Do you need a visa to Mexico?
For a single entry into Mexico, Russians must obtain an electronic permit to visit the country. This is a mandatory condition for tourists who do not want to apply for a visa, but plan to visit the state. Most Russians whose goal is to get to know the country or have a beach holiday choose this option because the procedure is very simple and the likelihood of refusal is low.
This document allows you to cross the Mexican border only by air . Russian citizens who plan to cross the country's border by sea or land must obtain a Mexican visa.
Also, citizens who plan to stay in the country for more than 180 days and have a reason to do so must obtain a visa. Initially, you need to collect the necessary documents, and then contact one of the institutions that accepts documents and issues visas.
Self-processing of documents for a visa to Mexico
The electronic permit required to travel to Mexico can be obtained independently without much difficulty. If you need to apply for long-term work, study and other categories of visas, you will need to make an appointment at the consulate and undergo a personal interview at the Mexican embassy in Moscow.
As a rule, this procedure does not present any particular difficulties if all the required documents are prepared, filled out correctly and submitted at the same time. You will need to pay the visa fee in full and wait for your application to be processed (this usually takes up to 10 days).
The visa application fee is 36 US dollars and is paid in Russian rubles at the current exchange rate. Then you should pick up your passport with a visa or understand the reasons for the refusal (if necessary, submit a second application, eliminating existing shortcomings or preparing additional papers at the request of the consulate).
If you do not have the time or desire to deal with the process of preparing documents personally, you can use the services of Visa Centers. Choose the one closest to your locality and contact specialists for advice and to facilitate the procedure for collecting documents. As a rule, such organizations have the right to submit and collect client documents after a visa is issued, which will also save you from the need for a second visit to the consulate and save time.
What visa do you need for Mexico?
Initially, tourists need to decide on the purpose of their trip, because there are several types of visas that differ in their validity period. The easiest way to visit Mexico is to apply for an electronic permit without visiting special institutions.
Multiple entry visa
Russian citizens apply for a multiple-entry visa only if the purpose of the trip meets one of the following reasons:
- studying for a long time in a Mexican educational institution;
- treatment for more than 6 months;
- frequent travel;
- moving to relatives;
- regular long-term visits, for example, at the invitation of relatives or friends;
- another purpose of the trip.
Six-month multiple entry visa
A six-month multiple-entry visa to Mexico is a subtype of a multiple-entry visa because it is issued for 6 months. Documents for this type of visa are submitted by active travelers, as well as citizens whose purpose of visit is a business trip; as a rule, these are employees of Russian companies that have branches in Mexico.
This type of visa allows you to cross the country's border several times throughout the duration of the visa.
Ten-year multiple entry visa
This is the most requested type of visa among Russian citizens because it is valid for 10 years. The presence of this visa does not exclude the fact that migration service employees may not allow you into the country, because they are the ones who make the final decision, but this is only in extreme cases, if some rules have been violated.
The greatest chances of getting a ten-year multiple-entry visa are for Russian tourists who have relatives in this country, a salary of more than $700, and also travel a lot, especially in European countries and other highly developed countries.
Study visa
Russian applicants who want to receive education at an educational institution in this country can apply for a student visa. Applicants who collect all documents can count on a positive response, because the probability of refusal is a minimal percentage.
Before submitting documents you need:
- negotiate with the educational institution about admission;
- pass all the necessary tests to obtain an education;
- receive an official invitation from an educational institution located in the country;
- pay for tuition, if admitted on a paid basis, or submit a certificate of free education to the embassy.
If a foreign applicant successfully passes all tests, he can count not only on free education, but also on a scholarship, which differs depending on the university, specialty and course.
Who does NOT need a visa to Mexico?
1. Holders of a valid multiple visa to the USA, Canada, Schengen, Japan, Great Britain 2. Permanent residents of the Schengen countries, the United Kingdom, Canada, the USA.
Accordingly, holders of, for example, a Schengen visa can easily enter Mexico using it.
But this does not negate the need to obtain a migration card and the requirements for additional documents that Mexican customs officers may request from you, which I write about below.

Mexico e-visa: how to apply for a visa online?

