A new electronic control system is starting on the demarcation line

It also became known today that permission to move in the ATO zone will be issued for a period of one year.

It is worth noting that the website of the Security Service of Ukraine, which on Monday, July 6, was launched for submitting applications for a pass across the demarcation line in Donbass, works with constant interruptions.

According to users, it is impossible to register on it to submit an application or check the availability of a ready-made pass in the registry. Moreover, many citizens were unable to figure out how to submit an application. For such cases, Donetsk journalist Larisa Lisnyak checked the functionality of the system. As noted on her Facebook page, the system works, but, as always, with nuances. “And, given that there are no instructions for using the site, the whole process is a matter of trial and error. At the same time, the site is quite clear.”

What is a pass to the ATO zone?

Some citizens planning to cross the demarcation line for the first time mistakenly believe that permission is required not only to travel through checkpoints, but also to visit front-line settlements. This is not true. If the purpose of the trip is Avdeevka, Maryinka, Krasnohorivka, Shchastya or Stanitsa Luganskaya, then a pass to the ATO zone is not needed. The same applies to all other cities and villages under the control of the Ukrainian government. Permission is required exclusively to cross the checkpoint to travel to the territory governed by the authorities of the DPR and LPR.

For the first time, a system of control over the movement of citizens in the ATO zone was introduced in December 2014. Since then, everyone who intends to cross the checkpoint must obtain a pass to pass. At first this document was paper. But soon the use of ordinary passes with a seal gave rise to a lot of problems associated with forgery and corruption during registration. Therefore, since January 2021, the SBU database has been used to identify persons crossing the demarcation line in the ATO zone, and the permit itself has lost the form of a paper certificate.

The security service of Russia, the DPR or the LPR is not responsible for issuing passes. Any documents issued in uncontrolled territories, with the exception of birth or death certificates, have no legal force in Ukraine. To obtain a permit, you must contact a special section of the official website of the SBU.

Common mistakes: reviews, tips

Reviews say that problems arise with multiple permits that have not been used for a long time. Also, the security service website is malfunctioning, so it is better to check for permission before leaving. The data of those who previously had paper passes should have been entered into the database. As practice shows, some citizens are not on the Register. Having a paper permit in hand will not help - you will have to negotiate with the military at the checkpoint. Some of them allow passage, some require money.

Thus, in order to legally cross the border of the ATO zone, you must obtain an electronic pass. The SBU website handles the registration, and the option to delete and restore the permit is also available there.

BEGINNING OF WORK

Go to the website of the State Services portal. In the search bar you should enter the request: “Obtaining an individual pass for the entry (passage) of persons and vehicles into the border zone.” In the search results, the desired section will be displayed as the first item. Go to it.

At the next stage, click the “Get service” button. A form for filling out data will appear on the screen.

Indicate the method for obtaining the issued pass:

In person – obtaining a pass in person at the border department. You must have your passport (original) with you. To the postal address - indicate the address on the territory of the Russian Federation to which the pass will be delivered by Russian Post. Through an authorized representative - in this case it will be necessary to issue a power of attorney in any form to the recipient of your pass.

Notify by phone.

The final stage is the “Submit Application” button.

The period for obtaining a pass for citizens of the Russian Federation is 15 working days.
