The concept and purpose of a certificate of previously issued passports

A certificate of previously issued passports is a document that displays information about all identity documents received at different periods of life.
Such information may be needed in the following situations:

  • entry into inheritance - if the previous passport can attest to family ties (provided to a notary);
  • obtaining housing from the State Housing Fund of the Russian Federation (during privatization) - provided to the Rossreestr;

  • date and outgoing number;
  • last name, first name, patronymic and date of birth of the citizen to whom the document was issued;
  • details of his previous identity card (series, number, date of issue);
  • information about the “fate” of the document (“issued at the place of residence”, “destroyed”, “was not handed over”). What is it for?

Many citizens, until the need arises, cannot imagine who and why might need information about identity documents issued in the distant and not-so-distant past.

Such information will be required in the following cases:

  • when a citizen privatizes his home for the first time and for this it is necessary to submit data on previously received civil passports to Rosreestr;
  • when making additions to the register of shareholders of a joint-stock company of any form of organization (this need arises if financial documents or shares were issued for the previous one).

There are also situations, for example, when entering into an inheritance, when a person may also be required to provide various certificates, certificates, including information about previously issued identity cards.

How to apply (instructions)

Information about a previously issued identity document can be obtained from the unit of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation that issued it. To do this, you need to draw up and submit an application in any form addressed to the head of the department.

If a person lived in one region and issued a passport there, and then changed it, then in order to receive a certificate of previously issued passports in another city, you must send a request or personally visit the GUVM department at the place of former registration, which is obliged to satisfy the request. But many are interested in how to obtain a certificate of previously issued passports at State Services or in multifunctional centers. This service is not yet in the list of services provided on the State Services portal. Registration period

If a citizen has not changed his place of residence and received a general passport in one region, that is, in a normal situation, the certificate is issued within 7 working days.

The situation is more complicated if a person now lives in one region, but previously lived in another and his passport was issued there. Currently, despite the maintenance of an electronic database into which information about issued passports for all subjects of the Russian Federation is entered, in order to obtain the necessary certificate, a citizen will have to personally contact the territorial unit of the Main Directorate for Migration Affairs of the city that issued his passport earlier, or send a written request there via mail and wait for a response: in this situation, the period will increase and will be about a month.

State registration of issued passports

Any state strictly controls the process of obtaining and replacing certificates, certificates and other documents. This is done so that citizens who do not respect the law too much will not be able to use them, including received passports, for criminal purposes.

The issuance and replacement of identification forms is strictly controlled; these tasks were assigned to the Federal Migration Service; after its abolition, control and accounting functions were transferred to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation.

The administrative regulations of the FMS prescribe the maintenance of documentary and electronic databases of issued, lost (stolen) passports (passport forms) and passports subject to surrender (withdrawal), transferring information from the primary level to the territorial level, and from there to the federal level.

Federal automated accounting of issued passports, in turn, is maintained in the automated system “Russian Passport”.

Problems related to obtaining a certificate

An interested person may experience difficulties in obtaining a certificate for two reasons:

  • if a citizen lived in different constituent entities of the Russian Federation, he also received an identity document in different regions (alas, the Administrative Regulations of the FMS do not provide for the provision of citizens with the service of collecting information in different regions). In this case, you will have to solve the problem either by personally contacting the department of the passport office where the document was issued, or by sending a written request, which will require additional costs - time or finances, or both;
  • if the identity document was issued before 2010 (this was already discussed above) - in this situation, you may have to contact the archives of the OVM of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia at your place of residence or at the places where passports are issued, which will also take more time than upon standard contact with the institution.

Why is this necessary?

Many people wonder why such a certificate is needed at all, since all the necessary information is written down in the passport.

There are few cases when data about an old passport may be required, for example:

  • Privatization. To participate in the procedure and receive housing from the housing stock of Russia, Rosreestr employees require a certificate.
  • If a citizen, being a shareholder of a company, carried out some transactions or executed documents with an old passport. Adjustments to the register of shareholders will need to be made when he receives a new passport.
  • When is it necessary to register an inheritance? Usually, for the procedure, you need to submit documents (birth certificate, previously issued passport), with the help of which you can testify about your relationship with the testator.

How to replace a passport via the Internet on the government services portal

The procedure for issuing a passport from the moment the employee receives all the required documents in accordance with the administrative regulations of the FMS should not last more than an hour and a half and requires a single visit by the applicant to the unit. With the consent of the applicant, he may be offered another time convenient for him to receive a passport. After the applicant receives a passport, his application acquires the “Closed” status.