Online registration of the document is carried out using this link:

Before completing this document, you need to pay attention to the following nuances:
- This document must be completed no earlier than a month before the planned trip;
- You can stay in the country for no more than a month at a time;
- crossing the border is possible only by air;
- the airline that operates the flight must participate in the SER scheme;
- the permit must be printed;
- It is imperative to double-check all the information entered in the form, because if an error is found, the tourist may be denied an electronic permit.
Important! The electronic permit is a one-time use, so if you cross the border again, you need to take care of obtaining a second electronic permit, but with different departure dates.
Required documents
Russians can apply for an electronic permit after filling out a form on the embassy website. After this, the permit must be printed and presented to airline employees during check-in for the flight. Upon arrival, all tourists must fill out the MMF, that is, the migration form.
When going through control at the airport, one part of the migration card must be given to a special employee, and foreign citizens must keep the second part throughout the entire trip. If the migration card is lost, the tourist will be issued a fine, which must be paid.
As a rule, migration cards are issued on the plane to speed up the process of passing control. If you have any questions, you can contact the flight attendant, who will tell you how to fill out the migration card correctly.
The card must be filled out for each tourist, so you will also need to fill it out for minor children. You can have a sample of filling out a migration card with you, but you need to fill it out on the plane or upon arrival.

How to independently obtain an electronic permit to enter Mexico
You can apply for an electronic permit to Mexico no earlier than 30 days before the start of your trip. To do this, you need to fill out a form on the website (if the page with the form does not open, then use the instructions ) and wait for confirmation of permission to enter the country. Most often, the answer will come to you in just a few minutes. After receiving the permit, you need to print it out and present it at check-in for your flight, as well as upon arrival and through customs control, along with your registration card.
Attention! When applying for an electronic permit yourself, you must check your passport data indicated in the document (last name, first name, date of birth, date of entry, etc.), as well as the procedure for its registration. Frequent errors are: the first name is indicated instead of the last name and vice versa, the gender of the tourist is incorrectly indicated, the date of birth is indicated incorrectly, the last name/first name is indicated with an error, and other errors. Tourists who have discrepancies in their visa documents with their passport details will be denied entry into the country.
This permit will allow you to enter Mexico one-time within 30 days of receiving the permit. If your trip suddenly gets delayed, you can re-apply. You can stay in the country for no more than 180 days. In this case, the validity of your foreign passport must be at least 6 months from the date of the trip.
If you have received a refusal from Mexico to issue an electronic entry permit, you must apply for a visa at the Consular Section of the Mexican Embassy in Moscow. The visa processing time is 6-11 working days. In this case, be sure to attach a printed refusal to issue an electronic permit to the set of documents!
Let's take a closer look at how to fill out the form correctly so that you do not receive a refusal to issue an entry permit.

- When do you plan to travel to Mexico (estimated departure date). Select the approximate departure date, in the “day/month/year” format. That is, you are planning a trip on 05/01/2018, and you decided to fill out the electronic permit on 03/22/2018. If the result is positive (confirmed to you), your permit will be valid until March 22, 2018+30 days, i.e. until 04/21/2018. With this permission you will not be allowed to board the plane. - How long do you plan to stay in Mexico? The maximum allowable period of stay under an electronic permit is 180 days, so you should not indicate more than 180 days.
*Keep in mind, this 180-day period will be confirmed directly at passport control in Mexico at the discretion of the border patrol officer. With short periods (up to 30 days) problems usually do not arise.

After this, all completed information must be saved. The system will require you to re-check the accuracy of the information and the absence of errors, so you will also need to click on “Accept” at the bottom of the page. Absolutely all applicant applications are processed automatically by a computer system. The result can be obtained within a few minutes after saving all the information on the site.
Next, save the form and wait from 2 to 30 minutes. Confirmation or refusal of an electronic permit to enter Mexico will open in the same browser window. Once it has opened, you need to print this permit (or save it in PDF format and print it later).
Electronic permit to Mexico for Russians is an excellent option for tourists who do not have experience in tourism and filling out visa documents, because less than one percent of applicants are refused. If the system still gives a refusal, you need to contact the embassy.
Mexico visa photo requirements

- color photograph without defects;
- size 30x40 mm;
- the face should be positioned from the front without distortion;
- the background can only be white;
- the head should be located in the center of the photo;

Nuances of an electronic permit to enter Mexico
- Only citizens of Ukraine, Turkey or Russia can obtain an e-visa. Previously, it was required to be born in these countries, but from January 2021 this restriction was lifted.
- Permission must be obtained no earlier than 30 days before the trip.
- The e-visa is single-entry and allows you to stay in Mexico for up to 30 consecutive days.
- Entry with an electronic permit is only possible by air, that is, through an international airport
- You must ensure that the airline you are flying with participates in the SER. Otherwise, you may not be allowed on board the plane. You need those that are members of IATA (list). However, no one is immune from the stupidity of the staff, so I recommend taking a printout from Timatic about Mexico with you.
If one of these points disappoints you, do not rush to despair. Obtaining a visa from the Mexican embassy is not much more difficult, especially since there are entry options without visas. You can read more in the article about Mexico visa rules.

