Benefits offered by the resettlement program

The minimum set of benefits that participants in the voluntary resettlement program for compatriots are entitled to is guaranteed by federal legislation. The most attractive clause for immigrants is the clause that guarantees the payment of lift money. This helps to settle down in a new place, calmly find a job, and enroll children in school.

In addition to lifting fees, compatriots are paid for travel, including baggage transportation, purchasing tickets and processing customs visas. At first, apartment rent is paid and benefits are given once a month (if the displaced people do not yet have a permanent source of income).

Financial support is not limited to the range of benefits. The resettlement program for compatriots gives the right to:

  • obtaining a temporary residence permit (TRP) regardless of the regional quota;
  • receiving free education along with ordinary citizens of the Russian Federation (school, secondary vocational, higher);
  • free medical care;
  • no customs duties during the move;
  • simplified procedure for getting a job - without labor patents or work permits.

Along with these privileges, local legislation of the constituent entities of the Russian Federation participating in the resettlement program may provide additional benefits. A complete list of regional programs should be found on the websites of the migration service of the selected subject.

By the way, the amount of raise money under the program for relocating compatriots is much higher in regions with priority settlement - this applies to Eastern Siberia and the Far East.

However, allowances are not paid immediately, but in 2 stages - immediately upon relocation and after a year and a half.

Migrants to other regions (with normal settlement) are paid much lower allowances - 20,000 rubles per migrant and 10,000 rubles for each family member.

Participants in the resettlement program for compatriots are compensated for travel expenses, which include:

  • payment for railway transport and air travel;
  • federal fees for obtaining documents for relocation and the right to reside in Russia;
  • consular services for obtaining visas when moving from visa countries;
  • payment for one container weighing 5 tons per family of no more than 3 people;
  • transportation of one passenger car without paying customs duties.

Travel compensation significantly contributes to the resettlement of compatriots. This is done when moving to Russia after presenting checks, receipts and other documents that confirm expenses.

Along with travel compensation, compatriots are also reimbursed for housing rental costs until they obtain citizenship (maximum 6 months). Payment of rent is made upon presentation of the lease agreement and a receipt from the apartment owner to provide his guest with temporary registration.

After submitting an application, obtaining Russian citizenship for participants in the resettlement program will occur within 4 to 6 months.

Resettlement procedure under the State Program

The relocation procedure under the program for the resettlement of compatriots is divided into several stages, including submitting an application and other documents, obtaining a program participant certificate, registering in the Russian Federation and issuing a temporary residence permit. After this, you will be able to apply for citizenship. Let's look at each stage in more detail.

1. The first step is to decide on the region to move to.

The program for 2021 and the beginning of 2019 includes 57 entities that participate in the state program for the resettlement of compatriots.

Of these, 9 are classified as regions with priority settlement, which means significant uplift payments (240,000 rubles per migrant and 120,000 rubles per family member).

In the regions of the priority settlement program participants, there is a very low population density, so the authorities of these entities are interested in attracting a large number of able-bodied adult men and women. You can obtain comprehensive information about the regions participating in the State Program and the rules for resettlement in them on the official portal of the Russian Ministry of Foreign Affairs “Russian Century”.

2. Submitting an application for participation in the resettlement program and other documents to the branch of the Federal Migration Service of the Russian Federation or the Russian consulate (for persons living abroad).

Before submitting documents to the consulate, you must first make an appointment by phone or email.

Documents in a foreign language are pre-translated, necessarily with certification by a notary (a foreign notary certifies documents when submitting them to the consulate, a Russian notary - when submitting documents on the territory of Russia).

The application for resettlement is considered for up to two months, after which a certificate of participation in the State Program is issued. It is valid for 3 years, during which the migrant must resolve the issue of Russian citizenship.

3. Moving to Russia. To cross the border you will need a visa (for visa countries), a passport, a program participant certificate and a migration card (to be filled out at the border post).

4. Obtaining a temporary residence permit through a consulate (while still abroad) or by applying to the Federal Migration Service of the Russian Federation. TRP is issued to displaced compatriots without taking into account quotas (unlike other foreigners), the application is considered up to 50 days.

5. Obtaining Russian citizenship (within 4 to 9 months after submitting an application for a temporary residence permit). This is a key point - program participants receive a passport in a short time, bypassing obtaining a residence permit (residence permit). Typically, a foreigner needs to live in Russia for at least 5 years to obtain a Russian passport.

If you renounce your status as a participant in the resettlement program for compatriots, if you cancel your certificate, or if you move from the resettlement region within less than two years, you will have to return all government payments back to the local budget. This applies to raise money, relocation compensation and other payments for the relocation of a compatriot.

Free legal advice online

Compatriots living abroad, permanently or temporarily residing in the Russian Federation legally, or who have received temporary asylum in the Russian Federation have the right to participate in the State program.

All regions falling under the program are divided into two groups: priority settlement areas and regions not classified as such.

For example, the husband of a mother who got married after the birth of the applicant for resettlement. Or the father of the migrant’s spouse who remarried.

After conducting a series of checks to ensure the correctness of filling out and the veracity of the specified data, employees of the unit dealing with the issue of resettlement of compatriots render a verdict of refusal or inclusion of the migrant in the list of participants in the State program. If the outcome is positive, the next step for the foreign citizen is to write an application for a certificate of participation in the State program.

In other words, foreign citizens can apply for Russian citizenship after legally residing in the country for five years. They pay low taxes, compared with other countries, and have favorable conditions for doing business. They have access to various social benefits and payments. Finally, they are directly involved in the rich culture and become part of the history of Russia.
