Why do you need temporary registration?
Residence of a Russian citizen in a region other than his permanent address for more than 90 days obliges him to register temporarily with the Federal Migration Service. In case of failure to comply with this requirement, the guilty person may be brought to administrative responsibility.
To fill out an application and receive the appropriate certificate, you should contact the FMS.
This need is due to the implementation of social guarantees of the state. Having a registration at the address of actual residence, a person can receive the following services:
- medical assistance;
- placement of minor children in educational institutions;
- receiving social benefits;
- employment.
The certificate is provided for a period of 90 days to 5 years. When registering a minor family member at the registered address of the mother or father, additional permission from the apartment owner is not required.
When is temporary registration required?
Temporary registration is not mandatory if the period of stay in another city does not exceed 3 months. It is more of a notification nature and is required for statistical data on the movement of citizens of the Russian Federation.
For arrivals exceeding 90 days outside the place of permanent registration, persons who do not have temporary registration may be issued a fine.
Lack of registration can lead to the following difficulties in obtaining the following services:
- payment for housing and communal services;
- obtaining a foreign passport, pension certificate;
- employment; placement of children in preschool educational institutions and schools;
- receiving medical care, social security, etc.
Register at a new address and receive a certificate at your place of residence for free, possibly within 3 days. The period will be extended to 8 days if there is no document providing the basis for registration.

- Main Department of Migration Affairs of the Ministry of Internal Affairs;
- MFC;
- Russian Post;
- State Services portal.

The law provides for the following procedure for submitting documents for registration: firstly, both the applicant himself and his authorized representative or representative can submit an application. In this case, the representative must have a power of attorney and a passport
. An application for registration of minors, according to the law, is submitted by parents or their legal representatives (guardians).
The temporary registration form requires the following information:
- Name of the registration authority (department for migration issues of the Ministry of Internal Affairs of Russia) to which the application is submitted.
- Full name of the registering person.
- Applicant's passport details.
- Permanent address or address where the registrant came from.
- If the application is submitted through a representative, information about him.
- The address at which temporary registration will be issued. The period for which temporary registration is issued.
- In the “Bases” section, you must write the details of the lease agreement or social rental agreement.
- Details of the identity document of the person providing you with housing (landlord).

Temporary registration does not provide grounds for termination of the main registration at the place of permanent residence.
The period of temporary registration is determined only by the term of the agreement between the tenant of the residential premises and the lessor. However, there is a statutory maximum period for temporary registration, which is 5 years
. Temporary registration is a necessary act of streamlining the accounting of the movement of citizens. Failure of a citizen to have temporary registration or delay in obtaining or renewing this document is punishable by an administrative fine in the amount of 1,500 to 2,000 rubles.
In accordance with the legislation of the Russian Federation, any citizen upon entering a residential premises located in another locality is required to undergo a temporary registration procedure. List of documents
The list of documents, the originals of which will need to be submitted to the selected department, includes the following:
- passport of a citizen of the Russian Federation (for foreign citizens, passport of the corresponding country);
- rental agreement (for tenants);
- statement from the owner (owner) of the premises.

1. Open the section “Passports, registrations, visas”;
2. On the page that appears, select the “Registration at the place of stay” section;
3. Next, a form opens with the procedure for registration. Here you need to select “Electronic service” (in the second case, the window for making an appointment at the Main Department of Migration will open) and click on the link “Fill out an application”;
4. In the form that opens, fill in all the necessary items. The most important is the sixth one, with the data of the owner of the living space;
5. After filling out the form, it is double-checked for typos and errors. Next, click the “Submit” button, right under the consent to the processing of personal data.
The procedure is completed, all that remains is to wait for the test results.

