Accepted documents are sent to the Ministry of Internal Affairs of the Republic of Karakalpakstan, regional internal affairs departments and the Main Internal Affairs Directorate of Tashkent, where the submitted documents and the identity of the applicant, inviting persons are checked, and the opinion of the national security authorities is requested on this issue. In this case, copies of the available documents are sent to the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the regions and the city of Tashkent for the Special Commission to issue an opinion at the request of the applicant, taking into account the availability of real opportunities for his residence and employment in the region.

Russians do not need a visa to enter the territory of this country, since there is a mutual visa-free regime between Russia and Uzbekistan. But you still have to apply for a passport. When crossing the border, you will need to fill out a customs declaration, which indicates all the necessary information about the imported material assets. Without a visa, Russians can live in Uzbekistan for no more than three months. Next, you will need to apply for a residence permit.

Legislative grounds

Russian law is structured in such a way that in order to stay in the country and carry out work activities, you must have a document confirming the legality of your stay.

Methods

Today, an Azerbaijani citizen can obtain Russian citizenship in one of the following ways:

  • While on the territory of the Russian Federation;
  • While outside Russia (through the Russian Consulate);
  • Being on the territory of the Republic of Azerbaijan.

To strengthen the chances of obtaining Russian citizenship, an Azerbaijani citizen will have to prove that he is able to independently provide for himself, as well as his family members. Evidence must be presented in the form of relevant documents;

  • availability of a diploma of completion of a higher educational institution of the Russian Federation, received after July 1, 2002;
  • in the past there was citizenship of the USSR, after moving and living in Azerbaijan (until now), but without obtaining citizenship of the Republic of Azerbaijan;
  • one of the parents (or both) is a legal citizen of Russia.

Types of residence permits for Russians and their features

Important! The maximum period of validity of a residence permit in Uzbekistan is three years.

Initially, the status is issued for a period of 12 months, then it will need to be renewed annually. The period for which this permit is issued cannot exceed the validity period of the foreigner’s civil and foreign passports. After crossing the Uzbek border, a foreigner must register within three days in the locality where he intends to temporarily live.

Grounds for obtaining a residence permit

According to the Law “On Citizenship of the Republic of Uzbekistan”, foreigners who:

Residence permit in Uzbekistan can be obtained

  • foreign citizens who returned to Uzbekistan for permanent residence, having previously renounced Uzbek citizenship;
  • persons permanently residing on the territory of the Republic who have not accepted citizenship of Uzbekistan or have renounced it.

Important! The main requirement for obtaining a residence permit is legal residence in the country at the time of submission of the application.

Persons who cannot become citizens

  • those advocating a change in the country's constitutional order;
  • members of organizations banned in Uzbekistan;
  • convicted and serving sentences in prisons.

An application for citizenship should also be submitted in person to the offices of the Ministry of Internal Affairs of the Republic. Some documents will be required from applicants.

  • Legal and permanent residence on the territory of the republic;
  • Age over 16 years.
  • Students studying at universities of the republic;
  • Businessmen;
  • Investors;
  • Those wishing to find a job;
  • Stateless people;
  • Persons married to a citizen of Uzbekistan.

Obtaining a residence permit for most categories is simplified.

Required documents

  • Russian passport;
  • 2 copies of the questionnaire;
  • notarial statements from the receiving party, with whom the foreigner plans to reside permanently, about their attitude to the applicant’s application;
  • passport and document confirming the ownership of the host’s housing

  • 2 black and white or color photographs on a white background, size 35x45 mm

When applying for a residence permit, a receipt with a list of documents is issued and in case of refusal, the foreigner will have to leave the country. The period for reviewing documents is no more than 15 days. Then a decision is made. A residence permit for foreigners is issued for a period of 5 years, but not longer than the validity period of a foreign passport; upon reaching 60 years of age - for the entire validity period of a foreign passport. A residence permit for stateless persons is issued for a period of 5 years, and upon reaching 60 years of age - indefinitely. The validity of a residence permit can be extended up to 5 times, after which it can be exchanged.

