Previously, namely until April 1, 2015, a work permit was issued as a separate document. This permit provided the right to carry out labor activities in the territory of Montenegro for a period of 1 year. The permit could be renewed annually.

After the entry into force of the new law, from April 1, 2015, a residence permit and a work permit are issued in one document, which is called Dozvola za privremeni boravak i rad. This document is also issued for 1 year and can be extended up to 2 years. The only difference from the old format is that previously foreign residents had to obtain a residence permit separately.

A foreign resident can work in Montenegro without this document if he has a privremeni boravak (analogous to a residence permit) on the basis of family reunification.

For seasonal work, a Dozvola za privremeni boravak i rad is also issued for a period of 6 months. Let us remind you that earlier, namely until April 1, 2015, a work permit for seasonal work was issued for a period of up to 8 months.

The permit is issued for a specific type of work and does not apply to others.

Required documents

Initially, to obtain Dozvola za privremeni boravak i rad, you will need to nostrify your education document. For registration, the employer initially submits an application to the employment office. In this organization, he is obliged to prove that there were no applicants for the vacant vacancy among the citizens of Montenegro who are registered with the state employment service.

After confirmation and receipt of the certificate, the employer is obliged to contact Zavod za zaposljavanje (employment inspectorate) and submit the following documents:

  • Certificates confirming payment of all required tax payments.

  • Application for open vacancies.
  • Nostrified education document with insert.

After receiving Dozvola za privremeni boravak i rad, the employer goes to the tax office and registers the work book of the foreign employee.

Every year, namely on October 31, the government publishes quotas for issuing Dozvola za privremeni boravak i rad in various industries. Moles are calculated based on research conducted over the past year by areas of activity and foreign workers employed.
