What is a TIN and why is it needed?
When applying for a job and completing paperwork for other purposes, the TIN is always required.
TIN stands for Taxpayer Identification Number. This numbering of citizens was created by the tax system to track tax payments. This certificate is used by employers and all government agencies. You can use your personal tax number to see whether your employees' pension contributions are being paid.
A certificate with a taxpayer ID is issued for both individuals and legal entities (including foreign ones). They differ in the number of digits in the number: 12 and 10, respectively. For those who are going to register as an individual entrepreneur, the law specifies the use of a personal taxpayer ID.
When assigning this number, the citizen receives a certificate indicating the person’s personal data and the TIN itself.
Registration in the tax base will be required in the following cases:
- devices for work;
- opening an individual entrepreneur;
- declaration of income;
- receiving tax deductions;
- carrying out the activities of an organization for a legal entity.
Find out your TIN
If you have forgotten whether you have already been assigned a TIN, or have lost your certificate and have not written down the number itself anywhere, you can easily find out your TIN online. For this you will need:
- FULL NAME.;
- your passport details;
- information about the date and place of birth.
The specified information must be entered into a special form on the official website of the Federal Tax Service or on the State Services website. Also, specialists at the MFC or at the tax office will provide you with assistance on this issue.
What does an individual need to do to obtain a TIN?
In order to obtain a TIN from the MFC, you will need to contact the branch closest to you. Specify the date and time using a phone call by contacting the single help desk. If you can’t register for an appointment via phone, you can come to the branch in person, take a coupon and get in line. There is no need to repeatedly visit the tax office and waste time in long queues. Service in MFC branches is optimized, registration is carried out quickly by qualified employees. In some situations, citizens do not have the opportunity to visit the center in person. You can transfer documents with the help of a third party for whom a power of attorney has been issued by a notary.

- a certificate confirming the authority to have custody of the child (for guardians only).
Obtaining a TIN from a foreign passport or ID card
When applying for a job in St. Petersburg, they required an INN. I myself am a citizen of the Russian Federation, but with registration in Estonia. You have temporary registration, a foreign passport, and an ID card in your hands (which is an internal document of Estonia - an internal passport). I don’t have an internal Russian passport. Is it possible to somehow obtain a TIN using existing documents? If not, is there any way to officially get a job while the necessary documents are being prepared?

The procedure for obtaining a TIN through the MFC: a step-by-step algorithm
One of the main advantages of obtaining a Taxpayer Identification Number (TIN) from the MFC is minimizing the time resources that need to be spent on visiting the territorial tax office. Consultation, writing an application and submitting documents is carried out with one manager in a “single window” format. In this case, they act as intermediaries in the implementation of the registration procedure with the Federal Tax Service.
Another “plus” is the prompt assistance of the center employee in filling out the application form in order to avoid possible errors, errors and corrections on the form.
How to obtain a TIN for an individual through the MFC? The procedure for registering (re-issuing) a TIN through the MFC is being implemented in stages:
- Stage 1. Collection and preparation of a package of papers for filing an application for tax registration (re-issuance of the TIN form at the MFC).
- Stage 2. Register a citizen for an appointment by calling the hotline.
- In some centers, telephone registration is not provided - individuals can arrive at the nearest MFC and receive a queue ticket directly on the day of submitting documents.
- Stage 3. Writing a written application to enter information about a citizen into the taxpayer database (Form 2.2) and submitting an application. The document form will be provided by the center manager.
- Stage 4. Waiting for the request to be processed. The applicant is notified additionally by e-mail and SMS about the readiness of the certificate form with a unique digital taxpayer code. You can also obtain a TIN certificate at the MFC.
Is it possible for another person to obtain a TIN from the MFC? If a citizen interested in issuing a certificate is unable to personally come to the multifunctional center, his representative can submit an application and receive a completed form of the document if he has a power of attorney certified by a notary.
How much does registration cost?
When registering with the tax service for the first time, no fee is charged. An individual number is assigned free of charge. But if you need to restore a lost or damaged document or you have changed your last name, then each time you need to pay a fee of 300 rubles (state fee), be sure to save the receipt. A similar payment procedure can be performed directly at the MFC itself.
What documents will be needed
When applying for tax registration, only a few documents will be needed:
- original and copy of the applicant’s general passport (permanent registration information is required);
- application for entering data into the information base of Russian taxpayers (Form 2.2);
- original power of attorney (if the request is submitted by a third party).
Advantages of using MFC services
The emergence of the MFC has significantly increased the level of provision of public services:
- saving time and nerves;
- there is no need to visit various authorities;
- the coupon system eliminates queues;
- highly qualified employees.
How to get a certificate if you have a TIN number
For legal entities, the TIN is a ten-digit mandatory number that is assigned upon registration. The TIN for an individual has the form of a twelve-digit number, and according to the law it is assigned voluntarily. But if a citizen decides to get a job, then the number is assigned automatically. Thus, the state ensures that contributions to the tax service, the Pension Fund and other social funds are made on time and in the required amount. Commendable, prudent and comprehensive - this is how one can characterize this scheme for assigning a personal number.

