The governments of Russia and Ukraine regularly amend laws and agreements, thereby strengthening control over the movement of citizens living in countries neighboring the Russian Federation. But we must remember that not all changes apply to those countries with which an international cooperation agreement has been concluded. Currently, a visa is not required to cross the border with Russia.

Although the rules for the entry of Ukrainians into Russia have changed, they still do not need a visa to cross the border and can enter the Russian Federation using an internal passport. The period during which a Ukrainian citizen’s international passport will be valid depends on his age:

  • If the document is issued for a child under 16 years of age, the validity period is 4 years;
  • When receiving a foreign passport for children over 16 years old and adults – 10 years old.

Note! If you have previously issued a passport, it is better to get a new one than to renew the old one. The old one is extended for the remaining period of its validity. For example, if before loss it was valid for 1 year, then a duplicate will be issued for the same period.

The consular fee is paid before reissuing a foreign passport, and the amount depends on the reason for applying for a new one:

  • If the old one is stolen, lost or damaged, you will have to pay 8,490 rubles;
  • For initial registration, the cost will be 3,400 rubles;
  • If re-registration is carried out due to the expiration of the document, 5,560 rubles are paid.

If you need to add information about children to your international passport, you will have to pay an additional 1,420 rubles.

It is important to take into account that only the amount of the consular fee is indicated above. If a foreigner applies to an organization specializing in re-registration of documents, he will have to pay additionally for its services. The average cost of such services is 15,000-20,000 rubles, but you don’t have to collect documents and submit them yourself. In addition, when contacting the consulate, problems may arise that can be easily resolved by experienced lawyers.

However, he did not create a sensation here. The fact that the authorities want to ban citizens from traveling to Russia using internal passports was told to the UNIAN agency on December 5 by the director of the consular service department of the Ministry of Foreign Affairs of Ukraine Sergei Pogoreltsev , who expressed the opinion that the simplified border crossing regime “poses a threat to the state security of Ukraine.”

Goncharuk did not specify exactly how crossing the border with Russia using an internal passport threatens state security. Russia and Belarus remain the only countries that Ukrainians can still visit with an internal passport. For comparison, Russians have five such countries on their list - the EAEU countries plus Abkhazia. Until recently, there was one more country on the list. However, in 2015, the Ukrainian authorities thought, why are the “occupiers” coming to us with an internal passport? And they introduced new rules according to which Russians could enter Ukraine only with a foreign passport.

But it's official. In reality, everything was much more complicated. Last year, when martial law was introduced after the “Kerch incident,” Kiev decided not to allow Russian males aged 16 to 60 years old into the country at all. In fact, they didn’t come up with anything new here; in fact, this ban has been in effect informally since the victory of the coup d’état - the author of these lines experienced it himself back in March 2014. So, in fact, they only legalized what had been practiced for a long time.

All that remains is to introduce visas, and there have been discussions about this. But they were scared. They were afraid of the inevitable mirror measures on the part of Russia, because Moscow will not forever turn a blind eye to all the “pranks” of its “younger brothers.”

It must be admitted that in Russia few would have even noticed the introduction of a visa regime with Ukraine, because after 2014 the number of people wishing to visit this country fell significantly. According to the FSB, compared to 2013, the number of Russians who visited Ukraine on business trips in 2017 decreased by more than 10 times. And those who traveled for private purposes - four times.

Meanwhile, the number of Ukrainians in Russia has not fallen all these years, but only increased. According to various sources, there may be from 2 to 3 million people. For comparison, the number of Ukrainians in Poland is about a million, and this number also increased after the introduction of a visa-free regime with Europe.

In general, any normal country strives to soften migration rules with all its neighbors, to maximize the number of countries where its citizens can freely travel. But for some reason, Ukraine and Russia are only tightening migration rules, however, in measured doses, understanding how mirror measures on the part of Moscow and the immediate return of a couple of million angry “workers” to the country could result.

In fact, the Kyiv authorities tried to make it difficult not only for Russians, but also for their own citizens to cross the border - first they interrupted air traffic, then they constantly threatened them with interruption of railway traffic. However, it itself gradually dies. Russians practically do not travel to Ukraine, so Russian trains have not been running to this country for a long time, and the number of Ukrainian trains is decreasing. Expensive. The rolling stock is deteriorating. But there are a great many buses running back and forth - this is one of the last ways for a Ukrainian guest worker to get to a neighboring country, where it is obviously much more profitable to live and work.

No, I don’t argue, it’s much more profitable to work in Poland, where salaries are low for the European Union, but for Ukrainians they are simply astronomical. And even better in Germany. But not everyone is lucky enough to get a legal permit, and the “visa-free” visa is only for tourists. And not everyone will be lucky enough to get a job illegally. But in Russia everything is simpler, clearer, closer and closer geographically. Well, for Easterners, at least. Westerners used to travel mainly to Poland, so “Maidan” and “visa-free” didn’t change much here, except that more people began to leave in both directions, as life in Ukraine became more and more unbearable.

