  • If the guardian of such a child is a citizen of the Russian Federation.
  • When the child is in an orphanage or boarding school. The application is submitted by representatives of the organization.

  • If the child is declared incompetent at the time of submitting the application and is undergoing treatment, the application must be sent by the head of the medical institution.

In addition to knowledge of the language, the applicant must have experience living in Russia or the USSR, or a direct relative. Without this, the certificate will not be issued, even if the immigrant has proven that he speaks Russian at a high level. Most often, citizens of the former Soviet republics are interested in obtaining NRN status. As a rule, relatives of applicants for NRN recognition have lived in the Russian Federation since the times of the USSR.
  • In most cases, immigrants from Ukraine, Belarus, Kazakhstan and other now independent states are fluent in Russian, and all they have to do is document this fact.

This requirement, in fact, was also made for the successful infusion of a person into the territory of the Russian Federation - he either had to previously reside in Russia, or have “soil” here, expressed by blood ties.

    • After submitting a complete package of certificates to the Main Directorate for Migration, any applicant must be given a response regarding the appointment or refusal of an interview in the next 2 days.
    • The interview itself must take place no later than 5 days after receiving the application.

Application for recognition as a native speaker of the Russian language

As already mentioned, it is possible to obtain Russian citizenship for native speakers of the Russian language in a simplified manner.

Firstly, the NRY certificate reduces the time required for obtaining citizenship - you do not need to obtain a temporary residence permit before a residence permit, and you do not need to live in Russia with a residence permit for 5 years, but you can apply for citizenship immediately after receiving a residence permit.

Also, the processing time for NRN documents for obtaining citizenship is significantly shorter than for other categories - only 3 months.

Due to the increasing flow of migrants from neighboring countries in Russia, a program for native Russian speakers was created. The NRY program simplifies the procedure for obtaining Russian citizenship for those foreigners who have family and cultural ties with the country and who have a high level of knowledge of the Russian language.

In order to obtain the status of a native speaker of the Russian language, it is necessary to legally reside on the territory of Russia, have family ties with those who have Russian citizenship or, for example, were a citizen of the USSR, and also know the Russian language at the native level.

If all these conditions are met, a foreign citizen can submit an application to the migration authorities for recognition as a native speaker of the Russian language.

After submitting an application, a native Russian speaker must undergo an interview. At this stage, a special commission determines whether the level of language proficiency is sufficient and whether there are indeed grounds for obtaining NRN status.

If the commission makes a positive decision, you can safely collect the necessary package of documents (you will find the list below in the article) and submit an application for assignment of NRN status to the migration service.

To obtain Russian citizenship on the basis of recognition as an NRN, a person must first confirm his status on the basis of Article 33.1 of the Federal Law No. 62. He must contact the Commission for the Recognition of Native Speakers of the Russian Language of the territorial body of the Ministry of Internal Affairs of Russia at the place of his actual location or residence and submit an application. It is worth remembering that to submit an application, a person must be legally in the state, that is, he must have all permits for his stay.

The application is submitted no later than 90 days before the expiration of the permit to stay on the territory of the Russian Federation and 15 days before the end of migration registration.

The application form can be filled out using a computer or by hand. The main requirement is accuracy, reliability of data and legibility of handwriting (provided that the application is filled out by hand). The use of abbreviations, corrections, or strikethroughs when filling out is strictly prohibited.

The application for obtaining Russian citizenship under the simplified procedure must be completed in accordance with all requirements. If the document is filled out incorrectly, then the Ministry of Internal Affairs has the right to refuse to accept it.

The application must be completed using a computer, typewriter or by hand. It depends on the wishes and capabilities of the applicant. It is strictly prohibited to correct, correct, or cross out in the application.

The application is submitted exclusively in person to the authorized unit of the Ministry of Internal Affairs of Russia. Before submitting, you should familiarize yourself with the correct sample of filling out the application in order to avoid unpleasant situations or refusal to accept the document.

    Required documents

The standard package of certificates consists of:

Statements. Evidence that the applicant is legally located on the territory of the Russian Federation.

    • The applicant arrives for the interview at the appointed time. At this time, all submitted documentation is reviewed again and, if necessary, an exam is taken.

Let's look at each stage in more detail.

Crossing the border and staying on Russian territory legally

To begin with, we register for migration before submitting an application. Plus, we be sure to indicate the reason why we are in the Russian Federation at the moment.

