To travel abroad you need a foreign passport. You will need to collect a certain package of documents to obtain a passport. The list of documents depends on the document type you select. There are a number of ways to apply for a passport.
There are several varieties of this document in 2021. A diplomatic passport of a resident of the Russian Federation is one of the types of international passport. Not every citizen can receive it; only those who are in public service in some government agencies can apply for it.
The document is issued to a citizen of the Russian Federation for a business trip to foreign countries, but it is not the property of the person in whose name it is issued. Like a service travel document, a diplomatic passport belongs to Russia. There are certain rules for civil servants traveling abroad.
Who can apply for a diplomatic passport
Only certain people can obtain a travel document of this type:
- Residents of Russia with diplomatic immunity. Let us recall that this privilege is given to diplomats by the Vienna Convention, which was adopted in 1961.
- President of the country.
- Members of the Council of the Republic.
- State Duma deputies. But in this case, it is worth noting that as soon as the deputy’s term of office expires, he no longer has the right to apply for a diplomatic travel document.
- Members of the Russian Government (chairman, deputies, ministers).
- Judges of the Constitutional Court.
- Judges of the Supreme Court.
- Prosecutor General.
- Chairman of the Central Bank of Russia.
- Diplomatic staff.
- Persons who hold government positions.
- Family members of the above persons.
To whom is it issued and what privileges does it give?
In accordance with the Federal Law “On Basic Identity Documents of a Citizen of the Russian Federation”, those traveling abroad on official duties can apply for such a passport:
- people enjoying diplomatic immunity on the basis of the Vienna Convention and other international treaties;
- persons classified as government positions of category “A”, according to the Federal Law “On the Fundamentals of the Civil Service of the Russian Federation”;
- diplomatic employees and couriers of the federal executive body in matters of foreign affairs;
- family members of a citizen holding a diplomatic passport.
REFERENCE. The President of the Russian Federation has the right to expand the circle of officials.
The holder of a diplomatic passport has the following privileges and benefits:
- Protection from unscheduled visits and inspections of the residence and other property.
- Visa-free visits to approved countries (Schengen states, India and others), no need to go through customs control and baggage inspection, as well as the right to waive visa, customs and other fees and duties.
- Inviolability of transported documents, correspondence and records.
- Personal inviolability and immunity from criminal and administrative liability.
- The ability to freely transmit information, including encrypted and classified information.
IMPORTANT. Such a certificate is the property of the state and is issued to the owner only for the duration of the trip, and upon completion it must be returned within 3 days.
Registration procedure
A diplomatic passport is issued for the period of a business trip. If the duration of the business trip is not determined by the organization, then the validity of the diplomatic travel document is 5 years.
The Ministry of Foreign Policy is responsible for issuing passports. An application for a document can only be made by an organization that sends an employee on a trip abroad. To register an organization, you must submit a package of documents:
- A completed application form. The application contains basic information about the person in whose name the document is being drawn up.
- Registration card with a photo attached. This paper must be certified by the director of the organization.
- Photo – 4 pcs.
- Certificates confirming payment of all necessary payments. It is worth remembering that all costs associated with registration are covered directly by the company.
Upon completion of the business trip, within the first 3 days, the diplomatic passport must be returned to the organization that sent the person on the foreign trip.
The company returns the passport to the ministry in such cases as:
- Expiration date.
- Change of personal data.
- The emergence of circumstances as a result of which a ban on traveling outside Russia is imposed on the owner of the document.
- Death of the owner of the document.
- End of the employment contract.
This document may be seized from the owner under the following circumstances:
- The owner ceased to be a resident of the Russian Federation.
- The owner handed over the passport to strangers.
What is a service passport
In fact, a service passport of Ukraine or the Russian Federation is no different from a regular foreign passport. This is the same travel document that is used to cross foreign borders.
Its only difference is that it is extremely difficult to obtain such a document, because it is intended for business trips to persons who have a special relationship with the state. It is impossible to obtain such a document for travel for the purpose of traveling or visiting relatives abroad. This is illegal.
