A temporary residence permit quota is necessary for those migrants who have no reason to obtain a temporary residence permit without it. Accordingly, a temporary residence permit is issued in two ways. The first is based on, without a quota, and the second is without a basis, according to a quota.
If you have never encountered various types of statuses in the Russian Federation, the question of how to obtain a quota for a temporary residence permit should arise before you immediately after arriving in the country, since this is one of the first stages of legalizing your position here.
What is it for?
In order to control migration flows in the country, as well as distribute them evenly across regions, and direct labor resources from abroad throughout the Russian Federation, quotas were invented. A limited number of quotas are allocated annually, which are evenly distributed across regions, taking into account the total population, as well as the financial ability to accept foreign migrants.
The quota is comparable to the places allocated in educational institutions. The number of budget places, as well as contract places (under an agreement), is limited. The educational institution recruits the required number of students, and rejects the rest.
The state allocates the total number of quotas: non-contractual and budgetary. They are issued upon request on a first-come, first-served basis.
Why come up with a new stage of paperwork? To save money that migrants will spend on going to the hospital, passing all the required tests, and obtaining a certificate of proficiency in Russian. If you have been approved for a temporary residence permit quota, you will definitely receive the permit itself, which means that all the manipulations with the papers are not in vain. Registration of a quota will cost much less than the temporary residence permit itself. If you are denied a temporary residence permit, as if you did not receive a quota, you will have to re-assemble the package of documents, find out what the reason is, and visit the inspector again, standing in queues.
How to get by
If there is a reason, the applicant does not need a quota for a temporary residence permit.
List of grounds for obtaining a permit outside the quota:
- Marriage with a citizen of the Russian Federation.
- Availability of a birth certificate issued in the Russian Federation (i.e. the applicant must be born in the RSFSR or in the Russian Federation).
- Participation in the resettlement program for compatriots.
- The presence of a minor offspring with the status of a citizen of the Russian Federation.
- The applicant is disabled, but has able-bodied offspring with Russian citizenship.
- The applicant is a child of a parent or guardian who receives a temporary residence permit without taking into account the quota.
- The migrant is incompetent, has reached the age of majority and receives status with his guardian.
- The migrant is the parent of an incapacitated child who is a citizen of the Russian Federation.
- Military service in the Russian Federation.
When applying for a temporary residence permit outside the quota, the migrant, in addition to the standard package of documents, provides papers that confirm the legitimacy of the basis.
List of required documents
The main list of documents is the same for all foreign citizens applying for a temporary residence permit.
It includes:
- passport (or equivalent document);
- 2 photos;
- certificate of no criminal record;
- certificates of absence of HIV, drug addiction, leprosy, tuberculosis and syphilis;
- certificate of proficiency in Russian language.
However, if a permit is issued by representatives of preferential categories, the standard list changes slightly. If the above grounds exist, a foreign citizen submits to the Ministry of Internal Affairs the following additional documents for a temporary residence permit without a quota: Application form.
If a foreign citizen was born in the RSFSR/RF or had USSR citizenship:
- birth certificate in the RSFSR/RF or passport of a citizen of the USSR.
If a foreigner is declared disabled, but has a capable child with Russian citizenship:
- documents on the foreign citizen’s incapacity for work; birth certificate and passport of a child with Russian citizenship.
If a foreign citizen has a child with Russian citizenship:
- child's birth certificate.
If a foreign citizen has at least one disabled parent who has Russian citizenship:
- birth certificate; passport of a disabled parent;
- documents confirming the parent's incapacity for work.
If the foreigner’s spouse is a citizen of the Russian Federation:
- Marriage certificate; spouse's passport.
If an investment is made:
- a confirmation letter from the head of the company that attracted investments, indicating their size.
If a foreign citizen entered the service: contract.
If there is an adult incapacitated/partially capable child - a citizen of the Russian Federation:
- birth certificate and passport of the child; a copy of the court decision, from which it follows that the person has been declared incompetent / partially capable.
On what basis is it issued?
Distribution of quotas for temporary residence permits is carried out as applications are received. There is no competitive selection. As long as there are quotas within the amount allocated by the state, they are issued. It is important that the applicant is able to work, has a place to live and a planned place of work.
