Recently, cases have become more frequent when a foreign citizen who wishes to enter Russia is denied entry directly at customs or at the airport when going through passport control. In order to avoid such trouble, we recommend that before purchasing tickets you make a request in the FMS database to see if you are on the black list or, more simply put, to check the ban on entry into the Russian Federation.

Please note that the request to the FMS to check the passports of CIS citizens against the blacklist is for reference only, and even if you are not on the blacklist, this is not a 100% guarantee that there is no such ban.

To obtain more accurate information about whether a CIS citizen is on the blacklist for entry into Russia or not, the FMS recommends contacting the territorial divisions of the FMS of Russia.

Information service - FMS passport check CIS black list is available to citizens of Uzbekistan, Kyrgyzstan, Tajikistan, Ukraine and other CIS countries and the customs union on the official website of the Federal Migration Service (FMS).

In accordance with Part 4 of Article 26 of the Federal Law of August 15, 1996 N 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”, foreign citizens and stateless persons who have been brought to administrative responsibility for two and more than once, entry into the territory of the Russian Federation may be prohibited.

Online check

On services.fms.gov(dot)ru you can find a list of services, among which there will be a service for checking passports for validity. All passport data is anonymized, and therefore they can be posted online without violating Russian legislation. The main thing is not to use similar services on third-party sites that are not associated with the FMS, as you can easily run into scammers.

Thanks to the website services.fms.gov(dot)ru, you will not be able to find out the passport details of each person; here everything works a little differently. The official portal of the FMS contains a list of all documents recognized:

  • Invalid;
  • Stolen;
  • Incorrectly formatted or containing false information.

You can access the list only if you enter the series and document number in the required fields; your full name alone is not enough.

This way, you can only check yourself, your loved ones or those who trust you with their ID. They usually test themselves for various everyday needs, others - when applying for a job, concluding a business contract, etc.

Reasons for being included in the list

The most common reasons for blacklisting are residence in Russia beyond the permitted period or offenses more than twice within one year. Moreover, in the latter version, the speech may concern even a simple violation of traffic rules. Such foreign migrants may be prohibited from entering the country for 3 years.

They can be added to the “black list” for other reasons:

  1. Violated customs and sanitary principles. The ban is imposed until all violations are eliminated.
  2. A foreign citizen provided deliberately false information about his own identity or the purpose of his arrival in Russia.
  3. Violation of the period of permitted stay in Russia. Depending on the length of time for which a citizen of another country was detained in Russia, he may be subject to a ban for a period of up to 10 years.
  4. The foreigner has been deported from the country or expelled. In this case, a ban is imposed for a period of 5 years. If there is a repetition of this decision, then the period increases to 10 years.
  5. The foreigner did not pay the issued fines, tax papers and expenses for his deportation from the country.
  6. Late payment for a patent or complete non-payment of taxes. This violation applies more to citizens of the CIS. In such a situation, the patent automatically becomes canceled, the foreigner loses the right to work and must leave Russia within 3 months.
  7. A migrant may be prohibited from entering the country to ensure the security of the state. Suspicious persons who do not inspire confidence in customs officers may be denied entry.
  8. The foreign citizen has not presented all the documents to obtain a visa permit or he does not have the required amount of money to live in Russia. In this case, the restrictive measures will be valid until all requirements are met.
  9. A migrant uses falsified documents to cross Russian borders.
  10. The foreign person has a valid criminal record for intentionally committing a crime, regardless of the country in which it was committed.
  11. The presence of a dangerous infectious disease. In this case, Rospotrebnadzor may prohibit entry.

The Migration Service restricts the entry into the state of foreigners who:

  • committed a violation of registration standards;
  • violated customs regulations;
  • did not comply with sanitary standards;
  • have a debt to a banking organization, the tax service, or the recipient of alimony payments;
  • provided government employees with false information;
  • were brought to administrative responsibility more than 2 times.

If any of the above circumstances exist, information about the foreigner is entered into the migration service database. After this, the migrant is subject to a ban on visiting the country (the duration of the ban is from three to ten years). How long the restriction period will be depends on the type of violation committed.

The restriction on entry into the Russian state is valid for five years if the migrant has been in the country illegally for six to nine months. If the foreigner stayed in the state longer, the period increases to ten years.