Minor citizens and foreigners
Registration of a TIN for citizens under 14 years of age and foreigners is slightly different from the usual procedure. Some people sometimes do not understand why a child needs this document, so they delay issuing a TIN until the child reaches adulthood. However, situations are different, for example, registering an inheritance for a minor or working at an employment center for teenagers in the summer.
The presence of the minor himself is not necessary. Parents or guardians can issue a TIN for a child . To do this, you must submit the following package of documents to the MFC:
- passport of the mother, father or guardian;
- certificate of registration and citizenship;
- birth certificate of a person under 14 years of age;
- statement.
For foreigners, the list of documents depends on the status of their stay in Russia. The following are required: a passport, accompanied by a copy in Russian, previously certified by a notary, and an application filled out in form No. 2−2-Accounting. Additionally you should submit:
- a document confirming a residence permit in the Russian Federation;
- for those persons who temporarily reside in the territory of the Russian Federation - a passport with a temporary residence permit;
- notification of arrival or migration card - for persons temporarily staying in the country;
- for refugees - a certificate that confirms their status.
Only original documents are submitted to the MFC; the employee must make all necessary copies himself (free of charge). If only originals are required for registration, then the center consultant must provide the citizen with an official receipt of their receipt.
How to change the TIN when changing your last name through the MFC?
Citizens who changed their last name after marriage or for other reasons are not required by the state to change the document. The number itself in the taxpayer database remains with the person even if the last name is changed. But other difficulties may arise due to a discrepancy between the personal data in the passport and the certificate.
Replacement of the certificate occurs on voluntary terms. To do this, you need to collect all the documents:
- passport;
- if the change of surname occurred as a result of marriage, then a marriage certificate;
- a certificate issued in the old surname;
- application and receipt for payment of the duty.
With these papers you need to go to the multifunctional center, where within 5-7 days a new certificate with a taxpayer number will be ready.
How to get a TIN for the first time
Any modern state imposes many obligations on each of its members, among which is the possession of a certain number of documents, without which it is difficult, and sometimes even impossible, to take full part in the life of society. In our country, there is also a list of mandatory and additional papers that are issued to every citizen, some immediately after birth, others upon reaching adulthood and/or under other conditions. Complying with all the accompanying rules for obtaining and using documents is in the interests of everyone who does not want to complicate their lives and bother with the restoration of lost, damaged or expired documents. But everyone goes through the receiving and registration stage at least once. For some time now, the TIN has also been one of the documents that every citizen must have. How to get it for the first time and in what situations you will need it later - read below.

How long is the TIN certificate valid?
Art. 84 of the Tax Code of the Russian Federation states that the tax registration number does not change from the moment it is assigned until the end of a person’s life. This applies only to Russian citizens.
A certificate with a personal identifier received by a foreigner under temporary registration has a limited validity period. It expires when registration at your place of residence ends. Then the foreign citizen is removed from tax registration. The Federal Tax Service receives information about termination of registration through interdepartmental interaction.
Is it possible to get a TIN not at the place of registration?
Many people, when moving to a new place of residence, are interested in the question: “Do I need to change the TIN certificate?” In this case, you need to pay attention to Art. 84 of the Tax Code of the Russian Federation, which states that the TIN certificate is valid throughout the entire territory of the Russian Federation and must be replaced in the event of:
The algorithm for obtaining a TIN at the place of registration looks almost the same. The difference is that the person applying for the certificate applies in a convenient way to the Tax Inspectorate at the place of registration. Thus, additional documents, namely:
Deadlines for issuing a TIN
Since MFCs are intermediaries between citizens and the Federal Tax Service, it will take a little more time to issue a certificate with a tax number. According to the law, the production of a certificate should not take more than 5 working days. Taking into account the time it takes to send documents between organizations, you can set a period of a week.
Restoring the certificate
A unique code is assigned once and remains with the carrier forever. The individual code does not change even if the person moves to a different address. In a situation where the certificate is lost, damaged or stolen, restoration of the TIN is possible by contacting the tax office or the MFC. When applying for a certificate again, a duplicate will be issued.
To restore the TIN if lost through the MFC, you will need to go through a procedure similar to the initial application for a unique code. With one exception, you can obtain a duplicate TIN from the MFC only after providing a receipt for payment of the state duty.
Replacing a document
When a person changes their last name (usually due to marriage or divorce), the unique taxpayer code does not undergo changes. However, in this situation it will be necessary to replace the certificate. To change the TIN at the MFC to a new one with current information, you do not need to pay a state fee. In this case, replacing the TIN in the MFC is carried out in the same way as its initial registration.
Temporary registration
Previously, obtaining a TIN certificate was possible only through specialists from the Federal Tax Service at the place of registration. Is it possible to obtain a TIN at the MFC in Moscow or in another city using temporary registration?
With temporary registration you can actually get a TIN. To do this, you need to submit the necessary documents to the MFC or Federal Tax Service at your place of temporary stay. That is, citizens can register a TIN at any document registering authority. The rule applies to both the initial receipt of paper with the TIN number and the issuance of its duplicate.
Get an INN using a Russian passport
However, if you still have valid visas in your old document and you don’t want to hand it over, you can now get a second passport if you have the first one. The second document can only be a foreign passport valid for 10 years, of a new type. Let us remember that quite recently it was only possible to obtain a second passport for the validity period of the first one, and their type had to be the same.

