When do you need to replace your passport?

If you want to replace your passport through State Services, you will need to indicate the reason for the application. Depending on it, the course of the process and the amount of the state duty may change. And please note that at the age of 14 a passport is not issued through State Services; you need to personally visit the Ministry of Internal Affairs or the MFC.

Reasons for replacement:

  • change of surname, first name, patronymic, date and place of birth. Most often we are talking about changing the surname after marriage;

According to the Law, a citizen of the Russian Federation must change his passport twice during his life. However, this does not take into account cases when the need for a passport is dictated by certain circumstances. Which? What are the stages of this procedure? What documents need to be submitted? And where? Read the article.

At what age do you change your passport?

After receiving a passport at the age of 14, you need to change it:

  • At twenty years old (valid for twenty-five years);
  • At forty-five years old (acts posthumously);

However, in addition to planned replacement, there are other reasons that require replacement of an identity document. These include:

  • If your passport is lost. For example, it accidentally fell out of a bag, was forgotten on a windowsill, etc.;
  • If the document is stolen. Quite often, situations arise when passports are deliberately stolen by people who later falsify documents;
  • If errors in personal data are found in the current document;
  • If the owner of the passport has changed in appearance so much that it is impossible to identify the person using the current document. So, for example, if a person has had plastic surgery or been in an accident;
  • Passport details have changed. This may be due to marriage/divorce or a personal desire to change the last name/first name/patronymic/gender/date of birth;
  • If the passport was issued in the USSR;

Where to make the replacement?

People usually change their passport at the age of 20 or 45:

  • At the branch of the Federal Migration Service;
  • In the multifunctional center;

This can be done both at the place of permanent registration and at the place of temporary stay.

Let's look at each option in more detail.

Procedure for replacing a passport

After we have decided at what age a passport is changed according to the Law, we will tell you what list of documents must be provided.

Regardless of the authority, when changing your passport, you must provide the following documents:

  • Old passport of a citizen of the Russian Federation;
  • A completed application for a passport replacement for one of the above reasons;
  • Two black and white and two color photographs, 3.5 x 4.5 format;
  • Military ID (if male citizen);
  • Birth certificate (if the passport was lost, then a duplicate of the birth certificate);
  • Certificate of marriage/divorce (if available);
  • A document confirming registration at the place of residence;
  • A document on the basis of which the surname will be changed (if the passport data is changed, then a temporary identity certificate);
  • A check confirming payment of the state duty;

Replacement period

Regardless of how you change your passport, you will be able to get it:

  • Up to two weeks. If the list of documents is submitted to the branch of the Federal Migration Service at the place of permanent registration;
  • Up to two months. If documents are submitted at the place of temporary stay;

The above deadlines do not take into account the period of collecting documents, which on average takes from one to two weeks.

How to speed up the process?

You can speed up the process only by informally replacing the document and this will cost from four to six thousand rubles.

In this case, replacing the passport will take from three to five working days.

This method of replacing a passport is illegal. If detected, such a document is confiscated and penalties are imposed on its owner.

If you don't change it in time

According to the Law, upon reaching the age of 20 and 45, they change their passport in Russia within a strictly specified period, namely in the first thirty days after their birthday.

Otherwise, according to Article 19 of the Code of Administrative Responsibility, penalties in the amount of two to three thousand rubles will be imposed on the citizen.

How to change your passport at State Services

Please note that this is not a completely remote procedure. You can’t do without visiting the Ministry of Internal Affairs department. The procedure will not be quick and simple; it will require your personal time. But still, the ability to submit an application through the state portal greatly simplifies the procedure.

An application for a passport through State Services can only be submitted by an authorized user. You cannot send a request for another person; everyone must have their own account. As for the state fee for issuing a document, it is paid after confirmation of the application, that is, not immediately.

