To travel to any foreign country, a citizen of the Russian Federation will need a foreign passport. Getting one is not a big problem, but for some categories of citizens the process of obtaining a passport has certain features. One of these categories are men liable for military service. Almost all of them are interested in one question: is it possible to get a foreign passport in 2021 without a military ID. The topic, frankly speaking, is controversial and requires study and analysis of legislation. We tried to understand this issue and came to the conclusions that are presented below.
Why do men need a military ID?
Military registration is the responsibility of all males over 18 years of age without exception. Initially, everyone who registers for military service at their place of permanent residence receives registration certificates, which in the future will be replaced with a military ID both in case of military service and in case of exemption from it. A military ID is a military registration document that can replace a passport for a military personnel, and for other persons contains information about military registration and service. Its form is established by Appendix No. 9 to the Instructions, approved by Order of the Ministry of Defense No. 495 of July 18, 2014.
It is a book consisting of 32 pages, with a red cover and an image of the Russian coat of arms on the front side.
A Russian military ID contains a full set of information about a citizen liable for military service, in particular:
- personal data of the ticket holder, sample of his signature, code and number of the person liable for military service, information about the military registration and enlistment office and its chief;
- general information about the person liable for military service, including place of birth, education, acquired specialties, marital status, etc.;
- data on preparation and completion of military service, forms of its completion, place of service, awards, injuries, etc.;
- information about the entrusted weapons and other means of service that have material value;
- information about inclusion in the reserve, passing training camps, inclusion in the mobilization reserve, etc.;
- information about medical examinations and vaccinations;
- information on registration and deregistration, other marks;
- data on the fact and reasons for exemption from service;
- excerpts from legislation on military duty, registration of citizens, etc.
It would seem that the importance of having such a document is obvious only to military personnel. However, everything is not so simple. The need to present a military ID arises for men liable for military service in a variety of situations, including:
- in case of official employment;
- when applying for temporary or permanent registration;
- when obtaining a driver's license;
- when applying for a passport to travel abroad.
According to clause 37.1.5 of the Administrative Regulations, approved by Order of the Ministry of Internal Affairs No. 864 of November 16, 2017, a military ID, if available, is a mandatory document that must be presented by a man aged 18 to 27 years when applying for a foreign passport. An alternative option is the so-called “certificate in form 32”.

Registration of a foreign passport
Before traveling abroad, a citizen of the Russian Federation needs to obtain a foreign passport. I will write about how to do this without a military ID in a separate publication, don’t be lazy and read it. In general, there shouldn't be any problems.
Note! According to the Federal Law “On Military Duty and Military Service”, when leaving the Russian Federation for a period of more than 6 months, a citizen is obliged to be removed from military registration.
Problems at the border
Can a person who has not served in the army, although he has no legal deferments from conscription, be stopped when leaving the Russian Federation, for example, at the airport? Practice shows that, as a rule, conscripts do not have problems crossing the border, even if they have not visited the military registration and enlistment office for a long time.
However, if a conscript signed a summons to appear at conscription events (medical commission, conscription commission), and did not appear at the military registration and enlistment office, he may be put on the police wanted list. And local law enforcement will begin to look for him.
But even in this case, in order for a conscript to be stopped at the border, he must be on the federal wanted list. You can get there for really serious crimes, which do not include evading military service. So the cases of evaders being stopped at the border are quite rare
What is “Certificate on Form 32” and who needs it
The so-called “Certificate in Form 32” is a paper from the military registration and enlistment office at the place of permanent registration of the person liable for military service, which confirms that on the day of its issue the recipient of this certificate is not called up for military service. Please note that “Form 32” is an outdated name for this certificate. Currently, the certificate from the military registration and enlistment office is called Appendix No. 2 to the Procedure (clause 23) to the Instructions (clauses 9, 16), approved by Order of the Ministry of Defense of the Russian Federation No. 400 dated 10/02/2007. This certificate is relevant for citizens of military age (18-27 years old) who:
- exempt from military service, but do not have a military ID;
- enlisted in the reserve;
- received a deferment from conscription, regardless of the reason;
- are studying at a university or other educational institution;
- apply for a passport during the non-conscription period.
Such a certificate usually contains the following information:
- personal data of the citizen;
- the military registration and enlistment office where the person is registered;
- information about until what time a person is not subject to conscription for military or alternative labor service;
- information about the absence of restrictions on leaving the Russian Federation related to military duty.
Especially for those who are interested in whether a certificate from the military registration and enlistment office is needed to obtain a foreign passport, we explain: it is indeed necessary, but only if the citizen does not have a military ID. At the same time, according to clause 44.1 of the Administrative Regulations, such a certificate can be presented only at the request of the applicant.
If a citizen has not provided such a certificate, migration service employees have no right to demand it or refuse to accept documents due to its absence.