Even if you have not committed any of the above violations, remember that no one is immune from mistakes. You may turn out to be the namesake of a foreigner who has been banned from entering Russia. To avoid getting into an unpleasant situation and wasting money, before arriving in the Russian Federation, check your own passport to see if it is on the migration service’s blacklist.

Deadlines for processing documents for citizenship

Obtaining citizenship is a complex and complex procedure, which is dealt with not only by the Main Department of Migration of the Ministry of Internal Affairs (formerly the Federal Migration Service), but also by related departments of the state apparatus. In normal cases, making a decision and processing it takes from six months to a year, depending on the circumstances of the request.

Some groups of citizens have preferential conditions:

  • Native speakers of Russian language and culture;
  • Repatriates who were previously citizens of the Russian Federation or the RSFSR;
  • Citizens of member countries of the Customs Union - Belarusians, Kyrgyz, Kazakhs.

A simplified regime applies to these applicants, and they will become aware of the decision no later than 3 months after submitting the documents.

If the consideration of an application is delayed beyond the established period, a citizen has the right to complain to higher authorities or file an application in court. The first method solves almost all technical problems and eliminates negligence in the shortest possible time.

Before checking Russian citizenship for readiness, you should know the deadlines for reviewing documents for obtaining it.

It doesn’t make much sense to check readiness before the deadline, although sometimes there are cases of earlier registration.

Applications of migrants who apply for citizenship in the general manner are considered within 12 months. Persons who receive status under a simplified scheme wait 6 months for a decision.

Papers from applicants of the following categories are considered for 3 months:

  • participants of the State Program for the Resettlement of Compatriots;
  • native Russian speakers;
  • applicants who receive citizenship by virtue of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified procedure for acquiring citizenship dated February 26, 1999.

You contact the Main Department of Migration Affairs of the Ministry of Internal Affairs only when the period for consideration of your case has expired (3 months, 6 or 12 months, depending on the basis for obtaining citizenship). If the allowable period has not expired and there is no decision, this does not mean that the foreigner was refused or his documents were lost. This means that there is still time and the applicant should apply later.

Acceptable deadlines are considered violated if:

  • a decision regarding the issuance of citizenship after the expiration of the legal period has not been made;
  • a permanent resident of the Russian Federation was not informed about the decision a month after its adoption;

  • send a complaint to the head of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs by mail (address: 101000, Moscow, Chistoprudny Boulevard, building 12 “A”);
  • send a complaint on the official website of the Main Directorate;
  • file a complaint by calling the hotline.

Hotline phone numbers are posted on the official website of the department in the “Contacts” section - “Hotline” or “Territorial bodies”.

Such concern is understandable, since there are cases when, even after the expiration of the ban, information about the ban remains in the database and the migrant is still turned away at the border or at the airport and is not allowed to enter Russia. In order to find out exactly whether the ban has been lifted from you or not, you need to contact the web reception of the FSB of Russia or the web reception of the border service of the FSB of Russia. On the websites of these departments there is an online application form, by filling out which you can send a request to the data structure. After sending the request, you need to wait for the official response and based on it you will be able to find out exactly whether the ban has been lifted or not. The time frame for consideration of your application and the response to it may take about a month or even a little more, depending on the current workload.

We check your passport for a ban on entry into the Russian Federation during deportation

Why is a check for a ban on entry into Russia necessary? Every foreign citizen may encounter a situation where, when trying to enter Russia at the border, he may be denied entry on the grounds that he has an entry ban. At the same time, the border service officers themselves do not provide any information as to why entry into the Russian Federation is closed and the migrant has to turn around and go back. Naturally, all this not only takes a lot of time and creates certain inconveniences, but also all this is financially expensive .In order to somehow solve the situation, a service for checking entry bans for foreign citizens was introduced. Before buying tickets and going to Russia, it is recommended to independently check and see if you have any restrictions on entry into the territory of the Russian Federation and only then buy tickets.

This procedure allows foreigners to legally reside and work in the territory of the Russian state. Migration registration of foreign citizens is carried out at the territorial offices of the Federal Migration Service at the address of temporary stay. The same government structure resolves the issue of obtaining a residence permit in the country and conferring Russian citizenship. However, in order to become an equal member of Russian society, you need to meet a number of criteria and requirements. Migration registration is carried out upon provision of a list of documents, namely:

  • foreign passport;
  • migration card;
  • visas.