For example, let’s look at how to replace a passport at State Services at 45 years old:

1. Log in to the portal using your credentials. You need the service “Replacement of a passport of a citizen of the Russian Federation”. You can find it in the list of services or through the search bar. A page will open that looks like this:

2. A list of reasons relevant for replacing the main document of a citizen of the Russian Federation will open. Choose the one you need. In this case, we choose a replacement upon reaching the age of 20 or 45 years.

A page with this service will open, on which you can see a detailed description of the procedure, the amount of the state fee, and the time frame for replacing the document after applying. After studying the information, you need to click the “Get service” button.

3. The system will open the survey to move the applicant to the section they need. Here the client once again indicates the reason for the replacement, then selects the place of receipt (by registration, by residence). Afterwards, the system indicates a list of required documents and prompts you to proceed to writing an application.

4. First you need to confirm your information. This is the country of birth, basic data, address of residence.

5. Next, the system will redirect to a page where you need to upload your own photo, you can take a selfie yourself. The main thing is that this photo should be like a passport photo, that is, without a smile, with a completely visible face, you need to look into the camera.

6. Finally, you need to indicate the data that is needed to put marks in the new passport. For example, if the applicant is married, you need to indicate the details of the other half. Information about parents and children is also entered here. Just fill out all the fields and submit your application for consideration.

List of documents

When you don’t have a passport, it often becomes necessary to issue some papers, certificates, etc. or confirm your identity. When various circumstances arise, different documents are applicable that replace the passport of a citizen of the Russian Federation:

  • old (USSR period) option, valid until the replacement date.
  • international passport;
  • temporary certificate;
  • diplomatic or service passport;
  • military ID.

However, the listed documents are capable of verifying the identity of the person possessing them and are used in carrying out certain actions. A citizen realizes the full scope of rights and opportunities only if he has a valid Russian passport.

A temporary identity card of a citizen of the Russian Federation instead of a passport is used for the period of replacement of the main document of a citizen of the Russian Federation, as well as during the absence of one due to theft, replacement, etc. Sometimes it is also called a temporary certificate. What does a temporary passport look like in the Russian Federation? It is a single form established by law with a photograph of the owner, indicating his data, the reason for the absence of the main document and the information contained in it.

International passport

A foreign passport is included in the list of documents that establish the identity of the holder. It is indispensable when it is necessary to cross the borders of Russia, visit another state, etc. It is the foreign passport that a citizen of the Russian Federation presents to confirm his identity abroad.

Old style passport

According to the Decree of the President of the Russian Federation dated March 13, 1997 No. 232 and in accordance with the Russian Federation Regulation dated July 8, 1997 No. 828, both the new and the old form of the passport document are valid throughout the country. It follows that the previously received document of the old sample retains its full legal force. It is valid until it is replaced due to the age of 20, as well as 45 years, or in case of loss, loss, theft, etc. If it is at the stage of replacement due to invalidity or is restored for some reason, another identification document in addition to the passport, it can help the interested person in resolving many issues.

For military personnel

A military personnel identification card is a special document that only military personnel on active duty have. For those who are in the reserve, a military ID is provided. A military passport, according to the provisions of the Regulations on the Identity Card of a Military Personnel of the Russian Federation, is intended to unambiguously confirm the identity of the owner, and therefore can serve as an alternative for its owner to an all-Russian passport.

What does “liable for military service” mean in a passport? The presence of such a stamp on the corresponding page means that the citizen is in reserve and in the event of military operations and state necessity will be called upon to defend the country. In the past, there was a practice of periodically holding training camps for those liable for military service, but today it has practically become history.

Driver license

Absolute use of a driver's license instead of a passport is hardly possible. On the one hand, a driver's license is used to verify the driver's identity. The traffic police officer can easily determine from the photo on the document whether they belong to this particular driver, and also find out other information:

  • FULL NAME. a person driving a vehicle;
  • owner's gender;
  • his date of birth;
  • information about the authority that issued the document.

However, a driver's license verifies identity in a limited number of cases. For example, when carrying out banking operations, drawing up contracts, etc., this document will not be suitable.

The application has been submitted, what next?

