Stages of obtaining a temporary residence permit in a simplified manner

Obtaining a temporary residence permit is a rather lengthy procedure. For its legal and final implementation, it is necessary to formalize and prepare a number of documents and visit many government bodies. Thus, the procedure for registering a temporary residence permit in a simplified manner is as follows:

  1. Collect the specified package of papers, as well as their copies, translate some of the documents into the national Russian language and have them certified by a notary.
  2. The completed application is submitted along with a list of documents to the regional office of the FMS. After 6 months, a citizen of a foreign state has the right to receive a response from the agency’s employees. If approved, a corresponding stamp is placed in the international passport, and the foreigner also submits fingerprints.
  3. With a stamp in the international passport, the foreigner needs to contact the regional migration department and register at the place of potential residence.
  4. If a foreign person plans to open a business in Russia, then in addition it is necessary to obtain a Taxpayer Identification Number (TIN).

A citizen residing in Russia on the basis of a temporary residence permit document is required to annually certify the fact of his residence in this country by visiting a FMS office. Moreover, there are a number of rules regarding this notification:

  • A visit to the FMS office is mandatory once a year, no later than 60 days before the end of the previous year;
  • If there are compelling reasons, the employee has the right to increase the notice period to six months;
  • It is necessary to undergo an inspection by the Federal Migration Service in the first two years;
  • You must come to the FMS office where the temporary residence permit was issued;
  • Sending a notification by mail is strictly prohibited; only a personal visit to the authority is permitted.

If the rules for submitting an application for a temporary residence permit are violated, the entire further registration procedure may be denied. If the rules of limited time of residence on the territory of the Russian Federation are violated, the temporary residence permit is canceled and the person is deported back to his homeland.

Advantages of temporary residence permit for citizens of Uzbekistan

Usually a temporary residence permit is issued in order to stay in Russia for a long time. Migrants do not stop at obtaining a permit, but go further - applying for a residence permit. Unlike a temporary residence permit, which is active for only three years and cannot be renewed, with a residence permit you can stay in Russia as long as you like.

For a citizen of Uzbekistan, a temporary residence permit opens up certain opportunities:

  • free treatment. Consultations with doctors, treatment in hospital and at home are available to status holders. To receive free medical care, an Uzbek citizen needs to take out a compulsory medical insurance policy;
  • official work. You won't need a patent. Status holders work in Russian companies without obtaining additional permits. The main requirement is that an employer who hires an employee with a temporary residence permit must notify the Ministry of Internal Affairs;

List of required documents

One of the first stages of registering a temporary residence permit is collecting the necessary documentation. The list of papers includes:

  1. Application in the established format in duplicate;
  2. 2 photographs 3x4 cm;
  3. Passport of a citizen of a foreign state and, if available, a foreign passport;
  4. Migration card with a mark that proves entry into the territory of the Russian Federation;
  5. Certificate of completion of a medical examination;
  6. Notification that the subject is registered with the migration authorities;
  7. A receipt confirming paid state duty, the amount of which is 1600 rubles;
  8. A certificate of the birth of a child, a document confirming a marriage, a certificate of the presence of relatives with Russian citizenship - if this is of significant importance when registering a temporary residence permit.

What documents are needed to obtain a temporary residence permit?

To apply for a temporary residence permit, you must collect the following documents:

  • civil or international passport;
  • migration registration card with registration;
  • results of medical examination (certificate and certificates of absence of dangerous diseases);
  • documents confirming the proper level of knowledge of the Russian language, history and legislation of the Russian Federation;
  • two photographs of the established standard;
  • receipt of payment of state duty.

If the basis is a quota, you must attach an application for a quota in the prescribed form.

If a simplified registration scheme is used, it is necessary to provide documents that confirm the existence of grounds for a temporary residence permit. It could be:

  • Marriage certificate;
  • birth certificate, clarify if the last name has changed;
  • passports of relatives, confirmation of family ties;
  • certificate of participant in the program for the resettlement of compatriots;
  • diploma of education.

Important! If the documents were issued outside of Russia, you must attach a notarized translation.

What does RVP look like?

A permit for a short-term residence of a foreign citizen on the territory of Russia looks like a simple note in a foreign passport. A temporary residence permit is not a separate document or form. Exclusively a seal with the relevant data about the citizen:

  1. FULL NAME.
  2. Place and date of birth.
  3. Citizenship.
  4. The number of the issued temporary residence permit, as well as the date of issue.
  5. Validity period of the temporary residence permit.
  6. The department that issued the seal.

For example, in Ukraine, putting a stamp on a temporary residence permit in the passport of a Ukrainian citizen, and not in a foreign passport, is a gross offense and entails invalidation of the passport.

Citizens of Uzbekistan in 2021 will be able to enter Russia only with a foreign passport. If a migrant is in the country without a temporary residence permit, he will be subject to deportation and an entry ban for ten years.

Another important innovation is that citizens of Uzbekistan can obtain a temporary residence permit only with an electronic passport, otherwise applications will not be accepted. An electronic passport should be issued in Uzbekistan or at the consulate. If a temporary residence permit is canceled due to a violation of Russian laws, a citizen of Uzbekistan is deported, and re-obtaining a temporary residence permit is possible only after five years.

Grounds for issuing a simplified temporary residence permit without a quota

The regulatory legal act of the Russian Federation, in particular, Article 6 of Law No. 115-FZ, establishes a list of citizens who have the right to obtain a temporary residence permit without a corresponding quota:

  • A resident of Kazakhstan was born on Russian territory or the former RSFSR;
  • A citizen of Kazakhstan is disabled and has children with Russian citizenship;
  • If a child with Kazakh citizenship has one of the parents who is a citizen of the Russian Federation and recognized as disabled;
  • A citizen of Kazakhstan is in marriage with a citizen of Russia permanently residing in the country;
  • If a resident of Kazakhstan acts as an investor who invests money in large amounts;
  • A citizen of Kazakhstan acts as a serviceman of the Russian Army (only in cases of military service under a contract);
  • If the child of a resident of Kazakhstan is a citizen of the Russian Federation.

An application for the appropriate temporary residence permit is one of the main documents in the entire procedure for obtaining a temporary residence permit, since it acts as a documentary form of a foreign citizen’s will to temporarily reside in the territory of the Russian Federation.

Reasons for refusal to obtain a temporary residence permit

Federal Law No. 115, Article 7 specifies the grounds that may serve as a reason for refusal of a temporary residence permit. Let's list the main ones:

  • if the person has been repeatedly subjected to administrative liability;
  • Uzbeks who were expelled from the country due to violations of migration laws;
  • the citizen has an outstanding criminal record;
  • there is no legal source of income;
  • when submitting false data and forged documents;
  • members of terrorist and extremist organizations.

How to obtain a temporary residence permit in another region by transfer?

To process a transfer of temporary residence permit, you need to perform several steps:

  1. Visit the Department of Internal Affairs of the Ministry of Internal Affairs and write a statement, indicating in it what was the reason for the move. This could be close relatives staying in another region, buying an apartment, or finding a suitable job in another city.
  2. If the answer is positive, the application is marked with a resolution from the head of the Department of Internal Affairs, and the foreign citizen’s documents are sent to another region where he plans to move. The person is deregistered from the old place of residence.
  3. After moving, the foreign national registers at his place of residence and contacts the local Department of Migration Affairs to change the information in the permit. This must be done within 7 days of arrival.