Features of obtaining a visa when traveling with children
Tourists who are planning a trip to Mexico with minor children need to pay attention to several important features of filing an application. All documents must be completed by a legal representative: parent or guardian.
Also, minor children are not required to have a foreign passport if they cross the border with parents in whose foreign passport the children are indicated (an old-style foreign passport) and, if necessary, permission from the second parent or a document confirming his absence. The new international passport does not provide for entering information about children.
A visa must be issued for minor children who have their own passport.
Also, children over 12 years of age are required to undergo a fingerprinting procedure, which involves identifying a person using fingerprints. If it is not possible to carry out this procedure, you must provide an appropriate certificate, for example, a doctor’s note. For children there is also a consular fee of 36 euros.
Mandatory package of documents for obtaining a visa for a child under the age of majority:
- a copy of the birth certificate;
- international passport of the child or parents, if a minor citizen is included in their international passport;
- notarized consent of the second parent to cross the border of a minor child;
- consent, certified by a notary, of both parents if the child leaves the territory of Russia with a third party;
- sponsorship letter if necessary.
Embassy officials may request other documents to confirm the applicant's true intentions, but this is the exception rather than the rule. There are no restrictions for visiting the country with children, so you need to do the main thing - collect all the documents and submit them in advance to the agency that accepts and issues visas.
Do not forget about vaccinating children against such dangerous diseases as hepatitis, measles, mumps, tuberculosis, chicken pox, rubella and tetanus. Mexican children are vaccinated, but certificates are not required from foreign tourists.
Documents for a visa to Mexico
- Signed and printed application form with a photo attached
- Original passport (valid for more than 6 months from the date of travel to Mexico)
- Photocopy of the 1st page of the international passport (with personal data), on A4 format
- Photocopy of valid visas, if any, on A4 format
- Photocopy of Mexican visas, if available, on A4 size
- 1 photo 3x4, without corners and ovals, color, recently taken, on a white background, without glasses, the face is completely open (paste on the application form)
- Proof of solvency (at least one of the following documents):
- certificate of salary and position (on company letterhead, with the seal and signature of the responsible person); or
- bank account statement for the last 6 months, with the movement of funds, with the bank's seal and the signature of the responsible person and a certificate of ownership of real estate (one certificate is not a document confirming solvency)
Personal presence at the consulate is necessary, since all citizens applying for a visa are fingerprinted.
If the applicant has not yet reached the age of majority, then a copy of the birth certificate is additionally required. When traveling without one of the parents - a photocopy of the notarized consent of the father or mother.
Close relatives - parents, brothers, sisters, spouse - can act as sponsors of the trip. In this case, you will need to confirm their solvency with an original certificate of salary and position or an original bank account statement with the required stamp and signatures. In addition, a photocopy of their passport will be required.
The visa is issued for periods of 180 days or 10 years. Issue is carried out two days after submitting documents.
Price
If an e-visa to Mexico is free, if you do everything and fill out the form in English yourself, then you will have to pay to obtain a full-fledged tourist visa. For Russians it will cost 36 dollars , which can be paid in cash directly at the diplomatic mission. But then anyone who presents a receipt will be able to come up to get the documents.
Registration deadlines
Due to the fact that most people wishing to visit Mexico fill out an electronic document, there are usually no queues at Mexican embassies. The standard visa processing time is 10 days. Although sometimes it takes less time. The cost depends on which visa is required.
Visa validity period
The validity of a visa to Mexico depends only on its type, so regardless of the purpose of the trip, tourists receive a visa for a limited time.
Type of visa | Possible duration of action |
Electronic permission | 180 days |
Semi-annual multiple | 6 months |
Ten-year multiple | 10 years |
Visa cost
The cost of a visa to Mexico is officially established and does not change; the price may differ only depending on the type of visa. Electronic permission to Mexico for Russians is absolutely free. This is the most requested document for crossing the border for tourism purposes, and is also an excellent option for tourists who prefer budget travel.
The cost of a tourist visa to Mexico is 36 euros, and a business or work visa will cost 200 euros. The mandatory consular fee can be paid after submitting all required documents. After paying the full cost, the applicant receives a check, which is also attached to the package of documents.
You can also apply for a visa through a visa center or a travel agency, which are intermediaries and charge an additional service fee for this.
This option will be more expensive than the previous ones, but there are several advantages and disadvantages of filing documents through an intermediary:
- lack of paperwork, because employees of the institution to which the applicant submits documents double-check the presence of all documents and help fill out the application form;
