Estonia is a member of the European Union, so visiting the Baltic country is possible with a Schengen visa. Before obtaining an entry permit, Russians undergo fingerprinting - the removal of biometric data. Heads of state, members of national governments visiting the Republic of Estonia on an official visit, and children are exempt from fingerprint scanning.

Biometric information is valid for five years. When submitting a visa application after the specified period, the data must be updated - undergo fingerprinting again

List of documents for obtaining a visa to Estonia for minors

If a person under 18 years of age needs to obtain an Estonian visa, then the following documents must be added to the main list:

  • A photocopy of the child's birth certificate;
  • Written consent of the child’s parents (or guardians) who will not accompany the child on the trip to Estonia;
  • If a child is traveling to Estonia with one of his official guardians, then written consent must only be obtained from the guardian who will not be on the trip;
  • If the official guardian cannot give such consent due to a business trip, stay in prison or unknown absence, then you must provide a document confirming one of the listed factors;
  • A photocopy of a valid Schengen visa of the person accompanying the child;

Main visa categories

Before you start collecting documents, you need to decide on the type of visa. Based on the length of stay and intention to visit the Schengen states, there are three categories of visas:

  1. “A” – airport/transit visa. Issued to citizens of the Russian Federation flying between countries with a transfer in Estonia. The visa mark does not allow you to leave the transit territory. If you have a valid Schengen visa, category A visa is not required.
  2. “C” – short-term visa. The most popular type is suitable for travel and planned stays of up to 90 days in six months. Possible purposes of a visit to the Republic of Estonia: tourism, study, work, participation in a cultural event or sports competition, personal visits to friends, relatives legally living in the country.
  3. “D” – Estonian long-term visa (national/domestic). Gives Russians the right to stay in Estonia for a year or to visit the country frequently. The following may apply for a “D” visa: students of educational institutions, relatives of Estonian citizens, media representatives, employees under contract with an Estonian employer. Russians can submit an application if the purpose of entering the EU is treatment or a humanitarian mission.

A short-term Schengen visa of category “C” allows a single border crossing or multiple entries. Restrictions on a multiple visa – stay within 3 months in six months. Validity period – up to 5 years.

The recipient of a multiple visa must spend most of the time in the Republic of Estonia. There is an opinion that when subsequently processing documents for a trip to a country representative of the Schengen zone, some difficulties are likely. For example, the embassy may “shorten” the requested visa validity period.

If the time of the tour to different European countries is the same or is not precisely determined at the time of submitting the application, then the application should be sent to the representative office of the first country of the tour through which entry into the Schengen zone is planned.

How much does a visa to Estonia cost in 2021?

A state fee is charged for accepting the application for consideration. The amount of the consular fee varies depending on the category and speed of document processing.

Prices for Russians for visa application:

  • 35 € – short-term Schengen “C”;
  • 70 € – expedited review – the application is processed within 2 days;
  • 80 € – visa category “D”.

The cost of processing an application for citizens of other countries living in the Russian Federation is slightly higher. For visa “C” you will have to pay 60 €.

When submitting documents through the VC (visa center), an additional service fee of 18.5 € is charged. All payments are made separately for each applicant. The VC accepts payments in cash in rubles or via the Internet. At the Consulate General, only payment by bank card - currency or ruble - is possible.

The preferential status of individuals exempts citizens from state fees. The application is considered free of charge for disabled people and children under 6 years of age.

If at the time of the survey the child is five years old, and was already six years old when registering the visa, then payment for the application is made on a general basis

In addition, the following applicants do not pay the visa fee:

  • close relatives of Estonian citizens;
  • students and teachers sent for internships;
  • research institute employees;
  • athletes no older than 26 years of age;
  • participants of cultural events;
  • persons referred for treatment and accompanying persons;
  • representatives of sister cities.

A visa refusal can be contested - a prior appointment with the consul is required to file a claim. The cost of processing the application is 20 €.

Refusal to receive

Anyone can be denied a visa on the following grounds:

  • Lack of documentation.
  • Some information is inaccurate or false documents have been provided.
  • A citizen may threaten the security of the country or public order.
  • The purpose of the trip is different from what is indicated in the application form.

If a visa is refused, the money paid for the console fee will not be refunded. The refusal can be contested by sending an application to the Estonian mission in the approved form.

To begin the consideration of the case, you will need to pay a fee of 20 euros. If in this case a refusal was received, then you can contact the Estonian Ministry of Foreign Affairs.

How to get a visa to Estonia on your own?

