Deadlines for processing documents for citizenship
Obtaining citizenship is a complex and complex procedure, which is dealt with not only by the Main Department of Migration of the Ministry of Internal Affairs (formerly the Federal Migration Service), but also by related departments of the state apparatus. In normal cases, making a decision and processing it takes from six months to a year, depending on the circumstances of the request.
Some groups of citizens have preferential conditions:
- Native speakers of Russian language and culture;
- Repatriates who were previously citizens of the Russian Federation or the RSFSR;
- Citizens of member countries of the Customs Union - Belarusians, Kyrgyz, Kazakhs.
A simplified regime applies to these applicants, and they will become aware of the decision no later than 3 months after submitting the documents.
If the consideration of an application is delayed beyond the established period, a citizen has the right to complain to higher authorities or file an application in court. The first method solves almost all technical problems and eliminates negligence in the shortest possible time.

It doesn’t make much sense to check readiness before the deadline, although sometimes there are cases of earlier registration.
Applications of migrants who apply for citizenship in the general manner are considered within 12 months. Persons who receive status under a simplified scheme wait 6 months for a decision.
Papers from applicants of the following categories are considered for 3 months:
- participants of the State Program for the Resettlement of Compatriots;
- native Russian speakers;
- applicants who receive citizenship by virtue of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified procedure for acquiring citizenship dated February 26, 1999.
You contact the Main Department of Migration Affairs of the Ministry of Internal Affairs only when the period for consideration of your case has expired (3 months, 6 or 12 months, depending on the basis for obtaining citizenship). If the allowable period has not expired and there is no decision, this does not mean that the foreigner was refused or his documents were lost. This means that there is still time and the applicant should apply later.
Acceptable deadlines are considered violated if:
- a decision regarding the issuance of citizenship after the expiration of the legal period has not been made;

You can check whether you are on the migration service’s blacklist in one of the following ways:

Checking via the Internet
The check will take a few minutes. Foreigners or stateless persons can complete the check on the migration service web portal. For example, a citizen of Kyrgyzstan wants to check whether he is on the blacklist, for this he must:
- surname (can be entered in both Latin and Cyrillic alphabet);
- name (can be entered in both Latin and Cyrillic letters);
- surname;
- gender;
- date, month, year of birth;
- citizenship;
- name of the document that proves identity (regular/biometric passport, passport of a foreign citizen);
- number, series of the document;
- the date until which the document serving as identification is valid;
- the state that issued the document serving as identification.

You need to visit one of the migration service departments and submit an application for the provision of relevant data. The application will be processed within five days. After this, an official response will be sent to the address written in the application.
The main reasons for being blacklisted
In 2015, over 60 thousand residents of Kyrgyzstan were prohibited from entering our country, about 18 thousand of them received the right to a second chance. After a meeting of the working group of representatives of Kyrgyzstan and the Russian Federation, about 1,000 Kyrgyz were completely excluded from this list.
The main reasons for making this decision were that some of the citizens of this country included in this ill-fated list were:
- students receiving education in Russia;
- married couples in which one of the spouses had Russian citizenship;
- children from poor or low-income families, etc.
The Migration Department draws attention to the fact that migrants from Kyrgyzstan, as well as from any other country, can be included in the “black list” not only due to violations of the administrative and criminal legislation of the Russian Federation, but also migration laws, for example:
- untimely registration with the migration service;

“I hope that our information resource will help foreign citizens determine their status, understand whether they can come to Russia in the coming years, and draw conclusions,” explained K. Romodanovsky.
The head of the FMS recalled that such a measure as closing the entry was not introduced today, but since the beginning of 2013. it became more effective: entry to foreigners who violated migration rules was automatically closed. The main reason for the ban on entry into the Russian Federation for three years is exceeding the period of legal stay on the territory of the Russian Federation.
To date, entry into the territory of the Russian Federation for violations of migration legislation is closed to 380 thousand people. Only for January-October 2013. The Federal Migration Service sent more than 330 thousand requests to close the entry into Russia of foreign citizens and stateless persons. At the same time, entry into the territory of the Russian Federation was prohibited for 323 thousand people.

- A migrant uses falsified documents to cross Russian borders.
- The foreign person has a valid criminal record for intentionally committing a crime, regardless of the country in which it was committed.
- The presence of a dangerous infectious disease. In this case, Rospotrebnadzor may prohibit entry.
The Migration Service restricts the entry into the state of foreigners who:
- committed a violation of registration standards;
- violated customs regulations;
- did not comply with sanitary standards;
- have a debt to a banking organization, the tax service, or the recipient of alimony payments;
- provided government employees with false information;
- were brought to administrative responsibility more than 2 times.
If any of the above circumstances exist, information about the foreigner is entered into the migration service database. After this, the migrant is subject to a ban on visiting the country (the duration of the ban is from three to ten years). How long the restriction period will be depends on the type of violation committed.
The restriction on entry into the Russian state is valid for five years if the migrant has been in the country illegally for six to nine months. If the foreigner stayed in the state longer, the period increases to ten years.

