Montenegro is one of the most loyal countries to Russian tourists in the Balkans. For citizens of the Russian Federation, visa-free entry is provided for a certain period, depending on the time of year. Also, a visa is not required for citizens of Belarus, Ukraine, Latvia, Lithuania and Estonia. If you want to stay in the expanses of Montenegro longer, you will need to apply for a national visa at the Embassy of Montenegro in Moscow. The package of documents is not much different from the Schengen one; the validity of the passport is at least 3 months at the end of the trip. The visa fee is similar to the Schengen fee - 35 EUR. Do Russians need a visa to Montenegro?

The period of validity of the visa-free regime for Russians holidaying in Montenegro is established annually.
In 2021, from April 1 to October 31, you can freely enter and stay in the country for up to 90 days, and from November 1 to May 31 - up to 30 days in a row. Holders of a Schengen “cartoon” and valid US and UK visas can also enter without additional delays. Tourists staying in Montenegro without a visa have the right to travel and relax, but work or study is prohibited, the fine is 200-1200 EUR.

In 2021, Montenegro allowed entry for Russians. Tourists from Russia will need to provide one of three documents:

  • PCR test confirming the absence of coronavirus,
  • vaccination certificate (the Russian vaccine Sputnik V is included in the list of approved for use),
  • certificate of the presence of antibodies after an illness.

The borders of Montenegro are open to the entry of tourists from different countries.

Types of visas

  • Tourist visa C is issued for a period of up to 90 days for visits not related to work and commercial activities;
  • The long-term D visa is intended for travel of more than 90 days for business purposes, in connection with business trips, medical treatment, family reunion, study or religious activities. The maximum stay is 180 days throughout the year. To obtain a D visa, you need certificates of enrollment in a university, agreements with medical institutions, employment contracts and other documents confirming the purpose of your stay;
  • Visa A - for staying at the airport;
  • Visa B - for traveling through Montenegro for a maximum of 5 days.

Entry into the country

When crossing the border, you must present a passport, which expires no earlier than 90 days after the end of the trip. For your own peace of mind, you should take out a health insurance policy in advance.

Citizens of Azerbaijan, Ukraine and Moldova are allowed to stay in Montenegro for up to 90 days without any supporting documents. For Belarusians – up to 30 days; a voucher or invitation is required. Citizens of Kazakhstan and Armenia have the right to stay in Montenegro for a visa-free period of up to 30 consecutive days; the rest of the time a visa is required.

If the period of stay in the country exceeds 90 days during the summer season or 30 days at other times, a visa must be in the passport. In this case, border guards may require the original invitation or rental agreement (or confirmation of hotel reservation).

When departing from Montenegro, a fee of 15 EUR will be charged at the airport, unless it is already included in the air ticket price. You can check this with your guide or tour operator.

Upon arrival in the country, you must register with the tourist center or the internal affairs authorities, within the first 24 hours after arrival, and deregister on the eve of departure. Registration is paid, tariffs are different in each city, on average - 0.40-1 EUR for each day of stay.

If guests arrive as part of organized groups, travel agents most often take on these chores, while independent travelers must take care of everything themselves (alternatively, hotel staff or owners of rented apartments handle registration, but you need to negotiate with them in advance).

Confirmation of legal stay in Montenegro is a special coupon, popularly called “white cardboard”; the fine for its absence is 200 EUR.

Do I need a passport to travel?

A mandatory requirement is to have a valid passport. You won’t be able to go on vacation to Montenegro with a Russian passport.

The passport must be valid for at least 3 months from the date of entry into the country.

If the trip to the country is less than 30 days in winter and 90 in summer, then a visa to Montenegro for Russians in 2021 is not needed .

If the expected period of stay in the republic is more than 30 days, then obtaining a visa permit is mandatory.

But for vacationers in 2021, during the peak holiday period - from April 15 to October 31 - you can stay in the country for 90 days. This is great news for all Montenegro lovers.

According to the law and the concluded agreement, individual entrepreneurs and businessmen who have their own business in this state can also stay in Montenegro for 90 days without a visa.

The right to visa-free entry for 90 days can only be used by those entrepreneurs who regularly visit Montenegro for business or business matters.

Documents for a visa to Montenegro

Necessary documents for obtaining a visa at the consulate:

  1. International passport
    Valid for at least 3 months at the end of the trip, with at least two blank pages.
  2. Copy of passport

  3. Application form
    An application form filled out in Russian or English and signed by the applicant. The form must be filled out on a computer or by hand in clear, legible handwriting, blue or black pen.

    An application addressed to the consul with a request for a visa. It indicates the dates and purposes of the trip, and the applicant’s place of residence for the entire period of stay. When submitting an application for a child, you must indicate who is accompanying him. The application for a business travel visa must contain the contact details of the inviting party and the address of the hotel where you plan to stay.
  5. Invitation
    A copy of the invitation from the host (or a private person), certified by the local police department, or a copy of the apartment/villa rental agreement, or a confirmation from the hotel indicating its details and the name of the person responsible for the reservation.

There is no need to submit fingerprints. When driving a car, international insurance is required, but at worst a Russian driver's license will do, although an international one is preferable. Pets are allowed in with a passport and a veterinary certificate issued no earlier than 3 days before the trip.

If one of the parents travels to Montenegro with a child, the consent of the other is not required. If the young traveler is accompanied by other relatives or third parties, the notarized consent of one of the parents is required. The child must have his own passport or, for children under 14 years of age, a stamp in the parent’s passport with a photograph (if there is no photograph, a separate document with a “portrait” will be required for identification).

The standard package of papers for obtaining a Montenegrin visa consists of:

  • Copies of the first page of the foreign passport.
  • Correctly completed application form.
  • Documents that confirm the tourist’s solvency. Such documents may be statements from current bank accounts, letters of sponsorship, or certificates from the place of employment indicating the exact amount of the applicant’s salary. To stay in Montenegro, a person must have an amount of 20 euros in his account for each day he is in this country.