    When you may need help

    Throughout his life, a citizen must renew his Russian passport at least twice in accordance with the basic regulations at 20 and 45 years. The document must be replaced if it is damaged, lost, or changes are made to the owner’s personal information. Unscheduled replacement is required if a document is lost, stolen or damaged. Important!     Obtaining confirmation of a previously issued identity card is possible for legal citizens of the Russian Federation who received the document upon reaching 14 years of age.

    The success of the procedure for obtaining a certificate of a previously issued passport through the MFC largely depends on the individual circumstances of each individual case, since in the absence of a mark in the passport itself, it is the certificate that confirms the presence of a replaced identity card.

    A citizen of the Russian Federation can exercise his constitutional rights upon reaching 18 years of age. Before reaching this age, all papers are signed by a minor only with the permission of the parents or official representatives of the child.

    Where is a certificate of previously issued passports issued?

    In general, the legislator provided that the state service for issuing such certificates is provided by the FMS at the place where the citizen previously received a passport. The place of issue of passports, and therefore the submission of documents, today is the address of actual residence of citizens.

    Previously, passports were issued at the address of permanent registration; citizens rarely applied to the address where they lived temporarily, so that is where they should apply.

    In addition, you can request a document through the Unified Information and Settlement Center (UIRC), it is an automated management system.

    If everything was registered at one address, then the process will not take long. It is enough to come to a familiar department and write an application addressed to the manager.

    The form indicates:

    1. Information about the applicant (full name, data of a valid document, contact information of the applicant);
    2. Name of the required certificate;
    3. Expressed request;
    4. Description of the circumstances of the need for discharge;
    5. Space requirement;
    6. List of attached copies of documents;
    7. Date of the application;
    8. Signature with transcript.

    Request to the GUVM for former registration in case of moving to another city

    The situation becomes more complicated when the documents were issued in another city or region of the country. You can send written requests or come in person.

    The acquisition process is similar, but there are a few catches:

    1. The letter may not arrive or get lost in the department. The problem is solved by registered mail or courier services. However, the return response will be sent by regular mail. You will have to wait up to two months for the certificate if it is not lost;
    2. There is a possibility that claims may arise regarding the completed application. But by calling, you can find out everything;

    4. Personal presence in the department is preferable, but financial losses and waste of time are inevitable.

    Information about previously issued passports is available in the Unified Housing Document (UZD). It is issued by the Unified Settlement Center (SSC). It makes sense to clarify its relevance at the place of the requirement. The paper is given on the day of application, is valid for a month and replaces a dozen other certificates.

    MFC office (Multifunctional center)

    A certificate of previously issued identity cards is also issued by the Multifunctional Center. The procedure for receiving it is no different: you need to come and write an application.     Today it is not possible to order information about previously issued passports remotely. Having registered on the portal, you can make an appointment at the Municipal Department of Internal Affairs or the MFC to save time in queues.

    Instructions for issuing a certificate of a previously issued passport at the MFC

    Receiving confirmation of a previously issued passport at the MFC has a certain algorithm, consisting of the following actions:

    • collection and preparation of necessary documents;
    • registration to submit an application to the MFC;
    • filling out an application indicating all the necessary data;
    • waiting for notification of the readiness of the submitted request;
    • readiness to confirm a previously issued identity card at the MFC branch.

    MFC branches deal with registration issues based on the principle of a unified system, since when applying, a citizen does not need to visit separate authorities, and the entire procedure is carried out by employees of the institution.

    All data by employees of the multifunctional center is requested from the federal migration or passport service on existing legal grounds. Upon sending a request, the compliance of the information provided is checked and the submitted application is approved. If any discrepancies are observed, a decision in the form of a refusal may be made.

    Preparation of necessary documents

    As for the documentation, the package of documents for issuing a certificate at the MFC or at the Main Department for Migration is minimal and consists of the following papers:

    2. Identification document - a valid passport of a citizen of the Russian Federation.

    • characteristics of the living space (number of square meters, rooms, presence of a balcony or loggia; kitchen area, separate or shared bathroom, etc.);
    • the area of ​​each individual living room occupied by a given citizen.

    We can say that the Unified Housing Document can immediately replace a certificate of:

    • family composition;
    • registration;
    • a deceased family member who was registered in the premises;
    • presence of dependents;
    • change of residential address;
    • information about a criminal record or indicate no criminal record;

    • personal account of the social housing tenant or rented one;
    • registration card for owners;
    • living together with the deceased;
    • no utility debts;
    • replacing a passport for such and such a reason;
    • etc.

    Any organization should accept a certificate in the form of a Unified Housing Document, but in some cases it may not be suitable. Therefore, it is recommended to ask in advance what kind of certificate about previously issued passports is needed, and where is the best place to get the document.
