Rules for the stay of foreign citizens and stateless persons in the Republic of Uzbekistan

To figure out whether a visa to Uzbekistan is needed, it makes sense to familiarize yourself with the Resolution of the Cabinet of Ministers of Ukraine, which clearly states to whom, under what conditions, for what period it is issued, and where to go to obtain it or extend it. Persons wishing to obtain permits to visit the former Soviet republic must contact the Embassy of Uzbekistan in the country from which departure is intended. Here you can find out what documentation needs to be provided, consult on the issue of permitted goods for import into the country, and resolve other issues related to the visa regime.

Rules for entry into Uzbekistan for citizens of the Russian Federation

Welcome to Uzbekistan.
Entry into Uzbekistan for citizens of the Russian Federation occurs without a visa; you just need to present your foreign passport at the checkpoint. Children under 16 years of age can be included in their parents’ international passport or have their own international passport, and for a child over 16 years old, a foreign passport is required.

Uzbekistan is happy to welcome tourists from all over Russia, provided they have a minimum of documents on hand. The only condition is the need to register at the place of future residence in the republic.

But here there is good news: Russians should not think about how much a visa to Uzbekistan costs for a 2-month stay - it is simply not needed, and hotel guests do not have to worry about registration, because the hotel administration will do everything that is needed for this.

The tourist only has to collect the coupons that the hotel gives him. These coupons are presented to a government official upon request and are considered temporary registration.

Tourists not staying in a hotel can register at any department of the Ministry of Internal Affairs of Uzbekistan, preferably within 3 working days.

Documents for travel to the country

When passing through the border, guests of Uzbekistan undergo customs control by presenting an international document (passport) with an open visa, a customs declaration, a migration card, an amount of cash or a bank card with confirmation of the presence of funds on it in an amount equivalent to 2000 US dollars. The declaration and migration card are filled out in 2 copies, one of which remains with the guest of the country, the second with the customs officers.

Instead of a foreign passport, you can present a passport of a diplomat or a sailor.

What documents are needed

To travel to Uzbekistan, tourists from Russia will only need a foreign passport. It is important to ensure that its validity does not expire while the traveler is in Uzbekistan. The full list of visa-free countries for Russians in 2021 can be found here.

During the flight or already at the airport, you will need to fill out a migration card. And while crossing the border you will need to fill out a customs declaration.

These papers are filled out in duplicate. One of them is given to the customs control officer, and the traveler must keep the second until the end of the trip.

Registration

All persons arriving in the republic must register at the police station within 3 days. When calculating the registration period, only working days are taken into account; Saturday is also a working day. Holidays and weekends are not taken into account.

Those wishing to stay at the hotel can register with the hotel staff, having first checked that they have a license to accommodate foreigners.

Attention! If you change your place of temporary residence, you must re-register at the police department. In case of violation of the stay regime, the perpetrators may be punished with a fine of $2000 - $4000 or deportation with a ban on visiting Uzbekistan for 3 years.

All coupons confirming registration must be kept until the end of the trip and presented upon request to police and border guards.

Registration of foreign citizens

Any citizen arriving in Uzbekistan must register with the local police department within the first 3 days. Sundays and public holidays are not included in this three-day period. Saturday is considered a weekday, so it is not excluded from this period.

If a tourist stays at a hotel, the administrator can register him. It is important that the hotel has a license that allows the occupancy and registration of foreign citizens.

If a tourist changes his place of residence while he is in Uzbekistan, he must come to the police station and register again. If a traveler forgets to do this, he will be subject to a large fine - approximately 2-4 thousand dollars. I can also deport him from Uzbekistan and ban him from entering the country for several years.

All receipts confirming registration must be kept until the end of the trip.

In what case is a visa issued?

For guests from countries that have entered into a visa-free regime agreement (Russia, Kazakhstan, Georgia, etc.), during a short trip, it is enough to present a foreign passport to the border guards. Registration is carried out by the administration of the hotel where the visitor is staying, or by an inspector from the police department.

It is necessary to apply for a visa to Uzbekistan when a citizen of the Russian Federation intends to spend more than 60 days in the country. It can be issued at the embassy of the state from where departure is provided.

For Russian nationals, obtaining a visa document is possible according to a simplified scheme if certain conditions are met. You can obtain a residence permit in the republic when purchasing real estate worth over $400,000 in Tashkent and the region; from $200,000 in Samarkand, Bukhara, Andijan, Fergana regions; from $100,000 in remaining regions.

What is happening now and is it worth going to Uzbekistan without refusal?

Today the situation is such that the government of Uzbekistan has become concerned about whether people have two citizenships. And therefore, cases of punishment for crossing the Uzbek border with a Russian passport have become more frequent. And the only option to avoid punishment is to formalize the renunciation of citizenship.

I'll tell you from personal experience.