Externally, this passport differs only in color. It is blue. Like regular passports, service travel documents come in two types:
- Old style.
- A new type with a built-in chip on which basic information about the owner of the document is “recorded”.
Regardless of the type of document, a service passport of Ukraine or Russia serves as an identification document for its owner outside the home republic. This document is also confirmation that the person is staying in the territory of a foreign state on a working visit.
It is worth noting that if a person’s foreign passport is his personal property, which he has the right to dispose of at his own request, then the service travel document belongs directly to the republic in whose territory it was issued. The person to whom it is registered does not have the right to dispose of this document on his own initiative.
As previously noted, this travel document can only be obtained in 2021 by people of certain specialties and professions. Such passports are made for them to travel outside the state for the purpose of a foreign business trip. Upon returning to their homeland, the holder of the travel document is obliged to deposit the passport with the organization that applied for its registration.
A service passport has a limited validity period - only five years. This document cannot be obtained from the migration service or multifunctional centers. The Ministry of Foreign Affairs alone is responsible for issuing such travel documents.
This organization has the right to issue such documents both to residents of the Russian Federation and to foreign citizens who are employed in Russian companies.
What information is included in the document
In appearance, a diplomatic passport differs from a regular foreign passport only in color. The document contains the following data of a citizen of the Russian Federation:
- FULL NAME.
- Date of Birth.
- Floor.
- TIN.
- Country of citizenship.
- Date of issue.
- Validity period of the document.
- Name of the authority that issued the passport.

Visa-free entry rules for diplomatic passports in 2021
The holder of a diplomatic passport is entitled to free and visa-free entry into many countries of the world. Passport holders can enter the Schengen countries without visas:

Apart from Schengen countries, diplomatic passport holders can freely visit India in 2021.
The exclusion from EU member states applies to the UK and Ireland, as well as the United States of America, Canada, Algeria, Yemen, Jordan, Iraq, Lebanon, Libya, Morocco, Qatar, Egypt, Syria, UAE, Somalia and other Arab republics. All of the above states require a visa.
Diplomatic passports of citizens of the Russian Federation are used exclusively for crossing foreign borders for the purpose of carrying out a business trip. Therefore, the visa-free agreement of the Russian Federation with countries such as Montenegro, Turkey, Israel, Bangladesh and the Dominican Republic also does not apply to holders of these documents.
Diplomatic passport of a citizen of the Russian Federation
If you had a USSR passport, it is important to find out whether it was registered on February 6, 1992. This is due to the effective date, which came into force on February 6, 1992.

The privileges that a passport provides
According to current legislation, a diplomatic passport gives its owner the right of immunity on the territory of foreign republics. This means that a person with such a passport cannot be arrested outside of Russia.
The main privilege is the fact that owners do not have to hand over their luggage at customs control points for inspection by customs officers. Holders of such passports can even safely transport weapons. They are exempt from paying customs duties.
Despite all these privileges, a diplomat's luggage may still be detained at the border. The baggage delay procedure has its own characteristics. It is described in detail in Article 27 of the Vienna Convention. This article regulates that if a customs officer has suspicions about the items being carried in luggage, he can check the luggage using a metal detector or a specially trained dog. Opening of luggage is permitted only with the consent of the passport holder.
Diplomatic passport of Ukraine
The diplomatic passport of Ukraine, like Russia, is the property of the state. It consists of 32 pages. The Ukrainian diplomatic passport contains the same information as the Russian passport.
The following persons can obtain a diplomatic passport in Ukraine:
- The president.
- Members of the Government.
- Persons of special diplomatic missions.
- Senior government officials.
- Delegates of International Conferences.
There are times when a regular passport, be it biometric or an old one, may be required. Applying for a passport will not cause any special problems; you just need to fulfill a few requirements. Fill out an application for a foreign passport, pay the state fee, take a photo and don’t forget the rest of the documents (internal passport, military ID, pension certificate) - submit all this to the Federal Migration Service and wait the required time.

