How much does a foreign passport cost in Ukraine?

On January 1, 2015, foreign passports with an electronic chip containing biometric data (biometric foreign passport) were introduced in Ukraine. This data is entered into the Unified State Demographic Register.

We will tell you how to get a foreign passport in Ukraine in 2021 in this article.

How to make a passport

Registration of a foreign passport through government services occurs in the following order:

  • submission of the necessary documents to the State Migration Service unit or consular office (the list is given below). When applying for a biometric passport, you need to have your fingerprints scanned. Unlike the biometric passport of a citizen of Ukraine, entering digitized fingerprints into the electronic chip is mandatory. Scanning of handprints of children under 12 years of age occurs with parental permission;
  • filling out and checking the application form. The application form is prepared by the State Migration Service employee who accepts the documents. Carefully check your data in the form for errors and only then sign;
  • obtaining a passport. Upon receipt of a foreign passport, a note about this is included in the passport of the citizen of Ukraine. Find out what biometric passports of a citizen of Ukraine are in the article “How to obtain a biometric passport.”

International passport for emigrants

If a passport is issued due to traveling abroad for permanent residence, the following must be additionally submitted:

  1. Confirmation of deregistration (mark in passport).
  2. Certificates from the tax service (about payment of income tax or about the absence of obligations to pay taxes).
  3. If an emigrant has a wife/husband and their common child in their homeland, it is required to confirm that there are no claims against the emigrant for alimony payments. The one who remains writes a corresponding statement and has it notarized. A similar application is drawn up if one of the spouses emigrates with a child, and the second spouse remains in Ukraine.
  4. For minor children: Birth certificate (copy).
  5. Consent to travel abroad for permanent residence (for children from 14 to 18 years old). The paper is certified by a notary.

What documents are needed for a passport?

So, what do you need for a foreign passport if you are applying for it on the territory of Ukraine? Documents submitted for a foreign passport to the State Migration Service, in addition to the application form, include the following list (established by Resolution of the Cabinet of Ministers of Ukraine dated May 7, 2014 No. 152):

For persons over 16 years of age:

  1. Ukrainian passport;
  2. a receipt for payment of the administrative fee or documents confirming the availability of benefits that are exempt from such payments;
  3. a certificate of receipt of an identification code (for persons over 18 years of age), if a foreign passport is issued for the first time.

To obtain a foreign passport, a person who cannot move independently due to a long-term illness must additionally submit:

  1. medical certificate confirming illness;
  2. 2 color photographs measuring 3.5 x 4.5 cm and one photograph 10 x 15 cm for entering a digitized image of the face into a biometric passport;
  3. power of attorney confirming the authority of the representative (issued by a notary).

Package of documents for a foreign passport

To obtain a foreign passport in Ukraine, you first need to prepare the necessary package of documents. The standard package of documents for registration and receipt of a passport includes:

  1. Passport (original + 2 copies of 1, 2 and pages with registration).
  2. Identification code (original + copy).
  3. Old passport (if you have one).
  4. Certificate from the military registration and enlistment office (for guys aged 18 to 25 years).
  5. Military ID for those who served (original + copy).
  6. Form No. 16 from Housing and Communal Services, confirming registration if the period of registration is less than 6 months.
  7. New identification code in case the surname was changed during marriage.
  8. An original and a copy of the child’s birth certificate, 2 matte photographs of the child measuring 3x4 cm (if his age is 5 years and older), 2 copies of the birth certificate (if the child is over 14 years old), a photocopy of the child’s internal passport (if he is over 16 years old) ).

By the way, at the passport center (State Enterprise “Document”) in Kyiv on Taras Shevchenko Boulevard, 27, copies are not needed to obtain a foreign passport, only original documents.

Deadline for obtaining a passport

  • The general period for production of a foreign passport is 20 working days from the date of application;
  • urgent production of a foreign passport – 7 working days from the date of application;
  • urgent production of a foreign passport for urgent travel for treatment, to accompany a seriously ill person or in connection with the death of a relative who lived abroad (with supporting documents) – 3 working days;
  • in the case of a child adopted by foreigners traveling abroad for permanent residence - up to 10 working days.

If you need to urgently obtain a passport, you need to pay an additional administrative fee.

Documents for international passport

The list of documents required for the production of a biometric international passport is regulated by the “Procedure...”, which was approved by Resolution of the Cabinet of Ministers of Ukraine dated May 7, 2014 No. 152 (as amended).