The visa application is submitted to the VC or the Estonian consulate. Residents of Kaliningrad and the region can obtain a visa through the Consulate General of Lithuania located in Kaliningrad.

You must appear in person to submit documents and undergo fingerprinting. If biometric information about the applicant is already in the system, then it is possible to submit an application through an intermediary:

  • accredited tour operator;
  • parent/representative of a child or person with limited legal capacity;
  • an authorized representative of the institution, for example, a group leader/coach;
  • third authorized representative from the applicant.

At the request of the consul, the applicant must appear for an interview, regardless of the method of questioning and delivery of documents. The application is submitted at least 15 days before the foreign tour, but not earlier than a quarter.

Currently, Estonian visa centers in Russia operate without prior appointments.

At the appointed time, you must appear at the Estonian CC, provide documents, pay the fee and state fee. The applicant is given an agency agreement and checks - the papers will be needed when receiving a foreign passport.

The package of documents is sent to the Estonian consulate. After consideration of the application, the international passport is returned to the CC, which notifies the client of the decision made.

The VC does not accept applications for Schengen category “D” for consideration.

Through the Estonian consulate

You can submit documents for consideration of your request through the Consular Section of Estonia. Applications are accepted by appointment only. You can select an appointment time on the Embassy’s website in the electronic calendar or book a visit date by phone.

The visit is reserved for each applicant separately. For example, if a visa is required for a family of two adults and a child, then time is booked for three applicants

Applications submitted in electronic form will be accepted for consideration. The paper form can only be filled out by non-working pensioners - the form is issued at the office of the Consulate General.

Applications are accepted on weekdays, the department’s opening hours are 9.00-12.00. The application form must be signed personally by the applicant, with the exception of minors. Instead of children, the parent/legal guardian will sign the autograph.

Application form for a visa to Estonia

Regardless of the chosen method of applying for a visa, Russians fill out an electronic application form. The application consists of 13 blocks and displays basic information about the applicant, purpose of the trip, travel period, etc.

Answers must be entered in Latin, it is advisable to fill out the application form in English. After entering the requested information and confirming the accuracy of the data, the application is assigned a number, and the document is automatically sent to the specified E-mail.

The applicant must print out the form, sign and paste a photo in the top right corner of the 1st page.

Documents for a visa to Estonia: list from 2021

Regardless of the visa category and the purpose of visiting the Schengen state, the applicant provides:

  • International passport. The validity period of the document must exceed the expected date of departure from the Schengen zone by at least three months. Passports with damaged lamination or torn pages will not be accepted for consideration of the application;
  • Completed application form;
  • Photograph;
  • Insurance policy. Conditions of the insurance contract: relevance for the entire Schengen territory, valid for the full duration of the foreign tour, coverage – 30,000 € or more;
  • A copy of the Russian passport, namely pages with personal biographical data/registration mark.

The application is supported by the original consent to the processing and use of the provided data. The form must be filled out in Russian: on a computer or manually.

An argument in favor of the applicant will be the provision of an old passport with visa stamps for the previous 2-3 years.

Photo for a visa to Estonia

A visa application is considered incomplete if at least one photo requirement is not met:

  • color display on a white background;
  • lack of lighting effects, editing, frames and corners;
  • size – 3.5*4.5 cm, position of the face – full face strictly in the center, at least 70% of the entire photo (height from the chin to the top of the head – 3 cm);
  • lack of headdress, shaded glasses, veil and other accessories;
  • preference – open ears.

The statute of limitations for the photo card is no more than six months before filing the application.

Documents for minors

On behalf of the child, an application form, birth certificate, and children's international passport (if available) are submitted.

Nuances of applying for a child visa:

  1. If the child travels without parents/legal guardians, then the latter provide consent with a notary’s note to leave the Russian Federation.
  2. If the parents have a valid visa, a copy of the Schengen visa is attached to the documents along with an application for joint travel, filled out in free form.
  3. In the event of deprivation of rights to a child, death or disappearance of one of the parents, appropriate confirmation is provided: a court decision, a death certificate or an extract from the police.

If children are included in the parent’s passport, then a separate visa for each child is entered in the adult’s document. Biometric passports do not contain information about the child. A children's international passport is issued for young travelers, in which a visa stamp is affixed.

