According to legislative act No. 109 “On migration registration of foreign citizens and stateless persons in the Russian Federation,” all residents of other states who arrived in the Russian Federation in 2021 are required to register in this country within 7 days from the moment of crossing the border.

Registration for migration in the Russian Federation

The procedure for registering foreign citizens in Russia is regulated by an appendix to the above legislative act.

Registration of citizens means registration with the migration department at the place of stay.

According to statistics, most migrants arrive in the capital of the Russian Federation, Moscow. This influx of foreign visitors is due to a higher standard of living and high wages. It’s no secret that foreigners of different nationalities come to Russia, but this mainly applies to Uzbeks who want to earn a decent living in their native country.

The registration procedure in Moscow for citizens of Uzbekistan does not differ from generally accepted rules. Deviations from the general rules apply only to citizens of Tajikistan, the Republic of Armenia, the Republic of Belarus, the Republics of Kazakhstan and Kyrgyzstan.

Decor

The procedure for registering citizens of Uzbekistan in Moscow:

  1. Initially, a citizen of Uzbekistan in Moscow needs to find a place for temporary registration - this is the address of his actual residence in the Russian Federation. It is worth remembering that an Uzbek citizen has the right to register only with the consent of the host person, who is the owner of the living space.

According to the new amendments that came into force on July 8, 2018, the following persons have the right to act as hosts:

  • Citizens of the Russian Federation.
  • Foreigners who have permanent residence permits in the Russian Federation.
  • Highly qualified foreigners who own their own property can host family members.
  • Legal organization. But it should be remembered that in this case, a citizen of another country must be employed in this company.
  • Embassy or consulate of another state in the Russian Federation.
  • Federal, regional and local authorities.
  • International organizations that have taken a foreigner under their guardianship.
  1. Upon arrival of an Uzbek citizen in the Russian Federation, the receiving person is obliged to contact the migration department to obtain a temporary residence permit for the visitor. In this organization, the recipient fills out a notification form.

    This form is issued upon temporary registration of a foreign citizen

Basic rules for filling out the form:

  • No corrections or strikethroughs.
  • The use of abbreviated words or abbreviations is not permitted.
  • There should be no blank fields.
  • No spelling errors.

If the filling rules are violated, the document will not be accepted for consideration by employees of the territorial body.

The form is filled out strictly on the basis of the Uzbek migration card and foreign passport.

It is worth noting that having a migration card is a prerequisite. This document is filled out when crossing the Russian border.

With a foreign passport, things are a little more complicated. The thing is that until 2014, citizens of Uzbekistan could cross the Russian border without a foreign passport, but with a national passport. In Uzbekistan, the concept of “foreign passport” does not exist at all, but since 2015, the Russian government introduced a new law regulating entry into the territory of this country only with such a document of any type. Therefore, many Uzbeks urgently began to make themselves new biometric passports, which serve as both a civil and foreign identity document.

  1. Once completed, the document is submitted to a migration department employee for review. After reading it and checking all the data, the receiving person is given a tear-off part of the document, certified by a seal.

Exceptional cases of registration of temporary residence permit

There are categories of citizens to whom a permit is issued out of turn and without a quota. Among them:

  • Uzbek citizens born in Russia or the USSR;
  • migrants whose incapacitated father or mother are citizens of the Russian Federation;
  • Russian army servicemen who arrived from Uzbekistan;
  • spouses of Russian citizens;
  • disabled residents of a foreign country with children who are citizens of the Russian Federation.

Participants of the “Compatriot” program also receive a quota, which is worth talking about separately. It assumes that an adult Uzbek (or other foreigner) is able to confirm his cultural or national kinship with residents of the Russian Federation, knows the Russian language, and has the necessary skills and abilities to carry out labor activities in the state.

Required package of documents

To register with the Office of Migration Issues in the Moscow Region, both a citizen of Uzbekistan and the receiving person must submit the required papers.

A foreign citizen submits a package consisting of the following documents:

  1. Identity cards.

The inviting party (individual) submits a package of papers consisting of the following:

    This is what a certificate of inclusion in the Unified State Register of Legal Entities looks like
  4. A work contract with an Uzbek citizen.
  5. As well as information regarding the receiving organization.

Important! From 2021, a foreigner cannot register at his place of work. This is only possible if the foreign citizen actually resides at the address of employment. You can learn more about Federal Law No. 163 of June 27, 2018 on changes to the rules for migration registration of foreigners here.

Also, changes to migration legislation were made in August of the same year. Now the receiving party is entrusted with the obligation to notify employees of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs not only about the arrival, but also the departure of a foreign citizen from the place of stay. Read more about this here.

