Filling procedure
The standard procedure, which involves filling out a questionnaire for a temporary residence permit, is not particularly complicated. In most cases, it is issued directly in the presence of an inspector from a special unit of the Ministry of Internal Affairs (formerly the Federal Migration Service).
In fact, all options are divided into 2 main categories:
- For adults.
- For minors.
Differences in filling are minimal.
For adults
The application is voluminous and includes a large amount of information. We will look in detail at how to correctly fill out the application form for a temporary residence permit so that it is accepted the first time and does not have to be rewritten.
First recommendation: preferably fill out electronically. This will allow you to make changes to an already prepared file with minimal effort, rather than rewriting absolutely everything. If you fill it out manually, you will have to use only block letters.
The second point: you should very carefully re-read everything specified in the document. No blots or mistakes are allowed - they will not be accepted and will be forced to be rewritten completely.
The instructions for filling out look like this:
Step 1. The top block of the first sheet should not be touched. It will be filled out by an authorized employee of the Ministry of Internal Affairs.
Step 2. The applicant is required to indicate the reason why he wants to obtain a temporary residence permit. The most commonly used option is the one indicated in the example, but other formulations are also allowed.
Step 3. In paragraphs 1 to 7, the applicant indicates information about himself: full name, passport details, place of birth, religion, nationality.
Step 4. Next, fill in the registration address, information about education in the Russian Federation, and marital status.
Step 5 . Information about family members.
Step 6. The applicant indicates whether he has a criminal record.
Step 7. List of attached documents.
Step 8. Indicate the name of the department of the Ministry of Internal Affairs to which the application and documents must be sent.
Step 9. In this section, the applicant confirms that he is aware of the need to provide a certificate from the hospital confirming the absence of serious illnesses (they will be the reason for refusal to issue a temporary residence permit).
Step 10. At the end of the form, the applicant confirms that he has provided not forged documents and agrees to data processing. The date of submission of the application and the signature of the foreigner are indicated here.
The rest of the information will be filled out by an employee of the Ministry of Internal Affairs.
For minors
Due to the fact that a child (a minor) is not always able to figure out how to fill out a form for a temporary residence permit (and even if the minor foreigner can write and read), his legal representative enters the data for him. Most often this is a parent. The form itself is somewhat different from the main one, it is not so large and much simpler.
Step 1. On the first page, the differences from the main document are minor. The main thing is the fact that the applicant himself does not ask to be granted the status of a temporary residence permit, but his representative does this for him. Then information about the minor foreign citizen is indicated in almost the same form as in the main document.
Step 2. The parent’s document is indicated, if the child is included in it, or the child’s birth certificate or passport, nationality, religion and the presence or absence of a criminal record. Below is the signature of either the child, if he has reached 14 years of age, or his legal representative.
Step 3. Fill in information about the legal representative.
Step 4 . Enter a list of documents that are attached to the application and indicate the names of the department where the documents are sent.
Step 5. Sign and confirm consent to the processing of personal data.

For those who have received a residence permit due to marriage
Persons who plan to obtain a temporary residence permit on the basis that they are married to citizens of the Russian Federation do not have any benefits compared to other foreigners in terms of filling out paperwork. Everything is exactly the same as in the described examples. The only difference is that the foreigner will receive the desired temporary residence permit without any quotas, which are established annually in a very limited number (Clause 3, Article 6 of Law No. 115-FZ of July 25, 2002). For example, quotas for 2021 are set at several thousand less than for 2020.
Other nuances
If the applicant has controversial questions when filling it out and he draws up the document independently, without the help of an employee of the Ministry of Internal Affairs, then it is recommended to make several copies, in each of which indicate different versions of the data. Of course, in all cases they must correspond to reality; this will be verified. Doubts are allowed not about whether or not to provide some information, but about the form in which to do it.
Instructions for filling
The application form for a Schengen visa consists of 37 points contained on 4 A4 sheets. On the last page there is a declaration that all information provided is valid, and the applicant gives his consent to the use of the provided data.
Before you start filling out, you should carefully read the rules:
- The first and most important rule is that the form must be filled out carefully.
- Must be filled in in Latin letters. Often, consulates of European countries offer to fill out an application in English and the official language of the country issuing the visa. You can choose any of these languages.
- In order to be able to clearly read the information provided, the letters must be printed; try to write carefully, use a ballpoint pen.
- All information specified in the application form must match the information in the documents attached to it.
Rules for filling out the form online
Some consulates and visa centers provide the opportunity to fill out a Schengen visa application online. If you decide to apply online, follow these guidelines:
- Initially, select the language to fill out. The online format will not necessarily feature English. At the German diplomatic mission in Russia, for example, only German and Russian are available for filling out the application form. Therefore, choose a language based on the options presented specifically in your case.
- The server automatically notifies you about missing fields in the form.
- Try not to fill out the form for too long, otherwise the server may update the information and delete the work done. To ensure that the time spent filling out is not wasted, try to save the completed data at each stage if possible.
- The application form is submitted to the consulate for consideration after clicking the “Submit” button.
- At the end of filling out a form with a barcode and a barcode appears: print it out, sign in the required places and submit along with the rest of the documents.
