On October 6, 2021, the rules for crossing the Kazakh border were tightened. The reason is the worsening epidemiological situation.

Free entry is allowed only by plane for citizens of those countries with which Kazakhstan has resumed international air traffic.

Russians who have not passed a test for the absence of coronavirus infection are not allowed into the territory of Kazakhstan.

To enter the Republic of Kazakhstan, you must present at the border control a certificate of passing a COVID test using the PCR method. The test must be taken no earlier than 72 hours before travel.

Travel by car is only allowed to those who are allowed to enter Kazakhstan through the land border during the pandemic.

Documents for traveling by car

The main documents for entry are a passport of a citizen of the Russian Federation or a foreign passport.

It is allowed to enter Kazakhstan in 2021 using an internal passport of a citizen of the Russian Federation.

Taking out car insurance

A Russian car must be insured: police in Kazakhstan often stop it, and the traveler faces a fine for not having this document.

Insurance can be obtained after almost every border crossing. The cost of insurance does not depend on the number of drivers. The average price of insurance is 2,400 rubles.

Russian driver's license in Kazakhstan

To travel to Kazakhstan by car, it is enough to have a Russian license. But you can also have international rights with you.

Trip with animals

You can import into the territory of the Republic of Kazakhstan by vehicle:

The history of imported animals should not include panleukopenia (in cats), rabies, dermatophytoses (in cats), tuberculosis, or anthrax.

Cargo transshipment through seaports must be carried out strictly in compliance with sanitary and epidemiological standards. Crew exit from ships is prohibited.

Border crossing

There are 14 border crossing points on the Russian-Kazakh border. The smallest border crossing is the Nikolaevsky DAPP.

Large international border crossings are Petropavlovsky and Orenburg. Driving there is quite difficult: the traffic is dense, the queues are huge.

During the tourist season or during holidays, cargo traffic at the border is very high. If possible, it is better to go in the off-season: you can get to Kazakhstan faster.

Citizens of Kazakhstan often stand in line in cars with Russian license plates: it is a little more difficult for them to leave Russia than for the Russians themselves.

If there are a lot of Kazakhstanis at the border, Russian citizens are advised to ask customs officers to let them through: there is a separate corridor for them, where there are practically no queues.

Customs regulations

The Republic of Kazakhstan is part of the EAEU. This means that on the territory of the country the same rules for transporting various goods across the border apply as in other states of the Customs Union.

From 01.01.2020, when importing goods into Kazakhstan that cost more than 2.0 thousand euros, it is required to pay a customs duty of 15% of the total amount.

What is not subject to duty

Since January 2021, the government of the Republic of Kazakhstan has changed the rules for duty-free import of goods from abroad.

The norms for duty-free import of goods for individuals from abroad are 200 euros. Total volume – 31 kg.

Allowed to import:

  • laptop/tablet – 1 unit/1 person;
  • mobile device – 2 units/1 person;
  • baby stroller – 1 unit/1 person;

Restrictions and prohibitions

According to the customs rules of Kazakhstan, it is prohibited to import into its territory:

  • regulated goods and products that have been contaminated with quarantine organisms;
  • soil (and plants with soil);
  • pornography and any obscene materials;
  • narcotic drugs (except when required for medical reasons);
  • ammunition;
  • any types of weapons.

Border dispute between Russia and Kazakhstan threatens the EAEU - media

From January 1, 2021, the chairmanship of the Eurasian Economic Union (EAEU) passed to the Republic of Kazakhstan (RK). At the end of 2021, relations between Russia and Kazakhstan ceased to be cloudless. The statement by State Duma deputy from United Russia and Chairman of the Board of the Russkiy Mir Foundation Vyacheslav Nikonov that “the territory of Kazakhstan is a great gift from Russia” caused a sharp reaction from the Ministry of Foreign Affairs of the Republic of Kazakhstan. However, Nikonov was supported by his colleague in the ruling party, Yevgeny Fedorov .

Co-chairman of the Socialist Movement of Kazakhstan Ainur Kurmanov shared his view on the situation with the Free Press publication .

— I don’t think that the upcoming elections to the parliament of the Republic of Kazakhstan will bring any surprises. Everything has been calculated and thought out in advance, lists of deputies who should go to the lower house have been prepared, and the winning parties have been determined. The result is known in advance. And the main winner is known - the pro-presidential Nur-Otan party, headed by Nazarbayev .

I don't expect any mass protests. People don't believe in existing political parties. The last formally opposition “National Social Democratic Party” refused to participate in the elections. Only satellite parties participate. Therefore, it does not matter how much interest they receive. They all represent a single party in power.

“SP”: — Rumor has it that Nazarbayev is not happy with Tokayev. He, they say, is pursuing too independent a policy. Or is this idle talk?

- It's all one. They have no differences. They act according to a general scenario. Nazarbayev has not really gone anywhere. He remains the main super-arbiter within the political system that he himself built. He is the head of the Security Council of the Republic of Kazakhstan, which is now not an advisory, but a constitutional body. All branches of government are subordinate to him. Nazarbayev controls the appointment of security officials. Essentially, he controls Tokayev.

