The birth of a child entails not only joyful and pleasant moments, but also additional troubles and worries that can take a lot of time and effort. These include the need to issue the first official document in a person’s life—a birth certificate. Russian legislation (Federal Law No. 143 of November 15, 1997 “On Civil Status Acts”) requires that such a document be received within a month from the date of birth of the child. Registration of a newborn at the place of residence

In the first month after birth, it is necessary to have time to register the child's parents (parent) (according to Decree of the Government of the Russian Federation No. 713 of July 17, 1995).8) In this case, a certificate will be issued (form No. of registration.

It will be needed when applying for benefits, financial assistance, enrolling in a preschool, joining a clinic, and in other situations.

Who can act as an applicant to the MFC

Any parent can act as an applicant on behalf of the newborn. The question of whether it is possible to issue a birth certificate to non-parents at the MFC is quite common. Yes, an authorized relative or acquaintance can replace parents: parents must write a letter of application in any form. In addition to information about this person, it must indicate the child’s desired name and patronymic (if the mother is a single mother). To submit documents, the authorized person must present a letter and his passport.

In Moscow and St. Petersburg, applications to the MFC are submitted if the child was born in these cities or if both or one of the parents is registered here.

Documents required to obtain a certificate

So, the documents for registering a child after birth include:

  1. The first piece of paper that you cannot do without when issuing a certificate is a birth certificate, which must be given to the mother upon discharge from the maternity hospital.

  3. When a marriage between a child's parents is registered, a marriage certificate is required.

  5. When a child is registered by a single mother, the list of documents includes only a certificate and passport.

What documents need to be submitted to the MFC

Those who do not know what documents are needed to obtain a birth certificate at the MFC should take into account that in addition to the mandatory basic ones - an application, parents’ passports (subject to its conclusion) and a medical certificate of birth (from a maternity hospital or from a private doctor) you may need additional papers.

This will happen if:

  • parents are in a civil marriage. An additional certificate of paternity establishment or a court decision recognizing it will be required;
  • the child was born from a surrogate mother. This is a rarer situation, and in this case, the consent of the woman in labor will be necessary to register the biological parents in the certificate;
  • the child was born outside the maternity hospital and without medical care. A statement is required from a witness who was present at the birth.

Registration procedure

It is very easy: first, select the MFC that is closest to your home. Then it is recommended to call there to make an appointment - this can save even more time, because the specialist will already know what question the visitor will come up with. But pre-registration is not mandatory - this is done only at the request of the client.

After a person comes to the MFC, he needs to take an electronic number. This is done in the terminal, which is usually located right at the entrance to the building. When it’s your turn, this number will appear on the board. The applicant must go to the window and hand over the documents to the employee, who will check the availability of the necessary papers and their correct completion.

Not only parents of a newborn baby can apply for this certificate. The Civil Code clearly identifies those who will also have this right. These include:

  1. Adult citizens and children over 14 years of age.
  2. Guardianship and trusteeship authorities.
  3. Legal representatives.
  4. Relatives of the deceased person.

Required documents

The list of papers required to obtain a birth certificate at the MFC is minimal and identical to that required at the registry office. This list includes:

  1. Statement of the accepted sample: to draw it up, you can ask for help from a center specialist. Or fill it out yourself according to the sample that is available in any department of the institution. If the child’s parents are in a registered marriage, then it is allowed for the petition to be written by one of them. Otherwise, two identical petitions will be needed: separately from the mother and father of the baby.
  2. Certificate from the maternity hospital - it contains information about the place and date of birth of the child, his gender, and the mother’s full name.
  3. Marriage registration certificate.
  4. Passports of father and mother, or guardian.

If it so happens that the certificate received at the medical institution is lost, then within 30 days you can request a duplicate. Then the MFC specialist will need to present exactly the received copy of the document. Other options:

  1. If a child was born outside a hospital, a birth certificate must be issued by the doctor who delivered the child.
  2. If there were no medical workers present at the birth of the baby (such situations also occur), the function of the certificate will be performed by the statement of the person who was present at the birth.

Important: if the parents are in a “civil” marriage, then you will also need a certificate of paternity. It can be done there, simultaneously with the submission of documents for the issuance of the “first passport”. The cost of this paper will be about 350 rubles (the amount of state duty).