- are invalid.
Persons currently residing in the territory of the state may be blacklisted. In this case, an inspection is carried out and the citizen is deported from the country. Such an entity may be prohibited from entering for more than three years.
Checking passports against the CIS blacklist at the FMS is an optional procedure, but if a representative of another state ignored these steps, then unforeseen circumstances may await him when passing through customs. This service, which allows you to be checked for blacklisting, is available to all citizens of the CIS countries, as well as representatives of the customs union:
- Ukraine;
- Kazakhstan;
- Turkmenistan;
- Armenia;
- Kyrgyzstan.
The verification procedure, carried out via the Internet, is free, and therefore it is recommended that any citizen who decides to visit Russia undergo a check to see if his ID is on the country's blacklist.
If a foreigner has violated the current legislation of Russia or neglected the rules of stay on the territory of Russia, then he may be included in a special blacklist of the migration service. Being on this list prohibits you from staying in the country and leads to either administrative expulsion or deportation. But a person does not always even know what is on this list, so it is necessary to check it.
Lifting the ban
The ban can be lifted if there are compelling reasons. This can be done for certain reasons:
- As a result of mistakes that were made by the FMS.
- Upon expiration of the ban.
- In the absence of circumstances under which the ban was issued.
This issue can be resolved administratively or judicially.
Administrative procedure
This method is used when a citizen is mistakenly included in the “black list” or in case of violations that occur in the actions of FMS employees. After receiving an official response from the Main Directorate for Migration, a foreign citizen is obliged to understand whether the decision regarding his crossing the borders of the Russian Federation was made legally. If the migrant believes that this decision is illegal, then it is necessary to file a complaint addressed to the head of the Main Directorate for Migration. It should indicate the grounds for removal from the “black list”
When considering a complaint, all provided arguments and explanations are taken into account. If management considers them convincing enough, the ban will be lifted.
After 2-3 weeks, a foreign citizen can again cross the Russian border without any problems.
Judicial order
It makes sense to go to court only if the reasons for being included in the “black list” have already lost their relevance or the ban has expired. In such cases, the migrant has the right to apply for the lifting of the ban.
When considering a claim from a citizen of another republic, the court takes into account the identity of the applicant, the severity of the violation, the level of danger to society from this citizen and a number of other conditions:
- Presence of a wife or husband in Russia.
- Presence of a residence permit or temporary residence permit.
- Legal employment or availability of permission to conduct work activities in the Russian Federation.
- Study in Russia.
- Therapy in clinics of the Russian Federation.
In some cases, the court may lift the ban if it is found to have been disproportionately violated. Often, the ban is lifted due to the presence of a migrant’s spouse and children in Russia. Removal from the “black list” by court decision is carried out identically to the administrative one. The documents are sent to the border service and after 2-3 weeks (in some situations longer) the ban is canceled and the foreign citizen’s information is removed from the “black list”.

How to check an entry ban
You can check the ban on entry of a foreigner into the Russian Federation in the following ways:
- Write an application to the territorial body of the Main Directorate for Migration.
- Call the GUVM office.
- Send an official request to the territorial GUVM by filling out a standard application form indicating the required information and submit it to the nearest department.
This is for those who are located directly in Russia.
However, many migrants do not have the opportunity to visit the migration service in person. In this case, for example, for residents of Uzbekistan, in order to check the presence of an entry ban, this process can be entrusted to the applicant’s representative, who will submit the necessary application to the migration service. Within 5 days, your application will be reviewed and an official response will be sent to the specified address. But you still have to wait for a month, since the answer will be sent by Russian Post. If the answer is not reassuring and you find yourself on the ill-fated “black list,” then at least you will know the reason and duration of this ban.
If migrants from the CIS countries do not have such an opportunity, then you can find out about the entry ban on the website or call the help line at the Main Directorate for Migration. The only thing worth considering is that the information will be for reference only. Perhaps these methods to find out if you are on the “black list” of migrants will not bring the desired result.
Check online on the migration service website
One of the fastest and most convenient ways to check the “black list” of migrants is the website of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. Check the grounds for refusal of entry into the Russian Federation. And you can also, first, check the validity of your passport. Moreover, a passport check will never be superfluous for migrants. You will still not be allowed to cross the border with an invalid passport.

What information should be provided during verification?
At the bottom of the required page there are special fields marked with asterisks, where you need to enter the required data:
- last name and first name in Russian;
- What's your gender;
- date of birth (enter the date of birth in the format DD.MM.YYYY);
- citizenship;
- passport and number indicating the country that issued the document.

Temporary detention of migrant offenders
All migrants who are on the “black list” for one reason or another are subject to deportation or expulsion from Russia. After a court decision is made, migrants are placed in special temporary detention centers for foreign citizens, in the TsVSIG.
There are about 70 centers operating in Russia. These are guarded, high-security facilities providing temporary residence for migrants, with limited visits. Such centers accommodate about tens and even hundreds of people. And it is best to avoid ending up in such a center; the comfort in them is far from hotel-like. The minimum period of stay in such a center is no more than 10 days, and the maximum is 2 years.