Step-by-step instructions for obtaining temporary registration at State Services first involve preparing documents, without which it will not be possible to complete the application. This is a passport (of the person receiving the service), as well as a permit to live in this premises. In addition, keep in mind that you must be registered with State Services. Your account must be verified to have full access to your personal account. Next, follow the following algorithm.
- Go to the State Services website and find a catalog of services that are available to you. There you should click on the first tab “Passports, registrations, visas” and find the “Registration of citizens” item there. You need to click on it.
- The system will clarify with you the desired action that you plan to perform. Here you should click on the appropriate tab.
- Please keep in mind that you are processing temporary registration at your place of residence. To do this, you need to select the “Electronic Service” type, and then click on the “fill out the application” button.
- First, you should decide on the type of application. If you are filling out an application for yourself, select the first option, if for a child, select the third.
- When confirming your account, you indicated your personal data, so in the second step of filling out the application, they will be displayed automatically. But still check the correctness of the data. If the account is not verified, all data will have to be entered manually.
- Next, enter your passport data manually or (if entered automatically) check for accuracy. Additionally, you need to enter your country, region and city, as well as your date of birth.
- If you have permanent registration (at the time of application), indicate this in the application by clicking “Yes” and indicate the exact address. If there is no such registration, simply click on “No”.
- Next, you need to indicate the period of temporary registration and the specific place of your stay.
- The next step is to fill out information about the residential premises. Often the application is filled out by the tenant, so the details of the owner of the premises are required. You will need to enter his full name, family connections with you, passport details and contact mobile phone number. It is very important at this stage to enter correct and valid information, since a check will certainly be carried out.
- Now you need to write down your reasons for obtaining temporary registration at the specified address, for example, by providing a statement from the owner or a rental agreement. Also write down what type of property.
- You need to indicate the citizenship of another country or confirm its presence.
- In addition, information about work, reason for moving, availability of benefits, education, marital status and presence of children is filled out.
- You need to clarify whether anyone from your family lives at this address. Next, select a department where you will bring the original documents. Do not forget to agree to the processing of data by clicking on the appropriate boxes.
- Bring the documents to the department and wait for the outcome of your application.
After your application has been reviewed, you will be notified in your personal account. If approved, you will be able to move around the desired locality in the Russian Federation without worries.
How to make temporary registration through government services
To register temporarily through the government services website, you must first register on it.
After generating a login and password, you must go to your personal account and select the section regarding temporary registration at your location.”
The package of documents does not change; all copies must be uploaded to the website. Difficulties may arise with a copy of the document indicating the basis of the applicant’s residence, because to the site you must provide a certified copy of the document either from a notary or from an authorized person at the registration authority.
When receiving a certificate, you must provide the original of such a document and a passport.
Before sending documents for temporary registration, the applicant independently confirms the owner’s consent to the residence of this person.

The FMS authorities receive the documents and within three working days send a notification to the phone number specified during registration that the citizen can contact the FMS to obtain a certificate.
The process of issuing a document takes about 40 minutes.
After the certificate is issued, the registration procedure is completed, and the FMS body notifies the owner of this legal fact within 3 days.
Via mail
Documents for temporary registration can be sent by mail. The package of documents remains the same. Having received the documents, the FMS authorities check the documents for relevance and reliability.
If there are no problems with the documents, within 3 days the person is sent a notification that he needs to appear at the FMS authorities with a passport.
The procedure for issuing a certificate remains unchanged. The owner is notified of the person’s registration by the migration service within 3 days.
Through MFC
The created Multifunctional Centers (hereinafter referred to as MFCs) are quite convenient, because... here you can immediately submit all documents in one window, i.e. no need to go to offices and get signatures.
To contact the MFC you must first:
- prepare the necessary documents and make copies of them;
- hand over the documents to the MFC employee.
If the applicant has not provided some information, FMS employees will independently request it, which increases the period for issuing the certificate.

In Moscow for citizens of the Russian Federation
Temporary registration in Moscow is possible only by the owner of the property. To register, the owner must provide title documents for the property.
The person who registers must also be present.
In this case, the following documents are required from him:
- passport and its copy;
- statement.
The owner, in turn, must fill out an application for consent to register a person in his living space. Based on this, the guest fills out an application in Form No. 1, which is certified by the head of the Federal Migration Service of the Russian Federation.
After this, you need to submit documents to the inspector. The date of issue of the registration document is set by the inspector.
Obtaining temporary registration is possible without the presence of the owner.
In a private house
Registration of temporary registration in a private house is possible only when documents are submitted personally by the owner. You can do this using any of the methods described above.
Why, you ask? Private home ownership is the only situation in which only the owner has a house register.
This means that in this case, in addition to the standard package of documents, the provision of a house register is also required.
So, you will need the following documents:
- passport of the person who wishes to register with the owner;
- house owner's passport;
- title documents for the house;
- home Book;
- consent to the person’s residence from all persons who are recorded in the house register, incl. and owner;
- statement from the owner.

Temporary registration of a child is carried out if:
- an application filled out by parents or legal representatives;
- birth certificate or passport (upon reaching 14 years of age).
After submitting the documents, the fact of temporary registration can be entered into the parents’ certificate or confirmed by the issuance of a separate certificate.
Registration deadlines remain the same. The difference from the general procedure for temporary registration is that when a child is moved in with the parents, the owner’s consent is not required.
In this case, the basis for registering the child is the fact of residence and registration of the parents in this premises. However, the personal presence of the owner is still necessary.
According to the law, upon reaching the age of 14, a child can be temporarily registered separately from his parents.
To do this you need:
- parental consent;
- providing grounds for temporary registration;
- statement.
Please note that if the child is under 14 years of age, this procedure is not possible.
If a child is left without parents, temporary registration is carried out in shelters or premises where legal representatives live.

Registration of minors has special requirements if the child is under 14 years of age. According to the legislation of our country, according to Article 20 of the Civil Code of the Russian Federation, a child’s place of residence is considered to be the place of registration of parents or other representatives. If the parents live separately from each other, then an agreement of the parties or a court decision is needed to determine which family member the baby will be registered with.
Now we carry out all the same actions as described above, with the exception of:
- If the child is 14-18 years old , he himself enters his data and the data of his legal representative in his personal account. And the degree of relationship of the legal representative must be indicated.
- If this is done by an adult, a legal representative , then he enters the child’s data and his own, indicating the relationship.