In order to have time to prepare for the trip, you need to know how long it takes to obtain a foreign passport. This usually takes about a month. But in some cases, the wait can take up to three to four months - if, for example, you applied to the FMS office for a foreign passport not at your place of permanent residence, but at your place of temporary registration. The fastest way to obtain a foreign passport for a child is because it is not checked against databases for criminal records and access to classified information.
Restoring TIN in case of loss or damage
If some trouble occurred with your TIN certificate, as a result of which it was damaged or lost, you can order and receive a duplicate of the certificate. At the same time, the TIN number itself, which is stored in the Federal Tax Service database, will remain the same.
When you receive a certificate again to replace a lost or damaged one, you must pay a state fee of 300 rubles. and attach the payment receipt to the application.
An application in form No. 2-2-Accounting must be sent to the Federal Tax Service at the place of your registration in person, through a legal representative or by mail. The procedure for obtaining a duplicate TIN certificate is described in the information on the Federal Tax Service website.
If your MFC provides the service of issuing TIN, you can submit an application to the Federal Tax Service through this MFC. The required documents are an identity card and a receipt for payment of the state duty.
Obtaining a TIN without registration
You can obtain a certificate if you have a certificate of temporary registration. Since each case is individual, for more complete information it is recommended to contact the MFC or get legal advice.
IMPORTANT! Based on Federal Law No. 243-FZ of July 3, 2017, a TIN can be issued at any tax service or MFC. To register, you still need to contact your place of registration.

Citizen's responsibility
In order to ensure maximum control over the taxes of Russian citizens and foreigners temporarily staying in the country, each individual or legal entity is assigned their own personal tax number. In this case, the age of a person does not matter. As soon as a person begins to receive income, he is obliged to notify the tax office about this.
Just two decades ago, the execution of this document was considered a routine formality. Many people got along just fine without it, without even thinking about what the TIN is for. However, times are changing, electronic money has practically replaced ordinary money from use, so timely registration of a TIN has become not just a citizen’s responsibility, but a necessity. After all, without it today it is impossible to even get a salary.
The identification number contains twelve digits, where the first two are the region code, the next two are the Federal Tax Service code, the next six are the citizen’s personal number, and the last two are the control number. Today there are several main options for quickly obtaining a TIN:
- Form No. 2−2-Accounting. The sample can be downloaded from the Internet or taken from a tax organization, the main thing is that the individual is a citizen of the Russian Federation. The document processing period is 5 days.
- Using the Internet. To do this, you should find the official website of the Federal Tax Service and simply follow the instructions on the site. Then send the data by email to the tax authority. This method saves time, but receiving the finished document requires personal presence.
- Send the letter by regular post office with attached documents. You must attach a copy of your passport to your application.
- Obtaining a TIN of an individual from the MFC.
You should pay attention to the last point, since not every center provides such a service. However, this is easy to find out by calling. The number (for each region) can be found on the “My Documents” website.

What can you do without registration and residence permit? We'll tell you in detail
You also need to be aware of the consequences that not registering your place of residence may have on you. And although in the case of employment the law is on the employee’s side, the worker may also face certain difficulties. These include:
It is worth saying that pensions are accrued to citizens at their registration address. If a pensioner has registration in one place of residence, but in fact he is in another, then he retains the right to make a request to transfer the pension to the place he needs. For this procedure, both permanent and short-term forms of registration are suitable. If there is no registration at all, then, unfortunately, it will be difficult to get the money due. The best way out of this situation would be to obtain a temporary registration. It is highly not recommended to delay this event, as this may become a reason for non-payment of a pension for the entire period of time during which the pensioner remained without registration.