“SP”: — What does this continuity mean for Russian-Kazakh relations?

— In my opinion, since the end of 2013, the leadership of Kazakhstan has set a course to slow down the processes of integration with Russia and rapprochement with other centers of power: the West and China. This is a continuation of a multi-vector policy. But with the beginning of the confrontation between these centers of power over the past two years, an irreconcilable contradiction has arisen, which will only worsen. The Republic of Kazakhstan will try to weaken the EAEU from within as much as possible and torpedo integration with the Russian Federation. This is beneficial to the West.

“SP”: — Why does Nur-Sultan need this? The USA is far away, Russia is nearby...

— The objective reason is that the export economy, the raw materials model of capitalism, built by the same Nazarbayev, is “tailored” for the Western market. For example, 70% of oil goes to European countries. The same applies to metals and other minerals, which Kazakhstan is rich in.

In addition, since the 1990s, two thirds of the raw materials sector and the mining industry belong to Western corporations. And subsoil use contracts are enslaving for Kazakhstan itself, in the interests of the United States and the EU, since natural rent is not paid. This determines the foreign and domestic policy of the Republic of Kazakhstan.

Kazakh oligarchs, including members of the Nazarbayev family, keep their capital in offshore zones and have villas in Europe. The assets of the National Fund of the Republic of Kazakhstan are also kept in the EU and the Bank of New York. So the “Kashchei’s needle” of the Kazakh authorities is kept in the West. The West can easily manipulate the position of the top in a direction favorable to itself.

“SP”: — It turns out that the ideas of the Kazakh blogger Ermek Taychibekov about rapprochement with Russia up to the formation of a single state are dangerous for the Kazakh authorities? No wonder they keep him in prison...

“There had been persecution of supporters of this idea before, before Ermek’s arrest. I think he will be convicted. For warning - so that others don’t twitch. Still, such sentiments exist. Building a mono-ethnic state with a nationalist ideology causes rejection among both local Russians and Russian-speaking Kazakhs. Not everyone supports the course of conservation and isolation.

The Nazarbayev regime followed the path of the late Karimov . But if Uzbekistan has now begun to open up and joined the EAEU as an observer, then Kazakhstan is moving in the opposite direction. The Latin alphabet for the Kazakh language is being introduced to break the continuity of the older Soviet generation of Kazakhs and youth.

This is a purposeful policy for the sake of separating the Republic of Kazakhstan from the general socio-cultural information space. It still exists, but it is being destroyed. I call this a national revolution from above. Without any Maidans, purely bureaucratic methods, in which Kazakh nationalists play the role of government agents.

They are organizing a Russophobic campaign in the country, demanding the abolition of the official status of the Russian language, and supporting a decommunization campaign, which is in fact a de-Russification campaign. This turns Kazakhstan into a state hostile to Russia. And this trend is only intensifying.

"SP": - Can Moscow reverse this trend? Or is that all, the train has left?

— Much depends on Russia’s position. Moscow should make its position clearer, without retouching. For example, it is more adequate to respond to the purely pro-Western actions of the Republic of Kazakhstan, which are obvious to everyone and which are not given a harsh assessment. We are talking about the emergence of military and paramilitary organizations of NATO and the Pentagon on the territory of Kazakhstan.

“SP”: - Can you be more specific?

— In Eastern Kazakhstan, the Americans are opening a training center for specialists in the protection of nuclear facilities. We are talking about a center for low-enriched uranium, built on the basis of the Ulba Metallurgical Plant (Ust-Kamenogorsk) with money from the USA, EU and Saudi Arabia under the roof of the IAEA. But in fact, this is another American object.

It was immediately clear to me that Nazarbayev would take advantage of the situation to drag American military specialists into Kazakhstan, supposedly to protect these facilities, which is what happened... In addition, the Americans built a center in Almaty for training border guards of Central Asian countries. Equipment is also imported from the USA. All data about people passing through the border will go to the United States.

In December, Kazakhstan bought two reconnaissance aircraft from the United States for $128 million. What is the ROK going to explore? The territory of Russia, China?.. Since 2008, a certified NATO training center has been operating in Karaganda, which trains junior and mid-level officers on the model of the alliance. Ostensibly for peacekeeping missions.

Also, every year in Kazakhstan the Steppe Eagle military exercises are held jointly with the United States and Britain. There are other exercises aimed at practicing tactical interaction between the military of both countries. Well, everyone already knows about the biological laboratory in Almaty. Research institutes of Kazakhstan work there under Pentagon programs and with American money.

So we are talking about long-term policy. Now this is becoming more and more noticeable. It’s not clear why the Russian media don’t write about this?

“Relations between Russia and Kazakhstan as a whole will remain quite smooth, because the issues that unite us are greater than the accumulating contradictions,” continues Maxim Vilisov, deputy head of the department of public policy at Moscow State University .

"SP": - What threats do you see?

“Both countries are under attack due to unfavorable economic conditions, including for raw materials, and the crisis caused by the pandemic. And since Russia is also suffering economically (namely, it is the driver of the EAEU), perhaps China will again become Kazakhstan’s priority. Since its economy will be in positive territory by the end of 2021.
