Reasons for complaints against migrants
A large number of foreigners who have not registered for migration cause various inconveniences for citizens of the Russian Federation. Applications for migrants are submitted in the following cases:
- Neglect of the rules of stay within the Russian Federation (i.e. lack of registration).
- Committing offenses and crimes.
- Violation of the norms of the Housing Code of the Russian Federation and Federal Law-52 of 1999 “On the sanitary and epidemiological welfare of the population.” For example, a homeowner rents out an apartment to one person. And the migrant, without the consent of the owner, allows other people into the rental housing, including those who are in the country illegally. This often leads to violation of silence and sanitary and epidemiological requirements, which increases the risk of citizens contracting tuberculosis and other dangerous pathologies.
- Working without a patent - illegal immigrants do not pay taxes, which causes economic damage to the state.

Grounds for filing a claim
Applications can be submitted on the following grounds:
- the person resides on the territory of the Russian Federation illegally,
- the visitor is breaking the law,
- a foreign citizen works without a patent,
- the migrant violates the norms of the Housing Code of the Russian Federation. Foreign citizens are attracted to Russia by the level of earnings, which may be higher than in their homeland. Migrants work in different fields: trade, construction, repairs.
More than 6 million foreigners work in Russia. This makes up a significant part of the country's labor market. According to open data, about half of this number are in the country illegally. A common reason for this could be the expiration of a patent. The employee does not renew it, but remains to work.
Illegal migrants may become victims of human trafficking. But they themselves often engage in criminal activities. Illegal stay does not allow them to get an official job, and these citizens go to marginal organizations and dubious offices. Illegal immigrants can become thieves, scammers, and so on.
The Ministry of Internal Affairs cannot completely control migration flows to Russia.
Housing laws and sanitary and epidemiological rules are often violated by illegal migrants. They don't pay taxes and can cause a lot of trouble for their neighbors.
Non-payment of taxes by migrants causes budget losses to the state of up to 15 billion US dollars per year. At the same time, migrants consume educational and medical services in the Russian Federation. The state spends 1.5 billion rubles annually on the treatment of foreign citizens in Russia alone.
Significant flows of illegal immigrants arrive in Russia from the territories of the former Soviet republics: Kazakhstan, Ukraine, Azerbaijan, Tajikistan.

Innovations in the legislative framework
Every year in Russia laws are changed to regulate the migration sphere, tightening penalties for illegal immigrants.
And 2017 was no exception. The legislation in the field of migration of the Russian Federation has changed regarding the acceptance of citizenship of our country by visitors. From now on, every foreigner who wants to receive a Russian passport must be ready to take the oath. Otherwise, after the expiration of other grounds for legal stay in Russia, he will become an illegal immigrant. But for immigrants from Ukraine, certain concessions are provided. Due to the aggravated situation in this country, visitors can apply for Russian citizenship without receiving certificates from their homeland renouncing their native citizenship. After all, Ukrainian officials are extremely reluctant to hand them over.
Innovations in the law on migration
The legal framework for migration issues in the Russian Federation has recently undergone a number of changes. These innovations have reduced the flow of illegal migration.
According to the law, a migrant is obliged:
- obtain a foreign passport,
- indicate the reason for visiting the country,
- indicate the place of employment, if it is planned,
- within 15 calendar days, register at the department of the Ministry of Internal Affairs,
- apply for a patent for work,
- pass an exam on knowledge of the Russian language,
- take out a voluntary health insurance policy,
- Avoid mistakes in document preparation.
These provisions have made the process of identifying illegal migrants easier and more effective throughout Russia.
