Registration of a temporary residence permit for citizens of Tajikistan allows them to legally live and work within the territory of the Russian Federation for three years. Procedure for obtaining temporary residence permits for citizens of Tajikistan

Registration of a temporary residence permit consists of several stages:

  • drawing up an application for permission;
  • passing a comprehensive exam;
  • passing a medical examination;
  • filing a petition;
  • consideration of the application;
  • issuance of temporary residence permit, fingerprinting.

Drawing up an application

The applicant is determined by the type of application: quota, preferential. Relevant supporting documents are selected for a preferential application. An application for issuing a temporary residence permit is submitted in person to the territorial office of the Ministry of Internal Affairs/FMS, or remotely on the State Services portal.

Exams

The comprehensive exam includes a written paper and an oral interview. To successfully pass the test, the applicant must confirm knowledge of the language, history and legislation of the Russian Federation.

What documents are required?

To obtain permission to stay in the Russian Federation under a quota, you must provide the following documents to the department of the Ministry of Internal Affairs:

  • application for a temporary residence permit in 2 copies;
  • a notarized and translated into Russian photocopy of the passport of a citizen of Tajikistan;
  • migration card (sheet B), or arrival sheet;
  • certificate of passing a comprehensive exam on knowledge of the Russian language, law and legislative framework of the Russian Federation;
  • medical certificates for HIV, tuberculosis, drug addiction;
  • 2 black and white photos 3.5x4.5 cm;
  • receipt of payment of state duty.

Application example

When applying for a permit on preferential terms, the applicant attaches the basis document to the listed papers:

  • photocopy of marriage certificate;
  • photocopy of birth certificate (for natives of the RSFSR, Russian Federation);
  • certificate of personal disability of the applicant, copies of passports and birth certificates of children who are citizens of the Russian Federation;
  • contract for military service under a contract on the territory of the Russian Federation;

Quotas for citizens of Tajikistan

Every year the Russian Federation sets a quota for obtaining temporary residence permits. Therefore, only a limited number of applicants can be issued this permit. However, if there are legal grounds, some categories of foreigners may receive a temporary residence permit in Russia outside the quota.

The quota for temporary residence permits for citizens of Tajikistan does not matter in the following cases:

  • if a citizen of Tajikistan was born on the territory of the Russian Federation, the USSR or the RSFSR and the country of the USSR is indicated on his birth certificate;
  • if the Tajik is the legal spouse of a Russian citizen;
  • if a citizen of Tajikistan has a disabled parent(s) or a minor child permanently residing in the Russian Federation;
  • if a disabled citizen of Tajikistan has able-bodied children permanently residing in Russia;
  • if a Tajik participates in the resettlement program for compatriots and their families.

To confirm the right to receive a temporary residence permit outside the quota, a foreigner must submit the relevant documents to the migration division of the Ministry of Internal Affairs of the corresponding region.

A person who has been granted a residence permit does not stand or vote in local, regional or federal elections;
