Document appearance

The appearance of the document is practically no different from its classic paper counterpart, except that a special plastic card is added to it, on which biometric information is attached.

Differences from the old model

When comparing foreign passports of the old and new generations, it may seem that the updated documentation does not have any characteristic changes, in addition to some modifications in design. Actually this is not true.

Instances of the new sample differ in the following parameters:

  • the presence of a plastic card into which an information chip is embedded;
  • the presence of a photograph of the document owner, which is applied with a laser method, and not glued, as before - you can view the citizen’s face from absolutely any angle;
  • extended validity period;
  • a larger number of sheets for affixing visa stamps with a long validity period.

It is worth noting that on the main page of the ID there is an additional protective barrier, expressed in a diamond-shaped sign. Experts believe that this element cannot be counterfeited.

Description of the form

The passport form is made of particularly durable material that contains security fibers. Inside the pages there is a watermark "RF". An iridescent metallic thread is inserted on pages 19 and 20. The laser-burned series and number are at the top of 2–3 pages and at the bottom of 5–20 pages.

The cover of the form is dark red, made of durable material, in the middle there is a gold embossed coat of arms of the Russian Federation and at the bottom - the word “Passport”. At the top of the first page of the form is an image in the color of the coat of arms of the Russian Federation, below it is the name of the form. A little lower is a metallographic image of the “Rosette” pattern.

The second, third, sixteenth and seventeenth pages, located parallel to the fold, are intended for making entries. In the top center on the second page are the words: “Russian Federation”, “Date of issue”, “Unit code”, “Personal code” and “Personal signature”.

There is also a place for the manager’s signature and a place for the “MP” seal. The third page of the form contains basic information about the passport holder. A photo card is placed at the top left, and details for this information are on the right. To protect personal data, the third page is laminated with holographic film.

The registration data is on pages 5–12, on the thirteenth page is the relation to military service.

Receipt procedure

In 2021, you can get a new passport at any territorial division of the migration service.

What and how to fill out

The package of documents for a foreign passport includes an application form of the established form, the form of which must be downloaded and filled out. You can download the form itself on the website of the authorized body of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, or from us.

In order to pass the documents the first time, you need to fill out the form carefully and without errors. Corrections of errors and blots are not allowed on the form.

Some time ago, some relaxations came into force - now the application form for a new generation international passport does not require certification from the employer, and you no longer need to attach a copy of your work record. Also, the questionnaire no longer requires information about minor children.

How much to pay

Registration of a foreign passport is a paid service. The amount of the state fee depends on the age of the person - whether a child or an adult is applying for an international passport, as well as on what type of international passport is being issued - old or new generation:

  • 3,500 rubles – for issuing a new generation passport;
  • 2000 rubles - old-style international passports.

For children under 14 years old:

  • 1500 rubles - when issuing a foreign passport on a new sample form;
  • 1000 rubles - for an old-style international passport.

Also, a 30% discount is provided for citizens ordering foreign travel through the government services portal.

Payment can be made online or using a receipt at a bank branch. If you submit documents electronically through the State Services portal, you can skip printing the receipt and make the payment online. After making the payment, keep the receipt. You may need it in order to return the money if the GUVM for some reason refuses to issue you a foreign passport.

Refusal of registration

The authorized body may refuse to issue a foreign passport in the following cases:

  • errors were made in the package of documents provided or inaccurate information was provided;
  • distance was admitted to information of special importance or top secret information constituting a state secret and less than 5 years have passed since the last acquaintance;
  • the citizen is under investigation and is suspected of committing a crime;
  • documents are submitted by a convicted citizen;
  • a citizen performs military or alternative service.

Is it possible to order a new international passport through State Services?

You can order a foreign passport, both old and new, through the State Services portal. But in any case, you will have to go to the authorized body 2 times - the first time to submit the original documents, the second time to pick up the completed passport. Only the application form is submitted electronically through the State Services portal.

According to the latest resolution adopted by the Government of the Russian Federation, Russian citizens will be able to receive a new electronic passport from 2018. The implementation of the bill, which has been in development for several years, has once again been postponed.

The role of registration

Issuing internal passports in the Russian Federation poses many problems. The thing is that documents are often issued by the authorized bodies at the place of registration of the customer. In our case this is not entirely true.

A person can submit a request for an internal identity card only to the service, taking into account the place of stay or actual residence. It is not possible to obtain permanent registration without a passport. This is simply not provided for by current legislation.

The issuance of electronic passports has been postponed to 2021

The bill was first introduced in 2012. At that time there was neither a legislative framework nor funds for its implementation. It was originally planned to issue passports electronically from 2015, but the issuance was postponed several times for various reasons.

In April 2021, the Government of the Russian Federation adopted a resolution on the next postponement of the implementation of the bill. According to it, the issuance of electronic passports will begin on March 15, 2021. The reason for such changes will be the presidential elections, which will be held on March 11, 2021. Switching to a new type of documents can lead to a lot of fraud.

Electronic passport from 2021 – what is it?

An electronic passport will be a plastic card containing all information about the owner. It will be able to completely replace the paper document everyone is used to, but will have more functions. It can be used to confirm identity, as well as for other purposes:

  1. Tolls.
  2. Payment for medical services.
  3. Use of banking services and products.
  4. Electronic identification and so on.

There are rumors that the new passport will be able to include a pension or driver's license and other personal documents, but there is no official confirmation of this information yet.

The dimensions of the electronic passport will be the same as a regular credit card. When developing the bill, the idea was floated to make the document the size of a journalists' pass, but it did not find support.

The new passport will have three photographs (one color and two gray), as well as full name, date of birth, place of registration and other information that is also contained in the paper version. On the reverse side there is a chip for electronic identification.

Where and how to get an electronic passport in 2021?

In 2021, you will be able to obtain an electronic passport for a citizen of the Russian Federation at the branches of the Federal Migration Service. Unlike a paper document, it can be issued both at the place of registration and at the place of residence. A new passport will be issued within 10 days after submitting the application. Payment of state duty is provided, but its amount has not yet been precisely established. Some sources claim that the amount will not exceed 1000 rubles, while others say that the amount will be greater.

The main feature of an electronic passport is that an application for it can be submitted via the Internet. To do this, you need to perform a few simple steps:

  1. On the website for the provision of public services, you must click on the “Authorities” tab, and then go to the FMS section.
  2. Write an application, indicating all the necessary personal information.
  3. Attach screenshots of your current passport, birth certificate and other documents if necessary (for example, marriage certificate).
  4. Submit your application for consideration.

In your personal account you can track the application path. When it changes to the “Ready” status, you can come to receive the document. You can also see the branch address on the website. It is likely that processing a document via the Internet will cost more, but you can pay the state fee online.

What time does it take to change a passport in Russia at present?

The validity period of the certificates is not established. At the same time, Russian legislation introduces 2 planned replacements - at 20 and 45 years. A document issued at the age of 45 can be used for the rest of your life if no other circumstances arise to replace it.