Sometimes applicants are still denied a quota, although there are no apparent reasons for this. In this case, you can try to take part in the resettlement program, if your region allows it, or the Russian speaker program.
What to take with you?
List of documents for obtaining a quota for temporary residence permit:
- General or foreign passport. It is advisable to immediately submit a copy of the foreign document, since it allows you to put stamps and seals outside your homeland, which will be needed when receiving a temporary residence permit. Sometimes they require copies of both documents.
- Completed application in the approved form.
- Migration card.
- Migration registration.
Documents for a temporary residence permit quota are submitted in the form of copies, and the originals are also presented for verification with copies. The originals are returned to the applicant.
To increase the likelihood of a quota being issued to you, it is recommended to bring the following documents:
- A petition from a citizen or resident of the Russian Federation that he will register you in his residential premises for further residence after you receive a temporary residence permit.
- A petition from the prospective employer that, after receiving your temporary residence permit, he will hire you, i.e., officially employ you. If you are already employed because you have a patent, you can bring a certificate of current employment.
- Papers about home ownership, if you have one (an extract from the Unified State Register will do).
- A copy of the passport of a citizen of the Russian Federation or a resident of the Russian Federation (i.e., a person with a residence permit), who is a close relative of you.
Previously, two lists were included in the main list of papers for obtaining a quota for temporary residence permits. However, in practice, many migrants bring documents only from the first list, not knowing what an application is and being afraid to ask the employer to issue any document.
What is RVP
TRP - temporary residence permit - is a stamp that is affixed to the passport of a foreign citizen and gives this citizen the legal right to stay and reside on the territory of the Russian Federation for the period for which the permit was issued. Permission is granted based on a quota. The Government of the Russian Federation annually, at the end of the calendar year, establishes standards for issuing permits in each subject of the Russian Federation. This indicator depends on the demographic situation. The subject will not issue more temporary residence permits than the Government of the Russian Federation allowed him. To obtain it, a foreigner will have to fulfill a number of legal requirements, submit documents to obtain a quota for a temporary residence permit 2021, and prove his compliance with the conditions for providing a temporary residence permit.
Quota application
The application form is made in the form of a short questionnaire. The applicant fills out every line of the document.
List of “questions” in the statement:
- The motives that prompted the applicant to apply for a quota. How to answer? Obtaining a temporary residence permit, citizenship, moving to the Russian Federation, employment, moving to a spouse, reunification with family members, etc.
- Information about the applicant: Full name, registration address, residential address, etc.
- The address at which the migrant plans to reside in the Russian Federation. If there is an application, fill it out in accordance with it; if there is no application, indicate the address of your migration registration.
Note! The registration address (migration registration, temporary registration) must coincide with the place of residence. If a migrant is registered at one address and lives at another, he and the owner of the property are subject to administrative punishment in the form of a fine. The migrant runs the risk of being deported.
- The number of applications for a temporary residence permit quota beyond this time (for those who are trying to get a quota not for the first time).
- Personal information of family members and close relatives. Information about relatives who have Russian citizenship is required (indicate only close relatives).
- Education (answer specifically, the name of the university is as important as the fact that you have a higher education and not a secondary education).
- Recent places of employment (where you worked in your home country is also important).
- Total income (meaning unofficial, since most likely you are not officially employed).
- Information about children.
The application form may change every year. When contacting the Main Department of Migration Affairs of the Ministry of Internal Affairs, it is important that the application is made on an up-to-date form. To do this, before submitting, visit the office to pick up forms or familiarize yourself with its form (you will find the required form online using the form).
Petitions
Petitions are included in the list of recommended documents for a quota for temporary residence permits. It is in the interests of the applicant to provide these documents.
How do they look? These are “statements” made in free form. The petition from the property owner looks something like this: “I, ***, residing at ***, am ready to provide ***, a citizen of Ukraine residing at ***, with temporary registration and a place to live after he receives a temporary residence permit " The following is information from the Unified State Register of Real Estate, which confirms the right to own housing.
The petition from the future employer is based on the same principle, indicating the founder’s individual entrepreneur or the name of the LLC. The application is made on the company's letterhead, below is the name of the responsible person, signature, number, and below is the seal of the organization.
