  • department of the Main Department of Migration Affairs of the Ministry of Internal Affairs (formerly the Federal Migration Service);
  • Internet portal State Services;

Submitting an application through the State Services portal

If you cannot rearrange your work schedule in order to personally visit a unit of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, then it will be useful for you to find out how you can change your first and last name in your passport in the Russian Federation, practically without leaving your home. To do this, you must submit a corresponding request through the State Services portal, being its registered user.

The order is as follows:

  • go to the State Services website;
  • on the main page of the portal, select the “Categories of public services” tab;
  • further – the section “Passport of a citizen of the Russian Federation”, in which you select an electronic
  • choose the type of service received: electronic;
  • log in to your personal account;
  • fill out the application electronically, entering data from the necessary documents;
  • send the application and wait for the results of its verification;
  • a notification will be sent to your personal account about the receipt of a message by the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs: SMS to your phone,
  • email to the post office,
  • notification in the mobile application;

    To obtain a new passport you will need:

    • statement;
    • old passport that needs to be replaced;
    • marriage certificate, divorce certificate or other document confirming the change of surname;
    • a receipt with paid state duty - it is optional, but can speed up the provision of government services;
    • birth certificate of children - if the applicant would like to put a note about children in the passport;
    • citizen's birth certificate;
    • a copy of the document on military registration - if there are appropriate grounds;
    • two photographs measuring 35*45 mm (color or black and white).

    It is worth noting that at the time of submission of documents, they are confiscated in originals until a new passport is received. Therefore, if the old passport was the only identification document, then it is necessary to request a temporary identity card from the Ministry of Internal Affairs to avoid emergency situations.

    If a marriage certificate is submitted in a set of documents, then a stamp with a mark from the Ministry of Internal Affairs about replacing the passport is placed on its reverse side.

    Deadlines for document replacement

    In the case of an official change of name, you should not delay in obtaining a new identification document: the application must be submitted within a month from the date of receipt of the certificate confirming this fact.

    A new passport is usually issued within 10 days from the date of application to the department at the place of registration. If you contacted the department at your place of residence or temporary registration, the document production period is 1 month.

    If the application to change your passport was completed through the State Services portal, then your passport will be issued to you within an hour and a half after presenting the original documents to the department specialist. Of course, if all documents are in order.

    If the applicant applied to the MFC to replace his passport, he will be able to receive a new document two weeks after completing the package of documents and writing the application. The maximum waiting period for a document is 30 days.

    What documents need to be prepared

    A passport is a key document that needs to be changed after a person decides to change his own surname.     An important question is how much it costs to change the name in your passport. The cost of the procedure depends on how you will pay for this service.

    If traditionally - in cash at a bank branch, by filling out a receipt, then the state duty will be 300 rubles.

    If you submit an application through the State Services portal and pay the fee there by bank transfer - by bank card, e-wallet or from a mobile phone account - then the state fee will be 210 rubles.