According to it, for the vast majority of Ukrainian citizens, it will be enough to submit the following documents:

  • application form;
  • original receipts for making the necessary payments or an original and a copy of a document on exemption from such payments (if there are grounds in accordance with the legislation of Ukraine);
  • a valid passport of a citizen of Ukraine (for persons over 14 years of age);
  • original birth certificate (for persons under 14 years of age and preparing a passport for the first time)
  • original identification code (if issued);
  • previous foreign passport (if available).

When traveling abroad for permanent residence, additional documents must be submitted to obtain a foreign passport. Their list can be found on the State Migration Service website.

Features of submitting documents and obtaining a passport for children are given below in a separate section.

A tax identification number (TIN) of an individual must be submitted only if it has already been issued and a biometric passport is being produced for the first time. This rule is mandatory for everyone over 18 years of age. If you have previously received a passport with an electronic chip, then presenting the TIN is not mandatory, since all the data has already been entered into the appropriate register of the State Migration Service.

Attention! When submitting documents, you must have the original internal passport and identification number. Their absence will be grounds for refusing to accept your documents at all!!! Having notarized copies will not save the situation.

On the Internet you can find “recommendations” to also prepare color photographs and/or copies of your passport and code.

However, there is a clear list of persons who can submit finished photographs and requirements for them. In particular, this is allowed when issuing a passport for a person under 12 years of age, or a person who cannot move independently due to a long-term health disorder, which is confirmed by a corresponding certificate from a medical institution. In this case, you must submit one color photograph 10x15cm. In this case, the face should occupy 80% of the photo.

In other cases, it will be clearly unnecessary. Firstly, all document collection points are equipped with digital cameras, and therefore photography takes place on the spot. Since photographs are now subject to certain requirements (compliance with the age of the applicant, location of the face, completeness of the photograph, etc.), in this way public authorities protect themselves from possible conflict situations. On the other hand, this is an increase in the level of service, because people do not need to run around on their own and look for where to take an urgent photograph in accordance with requirements that can change at any moment.

Secondly, all departments of the State Migration Service and other bodies through which documents are received are equipped with photocopiers. Their employees will make all the necessary copies on site themselves. You will only need to certify their authenticity with your signature.

Of course, you can do your employees a favor by accepting documents and making copies yourself, but is it advisable to spend your time and money on this? Moreover, such “helpfulness” of yours will not affect anything. Maximum - you will save the employee 2-3 minutes for copying.

However, if you know for sure that there is an “evil woman” sitting there who will say that the photocopier is broken or is missing, then you can prepare copies of your internal passport and identification number (taxpayer card).

How much does a passport cost in Ukraine?

The price of a foreign passport in Ukraine consists of the fee for the provision of administrative services and the cost of the document form.

The cost of providing administrative services is established in Resolution of the Cabinet of Ministers of Ukraine dated November 2, 2016 No. 770. The cost of the form may vary depending on the increase in prices for materials, therefore it is not officially fixed anywhere.

When issuing a foreign passport, the cost of administrative services is:

  • within 20 working hours - 253 UAH;
  • within 7 working days - 506 UAH;
  • within 3 working days – 506 UAH.

The cost of the form is 304.32 UAH.

Thus, in order to find out how much it costs to issue a foreign passport, you need to sum up the cost of the administrative service (depending on the production time) and the cost of the foreign passport form.

General requirements for photographs for documents

At the moment, uniform rules for photographs for documents have been developed and exist; the Ukrainian foreign passport is no exception. They are always effective and do not depend on private requirements.

It is advisable to consider the general requirements for photographs for documents in more detail:

  • The location of the face is provided from the front and exclusively in the center of the photo. Head turns are completely excluded, regardless of the angle;
  • The person’s gaze should be level, straight and directed directly at the lens;
  • The facial expression should be calm, without unnecessary facial expressions: even smiles are excluded;
  • The eyes of the person being photographed should be wide enough open and clearly visible;
  • Hats and sunglasses are excluded;
  • Discreet makeup is allowed, which does not change a person’s facial features and does not distort the correct perception of personality;
  • The photograph must be clear. The lighting is monotonous, with the complete exception of darkening and artificial contrasts;
  • The background part of the photograph is somewhat lighter than the face.

Important! If a citizen wears glasses, then the photo must be taken with glasses. This is a mandatory rule. Glasses in the photo are only allowed optical, without tinted glasses.