It does not matter whether you will actually live at the address specified in the application or work at the specified place of work. Perhaps, while you complete the paperwork, you will change your mind about working there or find a better place. For management employees, this also does not matter. It is important that you are in demand as an employee and, purely theoretically, you will have a place to live. No one will check your place of employment.

Quota waiting period
The duration of consideration of an application for a quota is not regulated by law. The period depends on how busy the employees of the Main Department of Migration of the Ministry of Internal Affairs are with considering such requests. The more migrants in the region, the longer the application will be considered.
Please note that filing an application for a quota is not a basis for extending migration registration. After 90 days after entering the country, the migrant must leave the country for the same period, so as not to violate the period of stay allowed by law.
The basis for extending migration registration is the issuance of a temporary residence permit.
What to do after approval
If you have been allocated a quota, immediately contact the inspector to receive a list of required documents for issuing a temporary residence permit. The list is important because it indicates the medical institutions where the migrant should go to undergo a medical examination and undergo the necessary tests. The list itself can be found online.
When submitting documents, it is important not to violate the period of stay in the country. To do this, apply for a temporary residence permit immediately after receiving approval. Submitting documents for a temporary residence permit is the basis for extending migration registration.
Registration of permits without quotas
In order to protect its citizens as much as possible from the attacks of foreigners, it was necessary to introduce some restrictions for immigrants. One of these measures was the introduction of a quota - a certain number of citizens who can receive a temporary residence permit. The number of places allowing foreign citizens to obtain a temporary residence permit changes every year. In 2021, this is 83,480 people. By comparison, 90,360 and 110,880 quotas were allocated in 2021 and 2017, respectively.
Recently, the number of quotas has been decreasing and it is impossible to predict the moment when they will end. Therefore, if you need to obtain a temporary residence permit, you should think in advance about collecting a package of necessary certificates and certificates. You can then apply for a permit. Otherwise, in the absence of quotas, migration service employees simply will not accept the application. This also applies to those who have the right to receive papers outside the quota.
Reasons for receiving
According to statistics, there are much more people who want to obtain a temporary residence permit and citizenship of the Russian Federation than the migration service is ready to accept. Therefore, it is very important to carefully study this issue. However, it is in Russia's interests to grant permission to future citizens and persons who have compelling reasons. The grounds for obtaining a temporary residence permit and citizenship without a quota are available to certain categories of people:
- A foreigner who was born in the Russian Federation
- A foreigner who was born on the territory of the Russian Soviet Federative Socialist Republic and had USSR citizenship
- A foreign citizen is married to a person who has Russian citizenship
- A foreigner whose parents (one or both) are Russians and are recognized as disabled (disabled, have reached retirement age)
- A person has a child who is a citizen of Russia
- An adult child of a foreign citizen has been declared incompetent or limited in legal capacity
- A foreigner is recognized as disabled, but has a daughter or son who has Russian citizenship
- Documents outside the quota are provided to foreigners who are undergoing military service on the territory of the Russian Federation. The permit is valid only for the duration of the contract.
- Participant of the state program for the voluntary resettlement of compatriots living abroad
- A minor child recognized as incompetent, who issues a permit together with a parent or guardian
- Child of a citizen of the Russian Federation under 18 years of age
- A foreigner is a child of a citizen of the Russian Federation who has not reached 18 years of age, but has been declared incompetent.
- Obtaining citizenship without a quota by investing in the country's economy.
- Citizen of Latvia who has received permission to move to Russia
- Citizen of Turkmenistan who has received permission to move to the Russian Federation
If a person is eligible to take advantage of non-quota citizenship, he must be prepared to prove this with the appropriate documents. It is necessary to collect a complete package of documents that the migration service officer will require and make copies of them.
Required documents
Each situation requires an individual approach, so the final list of required documents is provided by FMS employees at your place of residence, but before you go to submit an application, it is worth preparing a standard package of documents that are required in all branches of the migration service when going through the procedure for obtaining Russian documents:

Additional documents

- Certificate of knowledge of the history of the state, the official language and legislation of Russia.
