How to restore a stolen passport of a Russian citizen

Author: Maxim Potashev

The Union has been gone for a quarter of a century, and its legacy will haunt our country for a long time. What does the passport regime cost? Having lost this document, a person faces an unimaginable number of problems, how many papers need to be restored, how many organizations need to prove that you even exist. In any business, the most difficult thing is to start taking action. And when a passport is stolen, many simply do not know what to do and where to run first.

Passport regime

On the territory of the Russian Federation, the main document of every citizen is a passport:

  • Only with its help can you conclude deals and sign contracts;
  • Needed to visit any sensitive facility;
  • He can be checked on the street by the first police patrol he encounters;
  • With the help of a small book you can get comprehensive information about a person.

If in the provinces the desire to check whether patrol officers are registered is extremely rare, then in large settlements and the capital you may be considered a suspicious person several times a day. That is why it is better to always carry the document with you, not forgetting that the loss of a passport is associated with many additional problems.

So you need to look after your passport no less, and even more, than your phone or wallet.

State duty for a stolen passport

To pay for the production of a passport to replace the stolen one, you will have to pay one and a half thousand rubles. This circumstance is regulated by paragraph No. 18 of Article 333.33 of the Tax Code.

The receipt to be paid will be issued by the Federal Migration Service or bank. Depositing money is possible at Sberbank branches using a terminal or through the reception window.

Also today, the service of depositing money into an account through the bank’s online portal or EPGU is available, which will be discussed below.

It is important to know that if a document serving as proof of identity is damaged or lost, a person can be charged under two parts of Article 19.15 of the Code of Administrative Offenses of the Russian Federation and 19.16 of the Code of Administrative Offenses of the Russian Federation.

For living in premises without a document, a fine of several thousand is imposed. Also, intentional destruction and damage to a document, its careless storage, resulting in loss, entails an administrative fine of up to three hundred rubles.

How to recover a stolen passport?

If you find that a document is missing:

  1. Visit the nearest police station and file a report about the theft or loss of your passport;
  2. Receive a coupon confirming the registration of your application;
  3. With the received document, go to the Federal Migration Service at your place of residence;
  4. Write in any form a statement about the loss of your passport;
  5. Receive form 1P
    and fill it out;
  6. Pay the state fee and return with the receipt details;
  7. Bring 4 color photographs.

The full list of documents can be found on the website of your FMS branch or consulted by phone; the requirements may differ slightly.

If you have:

  • Military ID;
  • International passport;
  • Child's birth certificate;
  • Certificate of marriage or divorce.

You will also have to bring these documents in order to receive the appropriate marks in your new passport. Otherwise, you can “lose” your wife and three children, while remaining, according to your identity card, a confirmed bachelor.

Within ten days you are required to issue a new passport, the cost of the issue is 1,500 rubles in state duty and the cost of photographs. Cheap and fast, but the work schedule and the degree of nervousness of the employees of the nearest FMS office may disappoint. So you yourself will have to stock up on a fair amount of patience

.

Where to go if your passport is stolen

The issuance or replacement of a basic identity document is carried out by the Federal Migration Service of Russia, namely the local branch of the area where the person who has lost the document lives or is staying.

If a passport has been stolen, the citizen should first report this to the Department of the Ministry of Internal Affairs at the place where the crime was committed.

This is necessary to obtain a certificate of the incident, which is issued after submitting a written application.

Otherwise, the situation may be regarded as a violation of the country’s legislation on the part of the person who has lost the document.

With the coupon, as a matter of urgency, the victim should write another statement about the incident - this time to the department of the Federal Migration Service of the Russian Federation at the place of residence, stay or treatment.

If, for health reasons, a person who has suffered from the actions of an attacker cannot independently visit the above institutions, a specialist can come to him upon special request.

You can arrange for an official to visit your home through a written application to the office of the Federal Migration Service of Russia. It is also permissible to submit an application later, when your health has been restored, if we are talking about temporary incapacity, but you will need to prove your condition with certificates from a doctor. The Administrative Regulations of the FMS speak about this.