Such a certificate can only be issued at the military registration and enlistment office at the place of permanent registration. Its shelf life is 1 month. Such a certificate is the only opportunity to obtain a foreign passport if you do not have a military ID.

Procedure if there is no military ID
Persons liable for military service who want to obtain a foreign passport in the absence of a military ID can do the following:
- or independently obtain a certificate from the military commissariat at the place of registration and submit it to the migration authority;
- or submit an application and documents without such a certificate, to be safe, notify the migration service employee about this.
Let us repeat, according to clause 45 of the Administrative Regulations, failure to provide such a certificate cannot serve as a reason for refusing to issue documents. In this case, the migration authority, guided by clause 132.3 of the Administrative Regulations, must independently send an interdepartmental request to the military registration and enlistment office to obtain the relevant information.
At the same time, independently obtaining such a certificate will significantly speed up the process of obtaining a passport, since officials will be spared unnecessary work. Therefore, if you have the opportunity to obtain this paper yourself, do so and submit it along with the package of documents. In any case, remember: you won’t be able to get a foreign passport without a military ID and certificate 32, no matter what anyone says or promises.
Postponement is a valid reason!
Military ID is a document containing information about military service. It may also indicate information about the person's unsuitability or limited fitness for service. As soon as a man reaches 27 years of age, he ceases to be liable for military service and can easily obtain a foreign passport without a military ID - the Federal Migration Service will not require any more certificates or military IDs from him. One of the options for obtaining a foreign passport without a military member and without an F-32 certificate is a deferment. It is given, for example, to university students who, having received an official deferment from the military registration and enlistment office, will be able to obtain a foreign passport. Procedure for obtaining a foreign passport
Regardless of which passport the applicant intends to issue for traveling abroad (old or new type), the procedure for his actions in 2021 will be the same:
- Collection of documents. The package of necessary papers must include:
- application form in the prescribed form;
- military ID (if available);
- three photographs in document format.
- Submission of documents. You can submit papers to any territorial division of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation (formerly FMS), a multifunctional center, or electronically through the State Services portal.
- Passing the test. The migration authority sends a number of interdepartmental requests to the Security Service, the military registration and enlistment office, the Federal Bailiff Service, the Ministry of Foreign Affairs, etc.
- Making a decision. The migration authority makes a decision within one to three months, depending on the place where the documents were submitted.
- Receiving a passport. After receiving notification that the passport is ready, the applicant personally visits the migration service and receives a document against signature.
Common Questions
When preparing documents for traveling abroad, many of our compatriots have many questions. And although we tried to consider the most significant of them, perhaps some unclear points still remained. We will try to clarify them by answering the most frequently asked questions.
Do I need a military ID after 27 years of age?
After 27 years of age, a military ID is certainly needed - above we described cases when it may be required. However, this does not apply to the procedure for obtaining a foreign passport. According to clause 37.1.5 of the Administrative Regulations, a military ID when preparing documents for traveling abroad is mandatory only for citizens of military age, that is, for men aged 18-27 years. For older men, it is not necessary to present a military ID or a certificate of the specified form.
Is it possible to issue a passport with a “white” ticket?
The so-called “white” ticket is no different from a regular military registration document. We are talking about an ordinary military ID card of the established form, indicating in it information about exemption from military service for one reason or another. This fact is not a basis for refusal to issue a foreign passport, therefore the so-called “white” ticket will not become an obstacle when submitting documents.
Can they refuse to issue a foreign passport to a military personnel who was involved in classified information?
An exhaustive list of reasons why a citizen may be denied a foreign passport is set out in paragraphs. 50-54 of the Administrative Regulations. Access to classified information in itself is not included in this list, so it cannot serve as a reason for non-issuance of a document for traveling abroad. Another question is the departure procedure itself. According to Art. 15 Federal Law No. 114 of August 15, 1996, access to information of special importance or information classified as “top secret” is the basis for a temporary restriction on a citizen’s departure. Such a restriction will be in effect for five years from the moment of familiarization with such information, regardless of whether such a person has a foreign passport or whether he has any visa.
In this case, the citizen must be notified in advance in writing about the effect of the travel restriction. Moreover, if a person is aware of such information, his foreign passport, even if it is produced, is not kept by him personally, but is in the custody of an authorized official.
Can a “dodger” be detained when crossing the border?
To answer this question, it’s first worth understanding the very concept of “draft dodger.” A person evading military service should be considered as such. Only a person who avoids performing military duty can be considered an evader, despite the decision of the draft commission to call him for military service. Such a person will certainly have problems crossing the border because:
- for persons called up for service, travel abroad is limited until the end of such service;
- persons evading military service may be subject to criminal prosecution, and the status of a suspect or accused is also a basis for restricting the right to leave the Russian Federation.
Thus, the evader can actually be detained while crossing the border. Another question is that a summons sent to the military registration and enlistment office does not make a conscript a draft dodger.
