Requirements for migrants

Image 3There are three main reasons why it is advisable for migrants to purchase a VHI policy immediately upon arrival in Russia.
The first reason is to save money.

If something happens to a person, he will have to spend money on calling a doctor and medical care.

Whereas if you have a policy, the insurance company will do this.

The second reason is that without VHI, a foreign citizen is considered a violator of the law.

The third reason is that almost all institutions where a foreign citizen will apply, for work or other purposes, will ask to provide them with a health insurance policy along with other documents.

These government agencies include:

  1. Main Department of Internal Affairs of the Ministry of Internal Affairs (FMS) - this is where migrants first turn to obtain a work patent, WNR (work permit) or residence permit (residence permit).
  2. The employer, regardless of whether it is a private company or a government agency.
  3. Higher education institution - upon admission of foreign students.
  4. School or kindergarten – when a foreigner’s child is registered.
  5. And other organizations.

If you intend to stay in Russia legally, registration of voluntary health insurance for a foreign citizen will be a prerequisite.

What documents should I take for registration?

To apply for VHI you must have:

  1. Passport or equivalent document. When preparing documentation in a foreign language, you will need a notarized translation.
  2. Migration card.
  3. Written statement.
  4. If you have children, their documents.
  5. Documentation indicating place of residence and registration, additional contacts.

After paying the required amount and providing completed forms with documentation, a citizen of a foreign country receives a policy.

Who can count on receiving a compulsory medical insurance policy?

Citizens of other states can count on compulsory medical care under the following conditions:

  • availability of residence permit;
  • refugee status;
  • high-level specialist qualifications;
  • citizenship of any state included in the economic bloc of the EAEU.

Foreigners with a temporary residence permit are allowed to take out a temporary policy, valid for only a year. However, during this time the owner is allowed to apply for a residence permit (RP), which is equivalent to having Russian citizenship. Therefore, foreigners with a residence permit have the right to take out a permanent policy.

Foreign citizens applying for or having official refugee status can receive OMC in two cases: if they have a valid refugee status certificate or apply to the competent authorities to obtain such status. Potential or current refugees are allowed to take out a policy by providing one of the above documents.

Qualified specialists come to Russia under a separate invitation from specific legal entities. Thanks to this, highly qualified foreigners are relieved of the need to obtain a work permit and residence permit, as a result of which they can freely apply for compulsory medical insurance (this is usually done by the employing company).

Special conditions for the provision of compulsory medical insurance are available to immigrants from the EAEU countries officially working in Russia. In addition to simplified employment conditions, such citizens automatically receive insurance and can count on free medical care in Russian hospitals in full.

How to do it right

Image 4After submitting the listed documents, a foreign citizen arriving in Russia enters into an agreement with the insurance company.
After this, he fills out an application for the provision of voluntary health insurance and deposits the required amount in any convenient way.

If a migrant has a good command of Internet resources, then he can quickly apply for VHI insurance online.

The cost of a VHI policy for a foreign citizen is cheaper than for citizens of the Russian Federation. This is due to the range of services provided in the program. Foreigners are offered a very truncated version. Read more about VHI in Russia.

It is important to remember that if a arriving migrant does not have a medical insurance policy, then this is punishable by law and penalties will be imposed.

The amount of the fine was determined back in 2021 and has not changed to this day.

A fine can be issued in two cases:

  1. In the absence of an insurance policy.
  2. Non-compliance of the insurance amount with the minimum established norm of 100 thousand rubles under the VHI program.

The fine can range from 2-7 thousand rubles depending on the region of residence of the migrant.

Do you need a policy if you have a temporary residence permit?

There are no legislative differences for citizens who came for the purpose of employment or to visit relatives. Everyone needs to take out additional health insurance from the first day of their stay.

It is known that this procedure causes certain difficulties for foreign citizens with a temporary residence permit. Especially for those who arrived for a short time. But the law is the law. And it must be respected.

Every migrant must take out medical insurance, otherwise the absence of it will be a gross violation of the law.

After arriving in the Russian Federation, a foreigner must apply for a VHI policy within three days.

Such insurance on a voluntary basis makes it possible to receive medical care at the proper level. In addition, the cost of the services provided will be much lower than for people without voluntary health insurance.

But not only a foreign worker receives such a document; if he brought his family to Russia, then an insurance policy must be issued for them too. Familiarize yourself with the rules for insuring migrant children.

  3. Federal Law “On Compulsory Health Insurance in the Russian Federation” dated November 29, 2010 No. 326-FZ.

According to current legislation, all arriving foreigners must begin taking out voluntary health insurance from the first day.

In this case, the purpose of the visit does not matter. Also, foreign students are required to take out a VHI policy.

Under the voluntary health insurance program, all medical costs will be charged to the insurer.