    It could be:

    • If the applicant is in Russia temporarily, then he must send the application no later than 15 days before the planned departure date

      Visa.

    • RVP or residence permit.
    • Migration card.

Regardless of the basis of residence, the candidate must:

    • Or register at your place of residence in the Russian Federation.
    • Or be registered with the internal migration department of the Ministry of Internal Affairs.

But there are a couple of nuances:

    • If the applicant is in Russia temporarily, then he must send the application no later than 15 days before the planned departure date.
    • Those who reside in the Russian Federation on a permanent basis are required to send documents no later than 3 months before the expiration of the specified period.

Applying to the migration authorities with an application in the prescribed form and a package of supporting documents

    The application is sent to:

    • Or to the department of the Ministry of Internal Affairs at the place of registration.
    • Or to the local office where the applicant registered for migration.

Passing the commission and passing the exam

The minimum passing score to obtain a certificate is 4

The commission and the interview have different goals.

The commission re-tests Russian language knowledge and skills:

    • Reading and comprehension.
    • Live communication.

If the applicant does not have a document confirming Russian language training, then a full-fledged exam is held. The minimum passing score to obtain a certificate is 4.

    Passing an interview

The applicant is required to appear in person at the appointed time and place for the interview. Members of the commission will check how well the applicant uses Russian.

If your language proficiency level is confirmed during the interview process, it will not take much time.

    Certificate issuance

This certificate is issued once per person. There is no state fee for the interview.

The validity period of the NRN recognition certificate is unlimited. Therefore, having received it, you can immediately go to other authorities to obtain a residence permit and citizenship.

What does an application for a residence permit under NDT provide?

An application for a residence permit under the NRN may seem simple, but it becomes a “pass” to participation in the state program. For this reason, you should not refuse to fill it out if there are suitable reasons. What are the benefits of having a prepared form?

    • Expedited document verification;
    • Refusal of temporary residence permit;
    • Smaller list of documents.

The application for a residence permit under the NRN is primarily of interest to foreign citizens due to the short period of verification of the form. According to the law, the migration service makes a decision within 6 months, and the status of a native Russian speaker reduces the period to 3 months. Accordingly, a person acquires the desired rights and freedoms much faster. Because of this, there is a chance to be in Moscow without restrictions and easily pass any checks.

Refusal of temporary residence permit is another important detail. Program participants have the right not to apply for a temporary residence permit before obtaining a residence permit. This moment eliminates the loss of time, often reaching 3 years. Additional documents create the necessary troubles and lead to repeated collection of certificates. For this reason, our company’s employees suggest clarifying the existence of grounds, because they eliminate difficulties.

It is difficult to find the necessary reasons on your own, so it is better to contact a specialist.

A smaller list of documents suggests the possibility of refusing to take the Russian language exam. This is one of the details that greatly attracts foreign citizens. We offer our clients to easily deal with difficulties and literally within a few days submit documents for consideration to the migration service. Our employees will make all official inquiries in advance to confirm the information and save clients from additional checks.

    Simplified procedure for obtaining citizenship

An applicant who decides to apply for Russian citizenship must take into account the following points:

    • Having received the status of an AUC, a person is assigned a residence permit in the next 2 months

Before submitting an application for recognition of a NP , you should find out with which countries it is possible to obtain a residence permit in a simplified manner. For example, citizens of Belarus and Kazakhstan do this in a simplified manner, but no such relaxation has been made for Ukrainians.

    • Having received the status of an AUC, a person is assigned a residence permit in the next 2 months. Its validity period is shorter - 3 years, not 5 (as in other cases). It cannot be extended after 3 years.
    • Having lived in Russia for 2 years under a residence permit, a native language carrier must apply for Russian citizenship. At the same time, there is no need to pass exams on knowledge of history, legislation of the Russian Federation and, of course, the Russian language.

    Tips and tricks

It is important to understand who belongs to ascending relatives - these are:

    • Father and mother.
    • Grandmothers and grandfathers.
    • Great-grandparents, great-grandparents, etc.

If a citizen has been denied the assignment of NRN status, he can do so in 2 ways:

    • One year from the date of refusal, re-apply. According to the law, you can apply for recognition as an NRN an unlimited number of times.
    • After the decision to refuse, apply to other authorities with a request to change your legal status of stay in the Russian Federation. Let's say, try to first obtain a residence permit, and then submit an application and obtain citizenship in a simplified manner.