It is important to comply with the deadlines for registration with the Federal Migration Service. Neglecting the registration period threatens foreigners with a fine of 2,000 rubles.

Checking the validity of a passport through FMS offices and the Internet

You can check yourself for the validity of your identity card at any FMS branch. The service is not only affordable, but also as simple as possible. To obtain information, it is enough to contact a migration service employee with a written application. It will take up to 30 days to consider the application. These are the standard deadlines for considering written applications from Russian citizens.

Migration service employees carry out an inspection, comparing information about the applicant with information included in the archive of invalid documents.

You can simplify the procedure by organizing a check yourself on the website fms.gov.ru in the services section. This method is characterized by simplicity and efficiency. The only thing that is required from the user is the ability to use Internet resources.

On the fms.gov.ru portal, namely on the services page, you must enter the series and number of the passport, and then click the “send request” button. The answer will appear on the screen within a few seconds. It is worth understanding that the result does not provide a 100% guarantee that the document is valid for obtaining detailed information, and to avoid deportation, it is better to contact the FMS.

There is also the option to independently check the passport of a Russian citizen during the inspection process. To do this, you need to know the characteristic features of the document and the signs of its authenticity. These include the presence of:

  • watermarks on the second page;
  • laminated third page with marks RF and Russia;
  • printed font when entering personal information;
  • a cord under the cover that prevents pages from being removed from the document;
  • straight pages of the same color.

If the identity card is found invalid when crossing the border, the owner faces a fine or even deportation for 3, 5 or 10 years.

Lifting the ban

The ban can be lifted if there are compelling reasons. This can be done for certain reasons:

  1. As a result of mistakes that were made by the FMS.
  2. Upon expiration of the ban.
  3. In the absence of circumstances under which the ban was issued.

This issue can be resolved administratively or judicially.

Administrative procedure

This method is used when a citizen is mistakenly included in the “black list” or in case of violations that occur in the actions of FMS employees. After receiving an official response from the Main Directorate for Migration, a foreign citizen is obliged to understand whether the decision regarding his crossing the borders of the Russian Federation was made legally. If the migrant believes that this decision is illegal, then it is necessary to file a complaint addressed to the head of the Main Directorate for Migration. It should indicate the grounds for removal from the “black list”

When considering a complaint, all provided arguments and explanations are taken into account. If management considers them convincing enough, the ban will be lifted.

After 2-3 weeks, a foreign citizen can again cross the Russian border without any problems.

Judicial order

It makes sense to go to court only if the reasons for being included in the “black list” have already lost their relevance or the ban has expired. In such cases, the migrant has the right to apply for the lifting of the ban.

When considering a claim from a citizen of another republic, the court takes into account the identity of the applicant, the severity of the violation, the level of danger to society from this citizen and a number of other conditions:

  1. Presence of a wife or husband in Russia.
  2. Presence of a residence permit or temporary residence permit.
  3. Legal employment or availability of permission to conduct work activities in the Russian Federation.
  4. Study in Russia.
  5. Therapy in clinics of the Russian Federation.

In some cases, the court may lift the ban if it is found to have been disproportionately violated. Often, the ban is lifted due to the presence of a migrant’s spouse and children in Russia. Removal from the “black list” by court decision is carried out identically to the administrative one. The documents are sent to the border service and after 2-3 weeks (in some situations longer) the ban is canceled and the foreign citizen’s information is removed from the “black list”.

Information for Russian citizens and migrants

Rules for the entry and exit of migrants exist in any CIS country, including Russia. So, you can find out whether a Russian citizen is on the black list for visiting CIS countries on the official website of the FMS in the “Information Services” section. When visiting a FMS department in person, this information, according to the regulations, is provided within 30 days.

Foreign citizens from the CIS countries may also be prohibited from entering. You can find out such information on the website of the Russian Federal Migration Service. In addition, they can contact the local migration service at their place of residence, where they can also provide such information.

Important! The information on the state portal is always up to date, as changes are made to the database daily.

Passport authenticity

All this should not be confused with authentication verification - this is a slightly different operation. To resolve this issue, you can contact the Federal Migration Service office, or you can figure it out yourself. To do this, you need to check the protective elements. Open your ID card to the second page and if the watermarks are there, then everything is fine. The third page of the passport is always laminated and equipped with the state emblem.
