A temporary residence permit is a permit that allows foreign citizens to temporarily reside in Russia. Issued for 3 years, non-renewable, and allows you to stay in the Russian Federation for the entire period of its validity, and also gives the right to work in Russia without a patent or work permit. - personal statement requesting permission;
- short autobiography;
- Russian or foreign passport;

- documents that indicate the reasons for permission;
- registration mark, which proves the legality of being on the territory of Belarus;
- medical certificate stating the absence of socially dangerous diseases (HIV, sexually transmitted diseases);
- confirmation of the right to use housing (a tenancy agreement, it must be concluded even with distant relatives, or documents on close family ties, this applies to living with spouses, parents or children);
- receipt of payment of state duty.
According to the law, migration service employees can consider an application for a residence permit for up to 6 months. But for Russian citizens this period is much shorter. Having received a permit, a Russian has the right to stay in Belarus for another 2 months. If he intends to continue to remain on the territory of the republic, he must apply for a residence permit, a document that practically equalizes a foreigner with the native residents.

Who should apply for a residence permit and why?
According to Belarusian legislation, all foreigners staying in the country for more than 90 days per calendar year must obtain a residence permit (RP). The document is issued to citizens of other states if they:
- over 16 years old;
- We have already issued documents permitting temporary residence.
A residence permit is not just a mark or certificate, but a full-fledged document with the country’s coat of arms on the cover and personal data in it, replacing an internal passport. Every year, the Russian government sets certain limits on the assignment of temporary status. All of them are distributed by region taking into account the demographic situation, economic development and population density. Simplified procedure

Where to contact
To register a temporary residence permit in Crimea, you must contact the Main Migration Department of the Ministry of Internal Affairs of the Russian Federation. Application for provision of temporary residence permit
To obtain a temporary residence permit, you will need to provide documents, a list of which can be obtained from the territorial office of the Main Migration Department of the Ministry of Internal Affairs or on the official website of the migration service. The documents serve as an attachment to the application, drawn up independently in 2 copies.
When making an application:
- The form provided by Order of the Ministry of Internal Affairs of the Russian Federation dated November 27, 2019 No. 891 is used. New application forms are also used in 2020. Previously existing application forms have been discontinued.
- There are no special requirements for filling out the application. The person must complete all lines of the form. The unreliability of this information is revealed by specialists of the migration service.
- Manual and typewritten methods of filling out data are allowed.
The administrative regulations approved by the order provide for 2 types of applications submitted by persons of adult age (Appendix No. 2) or minors (Appendix No. 3).

In 2021, a foreigner receiving a temporary residence permit will need to take a test. Russian-speaking Ukrainians will only need to attach a diploma of completion of a Russian school to the main package of documents.
Package of documents for obtaining a temporary residence permit
A package of documents, regardless of whether they are within the quota or in excess of them, is compiled and submitted to the Migration Department of the Ministry of Internal Affairs for the Republic of Crimea at the address: 295034, Simferopol, st. Serova, 10. A similar package of documents can be submitted to obtain a temporary residence permit to a diplomatic mission or consular office of the Russian Federation in the country of residence. At the same time, the terms for providing a temporary residence permit differ and are: 6 months from the date of acceptance of the application by the Ministry of Internal Affairs of the Russian Federation or 60 days if the application is submitted to a diplomatic mission or consular office of the Russian Federation under the State Program for Assisting the Voluntary Resettlement of Compatriots Living Abroad in the Russian Federation, and also 60 days for persons who arrived in the Russian Federation in a manner that does not require a visa.
The application is prepared in accordance with Appendix No. 2 of the Administrative Regulations in 2 copies. The following documents are attached to it:
- 2 photos of the applicant measuring 35 x 45 mm (for stateless persons – 5 photos)
- identification document of the applicant
- document confirming that the applicant has no criminal record, issued 3 months before the date of application
- residence permit confirming the applicant’s residence outside the state (issued by an authority of a foreign state)
- documents (certificates, certificates) confirming the absence of drug addiction and infectious diseases, HIV infection in accordance with the list approved by the federal executive body authorized by the Government of the Russian Federation
- a certificate confirming proficiency in the Russian language, knowledge of the history of Russia and the fundamentals of the legislation of the Russian Federation or a state document on education issued by an educational institution on the territory of a state that was part of the USSR before September 1, 1991; education document issued on the territory of the Russian Federation since September 1, 1991 (except for men over 65 and women over 60, as well as citizens of Belarus)

- issuance of a temporary residence permit to a citizen of Ukraine.

How to check the readiness of the RVP
You can check the readiness of the temporary residence permit on the website of the Main Directorate for Migration of the Ministry of Internal Affairs.
To check the status of your application, you must do the following:
- Go to the website guvm.mvd.rf.
- Enter your region in the appropriate field.
- Enter your date of birth.
- Enter the number of your identification document (no letters need to be entered).
- Enter the verification code.

Actions after receiving a temporary residence permit
Having a temporary residence permit requires compliance with the regime determined by the temporary residence permit. Persons are obliged:
- Comply with the residence requirement at the place of registration.
- Undergo annual registration with the territorial body of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs at the place of residence in order to confirm the status received.
- Confirm annually income in the amount of the subsistence minimum per person and confirmed dependents living with them in the territory of the Russian Federation. The subsistence minimum is determined based on the amount established in the region of migration registration.
- Stay in the country within the prescribed period. A foreign citizen who has a temporary residence permit has the right to freely cross the territory of the country. If you are absent from the Russian Federation for more than six months, the temporary residence permit may be cancelled.
A temporary residence permit may be granted again at the request of a person.
Is it possible to extend the temporary residence permit?
Visitors from abroad who temporarily entered the Russian Federation legally do not have to worry about their status for only three years. This is the duration of recognition of their permit document (Federal Law of July 25, 2002 N 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”, Article 6).
Migrants arriving in the Russian Federation fill out a migration card when crossing the border, which is the basis for staying on our territory for some time. The further existence of a foreigner on the territory of the Russian Federation is regulated by the 115th federal normative act. This law also applies to those who have the right to temporary residence. Article No. 6 directly points to this.
As you can see, there is no automatic extension of the temporary residence permit.
Reasons for cancellation
The most common reasons for cancellation of a temporary residence permit in Russia:
- A temporary residence permit may be revoked if a foreign citizen has been outside the Russian Federation for too long. In accordance with the legislation of the Russian Federation, foreigners with a temporary residence permit can travel outside the Russian Federation for no more than 180 days per year from the date of issue of the temporary residence permit. If a foreigner stays outside the borders of the Russian Federation even for 1 day longer than required, his temporary residence permit will be revoked.
- Cancellation of a temporary residence permit for a foreign citizen awaits if he lives and works in a region other than the one where the document was received. That is, for example, if a foreigner lives and works in St. Petersburg, and a temporary residence permit was issued in Moscow, he will face cancellation of his temporary residence permit in Russia.
- A temporary residence permit can also be canceled if a foreign citizen has not submitted an annual notification of confirmation of residence under a temporary residence permit or has violated the submission deadlines.