Additional documents for different visa categories

The set of additional papers is determined by the purpose of the trip:

  1. Tourism. The applicant is required to confirm the hotel reservation, provide tickets, a copy of the driver's license and registration certificate when traveling by personal car. Financial guarantees must cover the minimum requirement of €86 per day.
  2. Personal visit. A copy of the inviter's ID card or passport is required. It is recommended to supplement the application with: confirmation of family ties (marriage/birth certificate, certificate of change of surname, etc.), a request from the Estonian side.
  3. Business trip. When applying, you must prove the existence of a partnership. Confirmation will include: an invitation from the company organizing the event, tickets to a conference/exhibition, a letter from the employer indicating the purpose of arrival.
  4. Studies. Additional documents for obtaining a visa: a call from the host institution, an extract from the place of study in the Russian Federation.
  5. Visiting your own property. Confirmation of the purpose of the trip is a purchase and sale agreement or a certificate-extract from the property register of the Republic of Estonia (Land Register).

Persons going to burials provide a certificate from the cemetery or the Red Cross about the burial place. If the deceased is a family member, then confirmation of relationship is required.

  • All information entered on the application form must be accurate and truthful.

How long does it take to get a visa to Estonia?

The decision-making time when submitting an application through the consulate is 4 days, the accelerated procedure is 2 days. The embassy has the right to increase the period for processing the application, a maximum of 30 days. The calculation period does not include holidays/weekends.

The VC is notified of the visa decision 1 day later than the consulate. The status of the application can be tracked on the VFS.Global website. In the window that opens, enter the application number (specified in the agency agreement), date of birth/surname of the applicant.

The passport and visa department of ASMAP-Service LLC offers a service for issuing Estonian Schengen visas for drivers and specialists of motor transport companies.

To do this you must provide:

  1. Letter of application
    from the organization addressed to the General Director of ASMAP-Service LLC Kazantsev I.S.
    indicating full name the traveler, his position, permanent residence address with zip code and telephone number, desired visa period. The text of the application must include the guarantee phrases: “payment and” in case of dismissal of the driver, we undertake to notify

  2. Questionnaire
    To prepare it, you must send a scanned copy of the application letter, a copy of the first page of a valid passport and copies of Schengen visas for the last three years to email ([email protected]). An electronic form will be filled out at the passport and visa department and sent back to the carrier for signature by the driver. Signed in the applicant’s own hand, in three places:
      on the third page in the column “I have been informed that in case of refusal of a visa, the visa application fee will not be refunded.”,
  3. in the column “Applicable in the case of an application for a multiple-entry visa: I have been informed of the need to have medical insurance that meets the requirements for the duration of the first stay and subsequent visits to the territory of the Member States.”
  4. on the fifth page in the last paragraph on the right.
  5. Please note that electronic filling out of forms by specialists of the passport and visa department may take from 1 to 2 days. The presence of a form with original signatures is a prerequisite for accepting documents at the visa department.
    Please note that the electronic application form is valid for 7 calendar days; accordingly, original documents must be submitted to the visa department within a week.

  6. The original of a valid and old passport with the signature of the owner. If you do not have the original of your previous passport, you must provide a copy of the first page and copies of visas issued over the last three years.
  7. A copy of a valid transportation agreement with a partner company in Estonia. The full details of this company (name, address with zip code, telephone number and contact person) must be indicated in the application letter.
  8. Drivers are provided with an invitation with a digital signature from an Estonian company or a copy of the invitation on the organization’s letterhead indicating the passport details of the traveler, the timing and purpose of the trip, and a description of the cargo being transported.
  9. For specialists and drivers, it is necessary to provide an original certificate of employment (with number and date) on company letterhead indicating the position, date of hire, average monthly wage or salary.
  10. A copy of the Russian passport (page one and page with registration).
  11. One color photograph measuring 3.5 x 4.5 cm with an image of a face occupying 80% of the photo area. The background is white, the photograph is not glossy, without an oval, recent and not older than 6 months.
  12. A copy of the driver's license, which is certified by the company's seal and the signature of the manager.
  13. A copy of all pages of the work book (except blank ones). The last page must be certified by the company seal and the signature of the manager. If the driver has less than one year of experience as a driver, it is necessary to provide a copy of the driver training diploma to the ASMAP UCC.
  14. Original medical insurance policy, printed on a computer, for the period of the requested visa (can be purchased at ASMAP-Service).
  15. Consent to the processing of personal data. The consent is filled out personally by the driver by hand: the top five lines and the bottom line according to the Russian passport. FULL NAME. written in full without abbreviations.
  16. Notice of restrictions on entry into Estonia.
  17. A copy of the certificate of admission to international road transport.
  18. List of company drivers indicating the date of hire.
  19. List of company cars indicating the number and type of ownership or rental.
  20. Consular fee as of December 21, 2020 – 6,000 rubles.