What to do if your passport is stolen in a foreign city?

In another city there should be much more problems, but this is not the case:

  1. Go to the police station and write a statement;
  2. Go to any branch of the Federal Migration Service;
  3. You receive a “Temporary identity card of a citizen of the Russian Federation”;
  4. Request the passport office to request an extract from the housing registration card at your place of registration in your hometown;
  5. Collect a standard package of documents;
  6. Wait 2 months and pick up your completed passport at the same office.

Yes, several additional points appeared, and the period from 10 days extended to a full 2 months. But the algorithm, by and large, has not changed. It is not necessary to go to your hometown or try to restore documents using some other tricks. Any FMS branch can remotely request relevant statements from its colleagues; traveling halfway across the country is absolutely not necessary.

The price of the issue will also not change, but the application will have to be filed for loss, not for theft. In any case, if you want to restore your ID as quickly as possible.

Appeals to the police and FMS

The first step after discovering the theft is to contact the police. You can apply either at your place of residence or directly at the place where the theft occurred. In any case, representatives of the authorities must accept the application and also issue a temporary notification coupon. It indicates who, when and why contacted the police.

It is not at all necessary to look for the nearest department; you can contact the local police officer directly or the police officers who patrol the streets. If the theft occurred recently, there is a chance that the attacker will be detained. However, this happens extremely rarely.

If the passport was stolen quite a long time ago, and the loss was discovered recently, then the police may require an advertisement to be made in the newspaper. It indicates the number, series of the passport and the fact that it is invalid. It is best to do this before going to the police to provide a newspaper clipping with an advertisement. In this case, the missing person report will definitely be accepted.

In the application itself you must indicate the following information:

  • personal data;
  • passport series and number;
  • contacts for communication.

You should also describe the circumstances under which the theft occurred. It is necessary to give a detailed description of the place and time of the incident. It would be useful to describe the attacker if you saw him.

It should be understood that if the document was simply lost or left on public transport, then you should write a statement about the loss, and not about theft.
Otherwise, the person will act as a false informer, and for this there will be criminal penalties under the article on “False denunciation.” If you lose it, you just need to contact the migration service. You need to contact the FMS at your place of residence or registration. At the branch you will need to fill out two forms:

  1. Report of theft. It needs to describe in detail the details of the incident.
  2. Application for reissue.

All applications must be written in as legible handwriting as possible. Errors and corrections are unacceptable; if they happen, it is better to take a blank form and write everything again.

After filling out all the forms, a receipt for payment of the state duty is issued. If your passport was stolen, you will not have to pay a fine. You will need to pay about 500 rubles for issuing a new document.

After submitting a complete package of documents, a temporary identity card is issued. Its validity period is 2 months, but if necessary, the certificate can be extended. During the period of passport restoration, the certificate completely replaces it.

My passport was stolen and I took out a loan: what should I do?

Theoretically, immediately after the loss, you should have gone to the police station and filed a report of theft or loss.

If this is done, but you find a loan issued to yourself:

  • Go back to the police station and file a fraud report;
  • State all the facts - when the passport was stolen, when and from which bank the loan was taken out;
  • Refer to your previously submitted application;
  • Leave the matter to the police.

In this scheme, you don’t need to go to the bank at all. According to your documents, no one could legally take out a loan. This means that there is fraud on the part of bank employees, and let the police, Organized Crime Control Department and other structures deal with this matter. Considering the fact that it is no longer the nineties, banks are trying to resolve problematic situations that have arisen in favor of the client, because this is a blow to the prestige of the entire corporation.

Just imagine what a gift for competitors - in the Horns and Hooves bank you can take out a loan using stolen documents, and “colleagues” are not shy about getting involved in fraudulent schemes.