In order for a Russian citizen arriving in Uzbekistan to obtain a residence permit without waiting five years, he must be useful to this state. For example, as a scientist, a major investor with money, or an athlete who will compete for their country.

Important! The Uzbek government takes a pragmatic approach to those individuals who are able to provide assistance to their republic.

To do this, you must: 1. submit a petition addressed to the President of Uzbekistan in personal presence 2. The answer will be given within a year 3. If there is a refusal, you can file an appeal in court within a month, but you will have to wait at least another year for an answer.

Residence permit extension

The process of renewing a certificate is also simple and straightforward. You must apply for an extension at least 2 weeks before the expiration date. Applicants need to submit to the territorial divisions of the Ministry of Internal Affairs of Uzbekistan:

  • an application filled out according to the established template;
  • Residence permit in Uzbekistan;
  • passport;
  • 5 photos;
  • a receipt indicating payment of the state duty.

The residence permit can be extended a maximum of 5 times, after which it must be exchanged.

Registration cost

For the issuance and renewal of a certificate, the Ministry of Internal Affairs of the Republic collects a state fee. Its size is 20% of the minimum wage, namely 29,995 Uzbek soums.

Persons who are fully supported by the state are exempt from paying the fee.

The procedure for registering and obtaining a residence permit in Russia for citizens of Uzbekistan

In order to obtain a residence permit in Russia, it is necessary to fulfill a number of requirements and comply with a number of necessary conditions. After receiving a temporary residence permit (TRP), citizens of Uzbekistan have the right to obtain a residence permit only after a year has passed, during which they must stay in Russia.

For citizens of Ukraine: new law in 2021

Residence permit in Russia 2021, which was amended by the new law, remains practically unchanged for Ukrainians. As in previous years, they can obtain a residence permit under the same conditions as citizens of another country. The procedure for processing documents is regulated by Article 8 of the Law of the Russian Federation dated July 25, 2002 No. 115-FZ.

However, there are exceptions. A preferential category of Ukrainians who can skip the stage of obtaining a temporary residence permit and living in Russia for a period of 1 year are refugees from Donbass. For them, the procedure is noticeably simplified.

For citizens of Belarus

For citizens of Belarus, obtaining a Russian residence permit will not be particularly difficult, since the authorities facilitate this type of immigration process and reduce all bureaucratic aspects to a minimum.

The most popular reasons for obtaining a residence permit for citizens of Belarus are:

  • In business matters, this is the most financially costly excuse, which is used by a limited number of people.

Uzbekistan

In 2021, the rules for staying in the country and obtaining a residence permit for citizens of Uzbekistan have become noticeably stricter. Previously, they could freely enter the Russian Federation for a period not exceeding 90 days using their internal passport.

With the entry into force of the new law, all citizens of Uzbekistan were required to have a foreign passport to visit Russia, and the main difficulty was the actual absence of a foreign passport. On the territory of their state, an internal passport performs the functions of a foreign passport. Now, in order to cross the border of the Russian Federation, they must obtain a biometric document.

There is still a visa-free regime between the two countries, but Uzbeks can participate in the immigration procedure for obtaining a residence permit under the same conditions as citizens of other countries (if they do not belong to one of the preferential categories).

Kazakhstan

The following residents of Kazakhstan can apply for a simplified procedure:

  • those born before 1991, that is, in the USSR with the appropriate passport;
  • having close relatives - citizens of the Russian Federation.

Direct receipt of a residence permit remains under the same conditions as in previous cases. There remains a need to have a temporary residence permit and reside in the state for one year. You will also need to issue a medical certificate that will confirm the absence of serious and contagious diseases such as HIV, tuberculosis, and drug addiction.

Moldova

The algorithm for legalizing residence in the Russian Federation by obtaining a residence permit for Moldovans will be carried out under the following conditions:

  • renunciation of Moldovan citizenship;
  • availability of permanent income and employment in Russia;
  • high level of proficiency in the Russian language, history and legislative framework, confirmed by passing exams in the relevant testing bodies.

Otherwise, the procedure for obtaining a residence permit is no different from the general procedure for foreign citizens.