And, apparently, what burned the hearts of those who actively promoted the “Russian-Ukrainian war” was the fact that, despite the “aggression” and “occupation”, despite visa-free access to the “blessed” Europe, Ukrainians both traveled to Russia and and continue to drive. After all, why all these measures to tighten the entry regime and reduce transport capabilities? Exclusively in order to break the last threads connecting the fraternal peoples. But this, as practice shows, is not so simple.

The point is not only in the severance of mental ties, but also in the desire to redirect migration flows. And it’s okay that many Ukrainians would prefer to go to Europe and never return. Some odious Kyiv politicians spoke about this directly - we don’t need so many people. In part, this whole “Maidan” was conceived, among other things, with the goal of sharply reducing the country’s population, leaving only the number that is necessary to serve the interests of the new owners.

But the fact that many Ukrainians still prefer Russia does not really correlate with the official ideology, according to which there is a war between our countries. But how to reduce their number?

Here we come up with it.

Of course, under absolutely flimsy pretexts. Let me remind you that they were already voiced by the aforementioned Pogoreltsev at the beginning of the month. Firstly, minors allegedly need foreign passports because they do not have photographs, which contributes to the increase in cases of criminal trafficking. Secondly, in internal documents, information about the owner is not duplicated in the Latin alphabet, which supposedly makes it difficult to check the presence of travel restrictions in Interpol databases and does not allow the information to be read automatically. Finally, thirdly, according to Pogoreltsev, the passport of a citizen of Ukraine has a low degree of security and can be used with an altered photograph when crossing the border by third parties who have committed or may commit illegal actions that threaten state security and public order.

None of these arguments stand up to scrutiny. As for the danger of illegally taking children abroad, whoever needs it will be taken anyway, fortunately the level of corruption in Ukraine does not allow this, and no photograph will help here. As for the absence of the Latin alphabet, it is not used in Russia, and if a person is on the international wanted list, he will not be checked by Russian border guards using Interpol databases, since he will simply not be released from the country. The same applies to fake passports - they are recognized much earlier at the border checkpoint of the country that issues these passports. If a person who is wanted or with a false document ends up in Russia, this will be a “jamb” of Ukrainian border guards, regardless of whether he has an internal passport or a foreign one.

However, there is one thought in Pogoreltsev’s statement that is worth listening to:

“...third parties who have committed or may commit illegal acts that threaten state security and public order.”

And here the Ukrainian official clearly lets it slip, mentioning threats to state security.

As is known, today a threat to Ukrainian state security is posed by those citizens of Ukraine who publicly express their disagreement with the policies of the authorities. Who - reposting “separatist” content on a social network. And who is holding arms in Donbass?

The first ones, not just to Russia, are generally undesirable to be released anywhere, but it is better to be put in prison altogether (and they do put them), otherwise they will leave and carry out their propaganda with impunity.

As for the second ones... well, there are such unique people among the militias who are smart enough to travel to the territory of Ukraine, sometimes, however, forcedly. In general, residents of Donbass often have to travel through Russia in order to minimize the risks that accompany crossing the demarcation line.

By the way, it will be possible to immediately identify those residents of Donbass who received Russian passports - after all, if it is known that a person visited Russia, but there are no exit and entry stamps, it is only in Russian that he visited it.

The same applies to Crimea. The Ukrainian authorities have repeatedly said that they have databases of both Donetsk and Crimean residents who have Russian passports (with Crimeans, however, everything is simple - almost everyone there has them), but this was always an obvious bluff. Meanwhile, many Crimeans have retained Ukrainian passports and use them for free entry into the territory of Ukraine, use them to travel back, and enter Russia using Russian ones. Now, based on the presence or absence of stamps, Ukrainian border guards will be able to determine which passport a person used to enter Crimea.

Some confusion arises here: after all, the Kyiv authorities consider the peninsula to be their territory, and there seems to be no border there with Russia. This means they are obliged to release their citizens using internal passports. In this case, all the “advantages” of the innovation in relation to Crimea simply will not work. I wonder how they will get out...

In any case, this measure will seriously hit many Ukrainians who will be forced to receive “foreign allowances”. Of course, this will not affect those who sit in Donbass and do not leave it anywhere except to Russia, but those who have to cross the actually existing Ukrainian border will be fully affected.

Of course, this is not so expensive and it is unlikely that for anyone except the residents of Donbass, this will become an insurmountable problem. But some people will make money from the mass issuance of foreign passports. It’s interesting that, according to a survey conducted two years ago, 66% of the country’s population do not have foreign passports. This is an unplowed field!

And what is characteristic is that no visa-free regime has changed the situation. Yes, they began to apply for foreign passports more often, but this is not what the organizers of the Ukrainian “revolution” clearly expected. I would not be surprised if after March 2021 the number of people wishing to receive a new document will be greater than after June 2021.

And this will be another blow to the image of the “European integrators” and evidence that the centuries-old ties of fraternal peoples cannot be cut either in six or ten years...