Diplomatic cards
In many states, as was the case in the USSR, formal evidence of diplomatic immunity is the inclusion of a given person in the list of the diplomatic corps, as well as a special document - a diplomatic card - issued to diplomats in the country by the department of foreign affairs.
In some countries, for example in France, diplomats are issued only a so-called “carte de circulation”, a movement card, otherwise “coupe-file”, signed by the prefect of police, intended mainly for free passage through police cordons.
The procedure for issuing diplomatic cards in Russia:
Rules for accreditation of employees of diplomatic missions and representative offices of international organizations in the Department of State Protocol:
Representative offices, within three days from the arrival of a new employee, excluding holidays and weekends, send to the Department of State Protocol a note, a passport with a visa and a border crossing mark, 2 accreditation forms (link to the file with the form) and 4 photographs (size 3x4 cm ). Photos must be no older than one year, in color, on a light background, the face must occupy 60-80% of the photo, the use of clothing and accessories that cover the face is not allowed, except for glasses that are not dark and do not cast glare. The questionnaires are signed by the head of the representative office or his deputy.
The Department of State Protocol carries out registration (with a mark in the passport) of employees and members of their families living with them (spouses, parents of the head of the family and children). If the spouses have different surnames and the degree of relationship is not indicated in the passport, then it is necessary to send a copy of the marriage certificate with a translation into Russian. If they are in a civil marriage, then it must be documented and not contradict the provisions of the legislation of the sending country.
Diplomatic cards are issued to diplomatic employees of missions in the presence of a national diplomatic passport, an entry in the passport confirming the diplomatic quality of its owner, and a diplomatic visa.
Service cards are issued to administrative and technical employees of representative offices.
Employees of representative offices of international organizations who do not have diplomatic status are issued certificates (or diplomatic cards, if provided for by the relevant intergovernmental agreements).
Diplomatic and service cards (certificates) are also issued to spouses of employees and, on the basis of reciprocity, their children (from 14 to 18 years old) living with their parents, children studying full-time in Russian higher educational institutions (upon providing supporting documents) until they reach age 25 years, as well as children who are in the care (under the guardianship) of their parents and require constant care for medical reasons according to documents issued by Russian licensed medical institutions. To register children born in the Russian Federation, it is necessary to send a copy of the birth certificate.
Private domestic workers of representative office employees are registered with the migration registration authorities at their place of stay.
If it is necessary to extend the validity period of passport registration and issue new diplomatic or service cards, the missions send to the Department of State Protocol with notes the passports, previously issued diplomatic or service cards and 1 photograph measuring 3x4 cm in the established format. Renewal of registration and previously issued cards to family members is carried out only at the same time or after renewal of registration and card/identity of the head of the family.
When there is a change in the official position of employees (promotion of diplomatic employees, transfer of administrative and technical employees to diplomatic positions), the missions notify the Department of State Protocol with notes and attach to them diplomatic passports indicating the new diplomatic positions of the employees, 2 photographs measuring 3x4 cm in the established format, 2 accreditation forms, as well as previously issued diplomatic and service cards.
In case of loss of the card, it is necessary to send a note, 1 photograph measuring 3x4 cm in the established sample, a copy of the complaint to the police (if any) or an explanation from the employee himself about the circumstances of the incident. The period for issuing a new card is one month. In case of repeated loss, the Department reserves the right to increase this period.
Upon the final departure of employees of representative offices, their passports are sent with notes for deregistration and the diplomatic and service cards (identifications) of employees and members of their families are returned without fail. Documents issued by the Russian Ministry of Foreign Affairs cannot be exported outside the Russian Federation.
The Department draws attention to the fact that the lack of information about the final departure of employees leads to difficulties in the timely execution of documents for newly arrived employees of representative offices.
Temporarily seconded employees, guests of the ambassador, diplomatic and administrative-technical employees of missions, arriving on holidays and weekends or for up to 7 days on ordinary days and leaving the Russian Federation during these days, are exempt from registering and registering passports. If their period of stay in the Russian Federation exceeds 7 days, a note about migration registration is made in the national passports of these categories of persons.
