During the period of registration of a new passport, in the event of its replacement, loss or theft, a citizen of the Russian Federation, at his request, may be issued a temporary identity card (clause 17 of the Regulations on the passport of a citizen of the Russian Federation, approved by Decree of the Government of the Russian Federation of July 8, 1997 N 828; clause 2.1, 2.2 of the Administrative Regulations, approved.

Taking into account that a temporary identity card is issued to a citizen upon issuance (replacement) of a passport, we recommend adhering to the following algorithm.
Step 1: Take a photo for a temporary ID

A citizen has the right to apply for the issuance (replacement) of a passport directly to the territorial body of the Ministry of Internal Affairs of Russia or through the MFC or through the Unified Portal of State Services (clauses 10, 14 of the Regulations on the passport of a citizen of the Russian Federation).
At the request of the citizen and upon presentation of a photograph, an employee of the territorial body of the Ministry of Internal Affairs of Russia will issue him a temporary identity card on the day of application (clause 17 of the Regulations on the passport of a citizen of the Russian Federation; clause 76 of Administrative Regulation No. 391).
When applying through the MFC, interaction with the territorial body of the Ministry of Internal Affairs of Russia is carried out by the MFC without the participation of the applicant (clause 54 of Administrative Regulation No. 391). When applying through the Unified Public Services Portal, you can obtain a temporary identity card upon a personal visit to the territorial body of the Ministry of Internal Affairs of Russia after the applicant receives an electronic message that his application for the issuance (replacement) of a passport has been accepted for consideration (clause 68 of Administrative Regulation No. 391).
A temporary identity card is issued for the period of registration of the passport (clause 17 of the Regulations on the passport of a citizen of the Russian Federation).