How has legislation changed in 2018?

The conditions for foreigners to stay in the Russian Federation have changed this year. Here are the main amendments made to the law:

  • An Uzbek can now cross the Russian border only if he has a foreign passport;
  • Violation of the temporary residence permit has become more severely punished (if the certificate does not have the appropriate stamp, you can be banned from entering the country for 10 years);
  • from this year, the director who hired an Uzbekistan at the enterprise is obliged to pay him sick leave;
  • restrictions have appeared for a number of professions, for example, an Uzbek driver’s license in the Russian Federation is considered invalid and must be reissued.

We advise you to carefully read the amendments to the laws so that the process of obtaining a temporary residence permit goes smoothly and deportation to your homeland is excluded.

Violations

Violations of accounting rules are:

  1. Loss or damage to a registration document confirming the legal presence of a resident of another country in Russia.
  2. Staying in the Russian Federation for more than the permitted period.
  3. Staying in Russia without registration.

If a resident of Uzbekistan has committed a violation, then he is initially subject to a fine of 2 to 5 thousand rubles.

If a citizen of Uzbekistan is an official, the amount of the fine varies from 35 to 70 thousand rubles.

If the permitted period of stay has been exceeded for a very long time, then the citizen of Uzbekistan faces the procedure of deportation from the territory of the Russian Federation.

Deportation occurs if the period of stay is exceeded by more than one month. If an Uzbek citizen has stayed in Russia for more than 3 months in a row, then in the future, in addition to deportation, he faces a ban on entry into the Russian Federation for a period of 3 years.

You should know that you cannot deregister yourself. Withdrawal occurs automatically when a citizen of Uzbekistan leaves the territory of the Russian Federation.

Features of registration of citizens of Uzbekistan

A citizen of Uzbekistan who arrived on the territory of the Russian Federation must register within 7 (seven) working days. The Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” speaks about this. Registration of foreign citizens with the executive authority Federal Migration Service (FMS). The period of stay under temporary registration is 90 days from the date of entry into Russia.

Child registration

The rules for registering visitors from other countries apply not only to adults, but also to children.

Insurance policy for entry into the Russian Federation

If a minor child (under 18 years of age) enters the Russian Federation, then the parent and receiving party are required to register him within the first 7 days after crossing the Russian border.

To register for migration you will need a package of papers consisting of the following:

  1. Notification form.
  2. Migration form filled out for a minor child.
  3. Identity cards:
  • If the child has reached the age of 14, then a passport is submitted.
  • If the child has not reached the age of 14, then a certificate of birth must be submitted.
  1. Voluntary health insurance policy.
  2. Identity cards of the owner of the living space where it is planned to register the child.
  3. Documents that confirm the right to property and possession of living space.

It should be remembered that if parents do not provide registration for their child during the first week of their stay in the Russian Federation, then they will be subject to a fine, which ranges from 2 to 7 thousand rubles.

Requirements for the stay of citizens of Uzbekistan in Russia

There are no special migration requirements for those coming from Uzbekistan. The rules are the same for all foreigners coming to our country, and for Uzbek citizens they are no different from the standard ones.

It is permissible to cross the border if you have an internal and diplomatic passport. If entry is carried out together with minor children, then in this case it is necessary to have their birth certificate. This is provided that they cross the border with their legal representative. Who are the child’s mother and father, guardians or trustees?

In addition, there is a list of documents that must be provided at the border to people engaged in a certain type of activity. For example, military personnel must take a passport or military ID with them. If a railway employee, for example, a member of a refrigerated or train crew, crosses the border of the Russian Federation, then he must have a railway transport worker’s ID with him.

The legality of crossing the border for other categories of foreign citizens is confirmed by a completed migration card. Afterwards, if you stay in Russia for a long time, the foreigner is required by law to register for migration. This rule is mandatory.

If the period of stay does not exceed the norm, you do not have to register for migration. If a foreigner plans to stay in Russia longer than the established period, then he needs to contact the authorized authority and legalize (register) his stay in the country.

List of documents

Regardless of the quota and grounds for simplified registration, a foreigner is required to provide:

  • application in two versions;
  • internal, foreign passport/birth certificate for citizens under the age of majority;
  • two photos;
  • an official translation of the original certificate of no criminal record in Uzbekistan certified by a notary;
  • medical certificate;

  • a document confirming the registration of a citizen of Uzbekistan in the register of the territorial Federal Migration Service;
  • receipt of the paid fee for the provision of services for registration of a temporary residence permit.