After filling out the last section of important information for stamping, the citizen sends a request, and State Services forwards it to the Ministry of Internal Affairs. Soon information will appear in your personal account that the application has been accepted; the information will be duplicated in a letter to the email address specified in the application.

After this, the opportunity to pay the state duty will open; it can be paid using the following methods:

  • from any bank card;
  • from any electronic wallet;
  • from a mobile phone account;
  • in cash through the cash desk of any bank using a receipt that can be downloaded from the portal.

When paying state fees remotely, a citizen is given a 30% discount. For example, replacing a passport through State Services due to reaching 45 years of age will cost 210 rubles instead of the standard 300. When paying in cash at banks, the full amount is taken without a discount.

After payment has been completed, an invitation to the department of the Ministry of Internal Affairs appears in your personal account, which corresponds to the place of residence specified in the request. You must have the originals of all submitted documents and standard passport photos 35x45 cm with you.

An employee of the Ministry of Internal Affairs accepts the documents and informs you when the new passport will be ready for issue. In general, the service is provided in full within 10 days if the citizen receives the document at his place of residence, and up to 30 days otherwise.

VK You must visit the Ministry of Internal Affairs within 30 days after receiving the invitation. If this is not done, the electronic application for a passport will be cancelled.

Documentation

The list of papers will vary slightly depending on the reason for replacing the passport. If the previous document is not lost and is available, then less paperwork will be required. And if it is impossible to present a valid passport, the number of papers will be more extensive.

You will need the following:

  • a valid passport, if available (even in cases where it is damaged, what is left of it may be useful);
  • a certificate confirming the birth of a person;
  • if available, a valid foreign passport;
  • if the person is married, a certificate of this;
  • if there are children under 14 years of age whom the applicant wishes to include in the passport, their birth certificates;
  • upon divorce, a certificate of this will also be required;
  • if the applicant is subject to military registration, his documents confirming registration are required;
  • 2 photographs in color or black and white format measuring 35 by 45 mm;
  • a receipt confirming payment of the fee;
  • documents confirming the registration of a person at a specific address if the document is lost;
  • in case of passport theft, notification from the internal affairs bodies about registration of this fact.

In addition, you will need to fill out a standard application form in Form 1P. It can be obtained at any FMS branch, passport office or MFC. This application can also be filled out on the State Services portal.

Statement

Typically, all departments accepting such applications have a corner where all samples of completed documents are posted. Therefore, every citizen can use it to fill it out correctly. It is important to fill out this document correctly and clearly, as otherwise FMS employees may incorrectly enter information into the passport. The algorithm of actions will be as follows:

  1. You must fill in the details of a valid passport. If it is lost and there is no information left, then this place can be left free. However, it is better to look at other documents; usually passport data is indicated in many places.
  2. Next, fill in the applicant’s full name in printed capital letters.
  3. The next item indicates the place and date of his birth, gender, marital status. If a person is married, the full name of the spouse must be entered.

Upon receipt of the completed passport, a signature confirming receipt is placed on the same application.

Replacement procedure

In all cases, the procedure will be the same. There are several ways to apply. But in any case, the replacement of the document will be carried out by the territorial branch of the FMS. You can submit an appeal via:

  • MFC;
  • Passport Office;
  • State Services portal.

The only condition is that the citizen himself must submit the application. You cannot submit a power of attorney application for a person, even if it is notarized. The only exception is cases of citizen's incapacity recognized by the person's disability group or a court decision.

If, due to health reasons, a citizen cannot appear independently to submit an application for a replacement passport, he can invite a FMS employee to his home to draw up this application. A guardianship authority, official representative, guardian or other authorized person can submit an application to the FMS to invite an employee.

The replacement procedure itself will be as follows:

  1. Prepare a package of required documents.
  2. Submit an application for a replacement passport.
  3. Pay the mandatory state fee.
  4. Submit all papers to the passport office staff.
  5. Wait until your passport is ready and receive the document.

Each person must follow this procedure to obtain a new identification document. The greatest amount of time and energy costs is spent on collecting required papers.