If the child is registered by a single mother, the father's name can be written down from her words. Or a dash may be placed in this column, and the young mother will receive an additional certificate that will certify her status. These precautions are necessary in order to avoid problems with taking a minor abroad in the future.

Issuance deadlines and registration costs

The regulations, procedure and deadlines for obtaining a certificate are established by law - this must be done within a month (30 calendar days) from the date of birth of a new Russian citizen. The procedure for registering a birth certificate through the MFC usually takes about an hour, that is, there is no need for a second visit by the parents (or one of them).

But if such a need arises, then the employees must give the applicant a receipt for accepting the documents and set a date when they need to come. Registration of a birth document does not require payment. Speaking about the timing of readiness and issuance, it should be noted that issuing a birth certificate for a newborn at the MFC is a process as short as a visit to the registry office. Provided that a complete set of required papers is submitted, the completed document will be delivered on the same day. The process can be delayed by the absence of a document or a detected error in the parent documents.

It is important to know: the child’s birth certificate received since February 2013 (Federal Law No. 183 of November 12, 2012). Otherwise, it will lose legitimacy and you will have to contact the registry office or MFC to replace it.

What documents are issued by hand?

To obtain a birth certificate, the recipient must present his or her passport. The applicant receives a completed document form with a signature and seal, as well as a certificate F-No. 24.

This certificate is given in place of a medical certificate from the maternity hospital, it remains valid for 6 months and will be needed to receive a one-time federal financial benefit for a child (in 2021 - 15,512.65 rubles) from the Social Insurance Fund of the Russian Federation. This benefit is paid to each newborn child. Single mothers are issued a certificate F No. 25 to receive monthly benefits.

How can I restore a birth document through the MFC?

There are several reasons for restoring a birth certificate. This is its loss, rendering unusable, lamination. Restoring a lost certificate is possible by personally contacting the registry office, through State Services, or the MFC.

Not only children's birth certificates are lost, but also documents of adult family members. A certificate may be urgently needed if:

  • ;
  • registration of inheritance;
  • confirmation of family ties;
  • confirmation of maiden name;
  • registration of pension, etc.

The question of how to restore an adult’s birth certificate through the MFC or in another way becomes especially relevant in the context of natural and man-made disasters, fires, and military operations.

To issue a new document for an adult or child through the MFC, you must:

  1. sign up for the electronic queue;
  2. appear on time, leave the completed application F-No. 18

How can I replace a birth certificate through the MFC?

Replacement of birth certificates through the MFC is practiced quite often. The reason for the replacement may be an undetected error in time and the need to make any amendments or changes to the document, a change of surname or first name. This service is paid - in 2017, for changing your full name with registration and issuing a certificate, you need to pay 1,600 rubles, for correction or change (with the issuance of a new certificate) - 650 rubles.

Free replacement is provided in the following cases:

  • errors caused by a government official;
  • name changes upon adoption.

To make changes you must submit:

  • application (form No. 17);
  • passport (for a child - parental passports);
  • valid certificate;
  • marriage certificate of one or both parents (if you intend to take the surname of your stepfather or stepmother or one of your parents);

Going abroad: apostilling a birth certificate

To legitimize a birth certificate when leaving for permanent residence, getting married abroad, traveling a child abroad and in other cases, a special stamp is required - an apostille.

The easiest way out would be to affix an apostille to the original certificate. The state duty for this service is 2500 rubles. To do this, you need to make an appointment through State Services or the MFC, provide a passport and the original certificate.

Abroad, they often require a translation with an apostille along with the certificate. To do this, you must contact a translation agency in advance and have the translation and translator’s passport details certified by a notary. Refusal to register the birth of a child at the MFC: what are the grounds for this?

In case of refusal of registration, the applicant will be issued a certificate with the reasons for the refusal.

The only reason for an unequivocal refusal to issue a certificate at the MFC may be the foreign citizenship of the applicant. Stateless persons will also receive a refusal.

Citizens of other states and stateless persons will have to apply to obtain a certificate for the child at the registry office.

All other reasons (lack of necessary documents, their inconsistency, errors in filling out forms) will lead to an increase in the period for obtaining a certificate - the number of applications for registration is not limited.