An unscrupulous employee will be identified and sanctions will be applied to him, and the victims will be relieved of any obligations. Most likely, you will not be the only “borrower”, so you can try to find other defrauded victims

, if it comes to class action lawsuits.

In this video, Alena Timofeeva will tell you what to do if a loan was issued for a passport that was stolen from you:

How to prove your identity without a passport

After the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs has accepted your documents, you can ask the employee to issue you a temporary certificate. It will be enough to travel around the territory of the Russian Federation, buy tickets, but you won’t be able to travel abroad. The form does not contain information about registration at the place of residence and cannot be used for registration.

In the usual manner, that is, when a passport is issued at the place of permanent registration, the certificate is issued within 10 minutes; in other cases, the issuance of the form may take up to 2 months, since migration service employees will need to send a request to the office at the place of your registration to confirm your identity.

To speed up the process, presenting any paper that contains your first and last name and, possibly, a photograph will help. According to the second paragraph of clause 114 of the Administrative Regulations, the request must be sent within 24 hours by email after the victim has received an application and confirmed his consent to data processing.

Timely submission of application

After losing your passport, it is important to write a statement to the police as quickly as possible:

  1. You won't have to pay a fine;
  2. It will be possible to receive a new document in 10 days;
  3. There will be no additional problems with the administrative code;
  4. Stop being afraid of police squads on the street at any time of the day;
  5. Protect yourself in case someone decides to make extra money using your ID.

The walls of the department are ready to receive you at any time of the day or night, although 5-6 hours rarely radically change matters in this matter.

Having a foreign passport will not help get rid of all possible problems. Sooner or later you will have to restore your internal passport

, the longer you wait, the more fines you will have to pay in the end. Again, no one is protected from credit fraud.

Now the percentage of loans based on stolen documents is decreasing every year, but unscrupulous employees still remain in all structures.

Deadlines for issuing the document

If documents about the theft were submitted to the migration service department at the place of registration, then a new passport will be issued within 1 month.
If the documents were submitted to another department, then you will need to wait about 2 months for a new passport. You need to pick it up within a month. Otherwise, an administrative penalty will be imposed in the amount of 1,500 to 2,500 rubles. Documents for passport renewal

To restore your passport, you must submit the following package of documents to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation:

  • Application (form No. 1P) for the issuance of a passport;
  • Two color or black and white photographs, size 35x45 mm;
  • Additional documents for making appropriate notes (marriage and/or birth certificates, military ID);
  • Details or a copy of the receipt for payment of the state duty.

If a passport is replaced due to the theft of a previously issued document, a citizen has the right to attach a police notification coupon to the application. In the absence of a coupon, the authorized bodies will require you to indicate the place and date of contacting the authorities regarding the fact of theft for subsequent verification of the information.

First actions

If your passport has been stolen, the first thing to do is contact the relevant authorities. This need is due to current legislation, as well as the need to invalidate a lost document so that it cannot be used by attackers. In addition, it is not recommended to delay the renewal of your passport, because if you live without it, the law provides for administrative liability. Thus, for a long period of absence of such a document, a fine of up to 3 thousand rubles is imposed on a person.

Where to contact

First of all, if a passport theft has occurred or is suspected of having been committed, you should contact the nearest department of the Ministry of Internal Affairs. There you need to make an application in writing. It contains the following information:

  • date when the loss occurred;
  • passport details, if possible;
  • circumstances surrounding the loss;
  • the place where it is believed this could have happened.

Law enforcement officials are required to record the fact of the appeal received to them, since this act is punishable by law, according to the Criminal Code of the Russian Federation. Therefore, in a situation where someone wants to use a stolen passport, the person will not have to be held accountable for the actions committed with him.

In addition, the sooner the victim reports the theft, the greater the chance for investigators to find the applicant’s document. If he delays this, the likelihood of this will decrease to almost zero. After this, the citizen must contact the Migration Department of the Ministry of Internal Affairs to obtain a new document. It is this department that is currently in charge of their registration.