- there is no need to visit the Mexican Embassy in the Russian capital, because employees of the visa center or travel agency forward the documents to this institution;
- visa center employees cannot give a full guarantee of obtaining a visa, although the probability is higher due to the assistance of a specialist;
- You can get a visa later due to the fact that initially the documents arrive at the visa center, and only after that to the applicant.
Russian citizens who are planning their first trip can seek assistance from the visa center staff, although the procedure for submitting documents through the embassy is quite simple.
Applying for a visa to Mexico through the embassy
It is not difficult to obtain a visa to Mexico, so Russian citizens will be able to visit this state without any problems. The immigration policy in the country is very loyal to citizens of the Russian Federation, so the list of required documents for obtaining a long-term visa is much smaller than for another state. Russian citizens are not required to submit certificates confirming the availability of a reserved hotel room (exception: citizens who have crossed the age of 65). You also do not need to provide all the information about the inviting party.
To obtain a visa at the Embassy you need:
- know the period of stay on the territory of the state;
- collect all documents and then contact the Mexican consulate;
- pick up your passport with visa.
Required documents
Citizens who plan to visit Mexico are required to fill out a form before applying for a visa. To do this, you need to enter all your personal data from your international passport into the form, and also indicate your current email. All information is filled out only in Latin letters and must be without errors or inaccuracies.
After this, you need to collect all the necessary documents:
- A completed application form;
- a copy of a foreign passport;
- photographs that comply with the rules.
Then you must do one of the following:
- Provide documents that confirm the fact that the applicant will be able to cover all expenses. For example, a certificate from your place of work about your salary (for the last 3 months it must be more than $520).
- Provide a bank account statement, which should contain information that over the last 90 days there was an amount of more than $1,555 in the account.
- Submit proof of investment for an amount exceeding $1,555.
- Submit a document confirming receipt of a scholarship of at least $365.
- Submit supporting information about the presence of your own real estate that generates income.
- Provide evidence that the applicant is a relative of a citizen of Mexico, the United States of America or another European Union state. There must be a document that confirms the legality of this citizen’s stay.
Additional documents required to obtain a study visa:
- An invitation from an educational institution located in Mexico. There must be information about the applicant, curriculum and tuition fees.
- A document that confirms that the student will be able to pay for education at this institution. The certificate must guarantee the availability of funds not only for training, but also for living in the country. Income must be at least $470 per month, and the total cash turnover for the last 3 months must be 10 times higher than this amount.
Applicants over 65 years of age who plan to visit the country only to experience it are not required to provide proof of income, but must have round-trip tickets and a reserved hotel room or other accommodation.
Grounds for refusal to issue a visa
The country is loyal to tourists from Russia, so the likelihood of being denied entry into the country is minimal, but there is still such a possibility.
The embassy may refuse Russians for one of the following reasons:
- provision by the applicant of false information or falsification of documents;
- lack of important documents when submitting an application to the consulate;
- the applicant made errors in the preparation of documents;
- violation of Mexican laws during a previous trip to the country, as well as in the case of committing a serious crime, a Russian citizen will be refused;
- the applicant is unreliable and does not have sufficient funds;
- individual decision of the consul (this reason for refusal is subjective and unlikely, because in case of doubt about the reliability of the tourist, the applicant is invited to a personal meeting with the consul);
- The photograph does not meet the requirements.
There is also a minimum percentage of refusals to obtain an electronic permit, but this does not mean that the applicant is denied a visa. In this case, you should contact the consulate, where decisions are made separately based on all attached documents and an interview, if necessary.
As a rule, applicants receive a positive response, but in case of refusal, they can submit a second request for consideration of the application.
Who can visit the country without a visa?
Visa-free entry is allowed to Russians, Ukrainians, Belarusians, Armenians and citizens of some other countries for a period of up to 180 days, subject to a valid visa or document confirming permanent residence in one of the highly developed countries, for example, in Canada, one of the US states or in the country Schengen zone.
Citizens who meet one of the above requirements are required to show only a passport or other document that confirms legal residence in the country.
In all other cases, visa-free entry is not possible, so you need to worry about this in advance.
Mexico's immigration policy is friendly to Russian tourists, so you can cross the border only by obtaining an electronic permit or applying for a visa through the consulate. Russian tourists should pay attention to this country before planning their next trip.
