quotas within the amount allocated by the state, they are issued. It is important that the applicant is able to work, has a place to live and a planned place of work.

What to take with you?

What is RVP

Application procedure

Quota waiting period

The duration of consideration of an application for a quota is not regulated by law. The period depends on how busy the employees of the Main Department of Migration of the Ministry of Internal Affairs are with considering such requests.