Everywhere they just talk about the fact that in order to cross the Russian-Uzbek border without problems, you just need to submit documents to renounce citizenship. I submitted documents to renounce my citizenship right before my trip to Uzbekistan and was sure that there would be no problems. In principle, there were none, except for one discrepancy - they did not register me in my Russian passport.

I arrived in Uzbekistan with a Russian foreign passport, collected the necessary package of documents for registration, attached a certificate of submission of documents to renounce citizenship, and was sure that everything was in order.

Instead of registration, I was given two papers in which it was written that I applied for registration, presenting a Russian passport. But since the president has not yet signed the decision to renounce my Uzbek citizenship, my Russian citizenship is not recognized. Well, plus they chased me around different offices for these pieces of paper and gave me a lecture about how wrong I was for arriving with a Russian passport.

As a result, I have two passports in my hands - Russian and Uzbek, and neither one has registration.

Is it worth going to Uzbekistan?

And two pieces of paper. As the police chief in Bukhara explained to us, I had to enter the country using an Uzbek passport. The papers that were given to me allow me to stay on the territory of Uzbekistan. The validity period of this document is unknown to me. One employee said a month, but the boss said that I could easily leave Uzbekistan with this paper in six months. Well, we’ll check whether this is true or not, because I want to leave the country in six months.

What does a Belarusian tourist need to know to avoid trouble in Uzbekistan?

As for a tourist’s stay on the territory of Uzbekistan, there are some nuances related to the internal way of life of the country:

  • Tourists are required to register after the first three days of their stay. If you go to Uzbekistan on a tour, everything happens automatically when you check into the hotel. For independent travelers, this can be a problem if they choose to stay in private apartments or cottages. Hotels issue papers with a special stamp confirming your registration - they cannot be thrown away, as they may be required when departing from the country;
  • Upon arrival in the country, foreigners fill out a declaration, which must include the amount of all available cash. On the way back, a declaration is also filled out. It is important that the amount of exported currency does not exceed the amount imported. In Uzbekistan, this is strictly observed and the contents of foreigners’ wallets are carefully checked upon departure.

To avoid troubles in a foreign country, we advise you to familiarize yourself with the recommendations for entry, stay and exit in advance. Such information can be found on the embassy’s website, and also partially on the Ministry of Foreign Affairs website. As a rule, when going on a trip in an organized group with travel companies, company employees take on organizational functions and also inform tourists about the possible nuances of the trip.

Before submitting documents for settlement, you need to make sure that the administration has the right to accommodate and register foreigners.

The citizen must receive a registration card, which must be retained until returning to the country of permanent residence.

The coupon records information about the place of temporary registration of the citizen; Additionally, a memo is issued listing the rules of residence in the country. Nuances of registration upon arrival in Tashkent

One of the mandatory actions that every Russian must do within 3 days after his arrival in the country is to register at his place of residence. This can be done directly through the hotel or by contacting the passport office yourself. Upon registration, the tourist is given a specific coupon indicating that he has a temporary residence permit.

However, it is worth paying attention to the fact that quite a lot of hotels deceive their guests in this way, since they simply do not have the right to accommodate foreigners on its territory. In the absence of such a license, they cannot issue a ticket, and therefore a tourist may find himself violating the law simply out of ignorance, because unscrupulous hotel owners simply remain silent about its absence.

There are also a number of situations when you do not need to notify the passport office of your arrival. To register, you will need to present your passport.

These include:

  • The trip falls on weekends or holidays, when services simply do not work.
  • Stay in Uzbekistan will not exceed 3 days.
  • A tourist is not going to stay in one place for a long time during the trip - that is, at least every 3 days he will leave for another city.

Attention! Before checking into a hotel, be sure to ask the owner to provide a license to accommodate foreign guests, as this may have a negative impact when leaving the country.

Features of traveling by private car

Entry into Uzbekistan can be made not only by rail or air transport, but also by crossing the border in a personal car. To travel by car, it is necessary to take care in advance of preparing the route along which the traveler intends to get to his place of temporary residence. Regardless of whether a visa to Uzbekistan is required for Russians or the driver enters the country under a visa-free regime, he must have foreign passports for himself and all passengers, an international driving license, a technical passport with registration for the car, a technical ticket, a car insurance certificate . In cases where the car belongs to another owner, the driver must have a general power of attorney with the right to travel abroad, issued by the owner of the car and certified by a notary.

When filling out the declaration, the passport data of the driver and all passengers, where and why the trip is being made, and the characteristics of the car are recorded in it. During customs inspection, personal belongings and cars are inspected. Since all the cargo will have to be pulled out of the car, a queue always forms at the checkpoint.

While in the customs inspection area, passengers and the driver are prohibited from leaving the car, making phone calls, or taking photographs until they receive the appropriate command. In case of violation of customs control rules, the perpetrators may be punished, including confiscation of photographic equipment and mobile communication devices.
