What documents are needed to obtain a birth certificate at the MFC

In order to issue a child’s birth certificate, there is a certain procedure and a list of basic documents on the basis of which the fact of birth is established and who his parents are.

This list primarily includes:

  1. ID cards of the parents (or one of the parents) allowing them to be identified: full name, age, citizenship. Such a document is primarily a general passport of the Russian Federation. But besides this, in some cases, for example, foreign passports of the Russian Federation of parents can be accepted if the birth of a child is registered at the embassy or consular offices of the Russian Federation abroad. Also, ID cards of military personnel (officers) or equivalent documents can serve as documents.
  2. The second document on the basis of which the status of the parents is established is the marriage certificate.
  3. birth certificate or certificate issued by maternity hospitals or clinics where the child was born.

The situation is more complicated if the parents have not formally registered their marriage. In this case, a court decision is necessary to establish the fact of paternity. A similar formal procedure can also be completed through the MFC.

Going abroad: apostilling a birth certificate

To legitimize a birth certificate when leaving for permanent residence, getting married abroad, traveling a child abroad and in other cases, a special stamp is required - an apostille.

The easiest way out would be to affix an apostille to the original certificate. The state duty for this service is 2500 rubles. To do this, you need to make an appointment through State Services or the MFC, provide a passport and the original certificate.

Abroad, they often require a translation with an apostille along with the certificate. To do this, you must contact a translation agency in advance and have the translation and translator’s passport details certified by a notary. In this case, you will have to pay the state duty twice - for apostilling the translation and the document itself. In this case, you must contact the FKU GIAC of the Ministry of Internal Affairs of Russia, the Information Center of the territorial bodies of the Ministry of Internal Affairs of Russia.

If you are planning to travel abroad with children, then in order to avoid problems with customs and border services, we recommend that you familiarize yourself with where and how you can place them.

Restoring a birth certificate through the MFC

Despite numerous warnings that documents should be treated with care, they are often lost or damaged. It is also possible to restore an adult’s birth certificate through the MFC. If a replacement document requires a minor, one of the parents or legal guardians must apply.

To restore the metric in 2021, you will need the following papers:

  • application of the established form;
  • old document, if it is not lost, or information about it;
  • applicant's passport.

Refusal to register the birth of a child at the MFC: what are the grounds for this?

In case of refusal of registration, the applicant will be issued a certificate with the reasons for the refusal.

The only reason for an unequivocal refusal to issue a certificate at the MFC may be the foreign citizenship of the applicant. Stateless persons will also receive a refusal.

Citizens of other states and stateless persons will have to apply to obtain a certificate for the child at the registry office.

All other reasons (lack of necessary documents, their inconsistency, errors in filling out forms) will lead to an increase in the period for obtaining a certificate - the number of applications for registration is not limited.

Actions when registering a birth certificate at the MFC

The process of registering newborns at the MFC has not undergone any significant changes compared to last year. The evidence has changed only in appearance. Now they are issued on stamped paper, and their quantity is subject to strict accounting. It will be quite difficult for unscrupulous persons to forge such a form.

Everything you need to know about the time and procedure for obtaining a certificate for a child is regulated by the Law of the Russian Federation “On Acts of Civil Status”. MFC expects new parents to appear within a month after the birth of the child. The law does not provide for penalties for late registration. But it is still recommended not to put off obtaining a certificate, since it may suddenly be needed to obtain medical insurance, travel a child with his parents around the country and abroad, etc.
