Who can apply?

Initially, after the announcement of the issuance of passports, all employees of the People's Militia quickly received them, and a few months later sixteen-year-old citizens and those who were left without any documents due to hostilities.

In general, two groups of the population can be distinguished in passport offices. The first includes those who have lost their documents and citizens with expired Ukrainian passports. The second group is those who want to change their passport for ideological reasons.

This division was forced, since even the expanded staff cannot cope with the flow of applicants. Therefore, the prerogative to issue a passport of the Lugansk People's Republic applies only to the first group.

Important! Only those citizens who, as of May 12, 2014, resided in the territory of the LPR have the right to submit an application. If a citizen is registered on the territory of Ukraine or neighboring states, then he must prove through the court that he has been living in the territory of the republic since May 12, 2014.

What documents are required

In order not to waste your time and the time of your employees, it is better to come to the Ministry of Internal Affairs department with a package of papers already prepared in advance. For the majority of the population, collecting the necessary documents will not be a problem. Depending on age, the list may vary slightly.

So, the list of documents for obtaining a passport in the LPR upon reaching 16 years of age is as follows:

  • statement;
  • birth certificate;
  • temporary identity card (if any);
  • 4 Photos 3.5x4.5 cm;
  • certificate from the place of registration;
  • passports of parents or legal guardians (only mother is allowed).

If a person over 16 years of age is registered outside the republic, a certificate of permanent residence in the republic must be obtained through the court from May 12, 2014.

The list of documents for all other persons assumes the following:

  • statement;
  • Ukrainian, temporary or passport of another country;
  • 2 photographs 3.5x4.5 cm;
  • receipts for payment of government duties.

If an adult is registered outside the LPR, a certificate from the court confirming actual residence and intention to obtain registration is required.

Particular attention should be paid to the photographs. Photos that do not correspond to the established standard will not be accepted. When submitting documents, the employee will not accept photos where:

  • the background will be darker than the face;
  • the face is not located in the center of the photo;
  • the photo was taken with sunglasses or a hat;
  • makeup makes it impossible to recognize facial features;
  • if the face is distorted by a grimace.

The photos themselves must be printed on photo paper.

Important! Contrary to rumors, the Ukrainian passport is not confiscated. Those who have a temporary certificate must urgently change it to an official one. Once passporting begins, the temporary document is no longer valid.

There are two types of foreign passports in Russia:

  • Old model (without electronic storage media). Valid for 5 years, number of pages 36, information about children can be specified, fingerprint registration is not needed, there is an urgent registration, state duty for adults is 2000 rubles, for children under 14 years old 1000 rubles, production time is approximately 2-3 weeks.
  • New sample (containing an electronic storage medium). Valid for 10 years, number of pages 46, information about children is not indicated, fingerprint registration is required from 12 years of age, no urgent registration, state duty for adults is 5,000 rubles, for children under 14 years old 2,500 rubles, production time is two to three months.

Citizens must independently choose which passport to order. In addition, all Russians can have two foreign passports at the same time. The only condition is that the second foreign passport must be a passport containing an electronic storage medium (of a new type). You can apply for a second passport immediately after you receive the first one.

If you have changed your last name, first name or patronymic, you need to apply for a new passport. This can be done at any time after receiving documents on a name change. There are no time limits established by law.

For citizens of the Russian Federation aged 14 to 18 years

  • a document confirming the rights of the legal representative;
  • receipt of payment of state duty;
  • a previously issued passport, if your child had one and its validity period has not yet expired;
  • three black and white or color photographs measuring 3.5 x 4.5 cm with a clear frontal view of the face on matte paper and a digital photo for the application form if you are applying online;
  • information about changes in personal data - if your child has changed his full name or date of birth.

For children under 14 years old

  • identification document of the legal representative;

What is the procedure for obtaining a LPR passport?

After collecting all the required documents, the procedure for receiving will be as follows:

  1. The person wishing to do so must appear at the department of the Ministry of Internal Affairs at the place of registration (or at the place of actual residence in the absence of registration);
  2. Fill out the personal data and write an application;.
  3. Take the details for paying state duties and pay at any convenient bank branch (at 16 years of age, payment of duties is not required);
  4. After receiving the payment receipt, it is attached to the application;
  5. The collected package of documents is handed over to the passport officer, while the Ukrainian or temporary passport is not confiscated, but a photocopy is made.

There are many cases, often related to military operations, when the circumstances do not fit the standard rules and conditions of document execution. In most cases, it is still possible to obtain a LPR passport. To do this, a lawyer is assigned to each issuing office who will provide assistance and advise on any unforeseen issues.

You can get an LPR passport both in Lugansk and in any other city of the republic. Today, the number of branches of the Migration Service of the Ministry of Internal Affairs totals more than 15 addresses.

Persons who have a permanent place of registration must contact the migration department at their place of registration. If a person is registered in another city, but actually lives at the place of application, it is necessary to write an additional application requesting registration at the place of actual residence.

Timing and cost

After submitting a package of papers and filling out forms, the processing time may vary. For those who receive a passport for the first time or can present their Ukrainian passport, the processing time will be 10 days.
